EUROPE 2020 STRATEGY - PRIORITIES EUROPE 2020 Strategy The EU s 10- year growth strategy which aims to delivery growth that is: SMART through investments in education, research and innovation SUSTAINABLE thanks to a move towards a low-carbon economy INCLUSIVE with an emphasis on job creation and poverty reduction.
EUROPE 2020 STRATETGY TARGETS 5 key targets to be achieved by the end of the decade 1. Employment: 75% of the 20-64 aged to be employed 2. Education: reducing the rate of early school leaving below 10% and at least 40% of the younger generation completing third level education 3. Research & Development: 3% of the EU s GDP to be invested in R&D 4. Climate change and energy sustainability: greenhouse gas emissions 20% lower then 1990 + 20% of energy from renewables + 20% increase in energy efficiency 5. Fighting poverty and social exclusion: 20 million less people at risk of poverty

ETC AS THE GOAL OF COHESION POLICY Cohesion policy is one of the key instruments to realise the Europe 2020 goals. (...) CSF FOR ETC Common Strategic Framework point 7.2.1: Member States and regions shall seek to make use of cooperation to achieve critical mass, inter alia, in the field of ICT and research and innovation, and also to promote the development of joint smart specialisation approaches and partnerships among educational institutions. Interregional cooperation shall, where appropriate, include fostering cooperation between innovative research-intensive clusters and exchanges between research institutions taking into consideration the experience of "Regions of Knowledge" and "Research Potential in Convergence and Outermost Regions" under the Seventh Framework Programme for Research

THEMATIC CONCENTRATION IN ETC Aim to increase efficiency, impact and EU-added value of co-financed operations At least 80% of the ERDF allocation of CBC and TNC shall be concentrated on a maximum of four of TO Intrregional cooperation all of 11 TOs TO translated into Fund-specific investment priorities: Art. 5 of the ERDF Regulation 1301/2013 and in addition Art. 7.1 point a (iv) of the ETC Regulation 1299/2013 - especially designed for each of the ETC strand, e.g. crossborder labour markets, joint vocational trainings, integration of communities across borders, promoting legal and administrative cooperation, developing and coordinating macro-regional strategies (TN), promoting the exchange of expeirence (INTERACT)

ETC EXAMPLE RESULTS Types of change (= results) that ETC brings: Integration related: common identity; integrated community and services, business & education frameworks; common branding Investments in physical, economic and social infrastructure (filling in the gaps); in common assets; preparation of such investment projects; development of solutions for joint challenges Policy and governance related: improved governance capacity; coordinated / territorial governance; improved regional performance
ETC 2007-2013 and EUROPE2020 PRIORITIES KEEP is the most comprehensive database of ETC in Europe but it does not contain all the projects and partners At the moment KEEP covers 67% of all ETC 2007-2013 projects 5 838 projects (the overall figure is estimated at around 8 688) In few weeks KEEP should go from 67% of all projects to 85%
