Interested bidders are requested to sign-in (new user sign-in only with DSC) online to obtain user-id and password using Digital Signature. The tender documents comprises of (i) Technical Bid comprising terms and conditions, Prequalification profile and (ii) Price bid. It is requested to download the Tender on acceptance of terms & conditions. The pre-qualification profile and price bid duly filled may be uploaded on e- Portal of HAL using Digital Signature before the last date & time for submission as mentioned in the tender notice. The credentials as listed below shall be uploaded online. 1. Essential Criteria:- [Bidders have to upload all supporting documents duly sealed & self attested along with the Tender for the following criteria. After price bid evaluation, the L1 agency has to submit the original documents for verification.] i. The Solvency required will be 40% of the approx. estimated amount put to tender. The solvency certificate shall be from a nationalized or scheduled bank and issued within a period of 12 months from the final date of submission of tender ii. Valid Electrical contractor licence of appropriate voltage issued by any state Govt. under clause 45 of Indian Electricity Rules 1956 or as amended from time to time.(except for Sl.No.1). iii. Average annual financial turnover during the last 3 years, ending 31 st March of the previous financial year, should be at least 30% of the estimated amount put to tender. iv. In addition to the above, experience of having successfully completed similar works (Page No.4) during last 7 years ending last day of month previous to the one in which applications are invited should be either of the following: - a) Three similar completed works costing not less than the amount equal to 40% of the estimated amount put to tender./ or b) Two similar completed works costing not less than the amount equal to 50% of the estimated amount put to tender./ or C) One similar completed work costing not less than the amount equal to 80% of the estimated amount put to tender. Note: (1) This shall be uploaded with the scanned copy with the copies of the work orders and completion certificate issued by respective clients. If the completion certificate is from Private organization the same shall be uploaded with TDS certificate. (2) The meaning of Similar work for the purpose of tender is defined in Work Detail Table. v. The bidders are required to comply with the Provisions of ESI & PF Act. The bidder shall be required to indemnify HAL for any liabilities arising on account of ESI & PF Act as per the Performa indicated in the tender document [After award of work]. The bidder has to upload the ESIC Registration Certificate failing which offer is liable for rejection. Please note that, the office of ESIC, New Delhi has decided to extend the ESI Scheme to the Construction Site Workers deployed in the implemented areas w.e.f 01.08.2015 vide Circular No.P-12/11/11/60/2010-Rev. Income Tax returns for the last Three Years. 2.0 The general details: 2.1 Cost of tender document: The cost as specified is to be submitted in the form of DD/ bankers cheque drawn in favour of HAL [BC] payable at Bangalore and to the address mentioned below so as to reach Latest by 12:30 Hrs on the last date of submission. However the details of DD number date etc., are to be provided in the prequalification profile and scanned image of the same to be uploaded. 2.2. Earnest Money Deposit: Earnest Money Deposit as specified is to be furnished in the form of Demand Draft / Bankers Cheque /Pay Order drawn in favour of the respective Division/complex [Refer Col-2 of work details] payable at Bangalore from a Nationalized Bank / Scheduled Bank, Deposit through any other form will not be accepted. The scanned image of earnest money deposit is to be uploaded online along with the tender and the original one is to be submitted to the address mentioned below so as to reach Latest by 12:30 Hrs on the last date of submission. However the details of DD number, date, etc. are to be provided in the prequalification profile. 2.3. In case of CTD & EMD exemption is sought against Valid MSME/NSIC certificate, the scanned image of the same is to be uploaded online along with the tender and a copy of the same is to be submitted to the address mentioned below as the case of EMD submission. 2.4. -3-3.0 General Instructions: 3.1 Please note that the registered contractors are also required to submit down loaded Tender Document only along with requisite EMD if they are not PEMD holder and shall submit the latest work completion certificate, in case they are requesting for works costing more than eligible value without which their offer is liable for rejection. 3.2 Tenders of those Bidders who fulfil the criteria mentioned at 1.0 will only be considered for opening of Price Bid. Incomplete / invalid tenders are liable for rejection and no correspondence will be entertained in case of rejection. 3.3 Non uploading of requisite documents due to negligence or ignorance by the bidders leading to disqualification will be having to be borne by the tenderer only. There shall be no claim whatsoever in this regard. 3.4 ECS/IFS code details are to be uploaded including the name of the bank, branch and account No. where payments are to be credited along with the scan copy of Blank Cheque leaf. 4.0 General Terms: 4.1 Bidders are subject to be disqualified, even though they meet the qualifying criteria, if they - Make misleading or false representations in the request, statements and attachments submitted in proof of qualification requirements including holding information and / or - Have record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures, requesting for claims not admissible under the contract conditions, etc. 4.2 Tender Documents duly filled & uploaded with in the last date of submission as mentioned in the tender notice. To attach the additional documents to any tender click Document Library and upload the same. 18. Attach the required documents to the concerned tenders from document library section to the tender document screen. (More explanations can find in detailed help Manual) 19. Click Edit Attachment to view the tender documents which are received by the user. 20. Tender document screen appears. 21. Click Download (empty Document) to download the documents. 22. Click Attach to attach all the documents which are already saved in the uploaded in Document Library. This is the important and first step to be performed to avoid disqualification. 23. Click Update EMD Details to feed the EMD details and upload the scanned EMD. 24. When the user finishes with the filling and uploading of scanned BG/DD, the Red Color will automatically turn to Black Color which reflects that the user is two steps ahead for the submission. 25. Click Download (empty Document) to download the Technical/Price Sheet and fill the same without changing the File Name and save on to the computer. 26. Click Upload (Filled Document), select the filled file which was already filled and saved in the same name. Click click here to digitally sign and upload to upload the filled Technical/Price Sheet to the tender. 27. Note that when the user uploads the filled Technical/Price Sheet, the Red Color will automatically turn to Black Color which reflects that user is ready for the final submission. 28. Provide all the mandatory documents required for the tender. 29. Prior to submission, verify whether all the required documents have been attached and uploaded to the particular tender. 30.
