The position provides system leadership in managing and supporting the Board's ERP budget system as well as interfacing with the state's budget system. This position will investigate a variety of routine and complex financial and management studies related to budget, program analysis, systems, procedures, and other special projects. Work is performed within policies included in state and federal law and administrative regulations with latitude for the exercise of independent judgment and subject to periodic review on the basis of results achieved. Essential Job Function 25 Other Duties Coordinate and manage numerous information requests to the universities and special schools and ensure consistency and accuracy of reported data. Monitor and meet all deadlines and respond to all inquiries related to the Board's budget and financial issues as requested by other state agencies and the universities and special schools. Prepare and manage all information responses to various Legislative and Executive Branch requests. Answer inquiries regarding operations and procedures and functions as resource person. Coordinate information and data requests with the Board of Regents' information systems staff relative to financial analysis and reporting. 2. Essential Job Function 75 Budget Manager Duties Ensure that all budgeting and accounting transactions are executed in accordance with generally accepted accounting principles. Ensure compliance with applicable state and federal laws and other regulatory requirements. Prepare annual reports to the Board of Regents including the annual operating budget, and the finance & budget information. Oversee and coordinate the Board of Regents' budget system to ensure consistent practices and comparability according to CUBO guidelines and system requirements.
Develop and provide justification the Board of Regents annual budget request to the Governor and Legislature. Track and monitor budgets and expenditures to ensure compliance with federal, state and Board of Regent policies and regulations Develop and maintain historical documentation of budget and financial issues and prepare appropriate management and accountability reports Develop, document, and present to various constituents of financial issues and solutions. Coordinate the system's maintenance and repair projects including capital improvement projects and track all aspects of projects and appropriate reporting to the Board of Regents and Building Committees. Recommend and develop appropriate policy direction in the area of budget for the department and Board of Regents. Evaluate financial systems and operational procedures and identification of efficiencies and deployment of best business practices. Be the budget module lead supporting Banner budget tasks, deadlines, training and interfacing with the state budget system. Liaison between BFM and LRC relative to budget deadlines, submissions and inquiries. Coordinate and prepare the Business Affairs Council agenda, and agenda materials related to budget and finance for the Council of Presidents and Superintendents, and for the Board of Regents.
