ELIGIBILITY CRITERIA 1. The tenderer shall provide satisfactory evidence acceptable to DMRC to show that:- (a) Tenderer should be licensed manufacturer or authorised channel partner of the manufacturer, who regularly manufactures the item required in the tender. (b) Manufacturer or their authorized channel partner should have successfully completed similar works in India or abroad during last 5 years ending last day of month previous to the one in which applications are invited should be either of the following: I. Three Similar Completed works costing not less than the amount equal to Rs. 7.6 cr. II. Two Similar Completed works costing not less than the amount equal to Rs. 9.5 cr. III. One Similar Completed works costing not less than the amount equal to Rs.15.2 cr. NOTE: Similar work that would qualify for being considered for evaluation of above Clause 401 (b) can be any of the following: Supply & installation of X-Ray Baggage Screening System (with or without AMC/ CAMC) Supply & installation of X-Ray Baggage & Cargo System (with or without AMC/ CAMC) Supply & installation of Online X-Ray Baggage Screening System (with or without AMC/ CAMC) (c) Any tender offering service life of X-BIS machine less than 10 years from the date of commissioning shall be summarily rejected in the initial stage itself and such offer will not be evaluated further. (d) Manufacturer or their authorized channel partner should have Average annual financial turnover during the last 3 year, ending 31 st march of the previous financial year should not be at least 5.7 cr. (e) The tenderer shall submit details of successfully completed similar works executed by them in the Performa given in Annexure-1A of Volume-I for evaluation of their tender offer regarding Clause 401 (b). Documentary proof such as completion certificates from client clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and copy of final/last bill paid by client shall be submitted. Value of work shall be updated to tender submission date assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. For the purpose of evaluation of work experience, all
prices will be converted to Indian Rupees using the Exchange (selling) rates for those currencies at the close of business of the State Bank of India at 31st December of each year for the works completed in respective year. For the works completed in the latest year before 31st of December of current year, the exchange rates of foreign currency shall be applicable 28 days before the tender submission date. (f) Financial data for latest last three audited financial years has to be submitted by the tenderer in Annexure-1B along with audited balance sheets. The financial data in the prescribed format shall be certified by Chartered Accountant with his stamp bearing his membership number and signature. In case audited balance sheet of the last financial year is not made available by the bidder, he has to submit an affidavit certifying that the balance sheet has actually not been audited so far. In such a case the financial data of previous audited financial years will be taken into consideration for evaluation. 2. The tenderer should also submit details in Annexure-2 of Volume-I to satisfy the employer regarding below mentioned aspects:- (a) (b) Manufacturer should have adequate plant and manufacturing capacity to manufacture and supply the items asked for in the tender within the delivery schedule specified in Schedule of Requirements. Manufacturer should have an established quality control system and organization to ensure adequate control at all stages of the manufacturing processes. 3. In addition to the above, further information regarding the capacity / capability of the manufacturer/ supplier or any other information required by the purchaser for ensuring successful delivery/ execution of the work, if required by the Purchaser, shall be promptly furnished by the tenderer. The tenderer would also offer all facilities to representative of Purchaser if any visit is undertaken by the representative of the purchaser to visit the works/office of the manufacturer/ supplier. 4. Tenderer not submitting the following requisite information/document with technical bid i.e Packet A may note that his offer is liable to be rejected. I. Not submission of Tender guarantee (EMD) in original as per Clause 501(a) or 501(b) of Instructions to Tenderers. II. III. IV. Not submission of Duly filled Annexure 1A of Volume-I, with Detail of Successful completion of similar works Clause No. 401 of Volume-I (Instructions to Tenderers).
