Sidan 1 ( 7 ) Special Regulations for BALTEX 2014 BALTEX 2014 is a National Philatelic and Postcard Exhibition arranged by Eslövs Frimärks- och vykortsklubb, co-operating with other clubs within the Swedish Philatelic Federation, on August 29-31, 2014, in Slagthuset Event & Exhibition Center, Jörgen Kocksgatan 7, Malmö. The exhibition has patronage given by the Swedish Philatelic Federation (SFF). Regulations for Philatelic Exhibitions in Sweden, approved by the Swedish Philatelic Federation or the Philatelic Youth of Sweden (SFU), are valid, as well as these Special Regulations, approved by the SFF/SFU Committee for Exhibition and Jury Matters. Exhibitors from Australia are invited to compete as part of a bilateral exchange with Sweden. These exhibitors are asked to send their application through the Australian Commissioner. 1. Exhibition regulations The Regulations for Philatelic Exhibitions in Sweden, approved by the Swedish Philatelic Federation (SFF) and the Philatelic Youth of Sweden (SFU), will apply. The judging will follow the National Swedish Regulations for the Jury of Philatelic Exhibitions, the General Regulations of the FIP for the Evaluation of Competitive Exhibits (GREV) as well as the Special FIP Regulations for the Evaluation of Competitive Exhibits (SREVs) and the FEPA Regulations for Open Class exhibits. One Frame exhibits will be judged according to the National Swedish Special Regulations and Postcard exhibits will be judged according to the joint Special Regulations for the Nordic countries. All applicable regulations are accessible through the website of the Swedish Philatelic Federation, www.sff.nu. The regulations can also be ordered from the Swedish Philatelic Federation. 4. Exhibits Entitled to Participate All exhibits should be entitled to participate in a national philatelic exhibition in accordance with the national regulations of the FIP member organisation for the participant concerned. Special qualifications for the Championship Class: Exhibits that in any three separate years during the previous ten years have received three gold medals in National exhibitions, or three gold or large gold medals in Nordic, FEPA or FIP World Exhibitions will be assigned to the Championship Class. National and international medals can in no respect be combined. One Frame exhibits fulfilling these qualifications will also be assigned to the Championship Class. Exhibits that during the previous ten years have won the Championship Class in a National, Nordic, Continental or FIP World Exhibition are excluded from participating in the Championship Class and the other competition classes. To participate in the Literature Class no qualification is required. 5. Exhibitors Members of any national philatelic organisation of FIP (Fédération Internationale de Philatélie) as well as members of national philatelic youth organisations recognized by a FIP member are welcome to enter. However, to enter the Open Class no membership is required, according to national Swedish regulations.
Sidan 3 ( 7 ) Requirements for participation are to have paid the registration and frame fees stated in these Special Regulations, and to have taken out insurance on the exhibit. 6. Qualification to Nordic and International Exhibitions The exhibition is qualifying for entering Nordic exhibitions and exhibitions granted by FIP and FEPA. The Postcard Class is an entirely Nordic competitive class and not eligible for other international exhibitions. 7. Application Application forms must reach the Swedish Commissioner not later than March 31, 2014. The application form is enclosed to these regulations. A separate application form shall be used for each exhibit. Applications by e-mail are not accepted. Australian exhibitors have to send their application form(s) through the Commissioner for Australia according to his instructions. Exhibitors who intend to stay in a hotel nearby the exhibition venue during the exhibition, and/or will participate in the exhibition banquet (including the Palmarès), will be informed about these conditions when the exhibit is accepted. 8. Title page/ Plan It is compulsory to attach a copy of the title page/plan of every exhibit to the application form. Please observe that a draft title page/plan is sufficient. The title page/plan can be updated until the mounting of the exhibition, provided that the title and the size of the exhibit remain unchanged. For exhibits in the literature class no title page or plan is requested. 9. Synopsis It is voluntary to add a synopsis of the exhibit as an addendum to the title page/plan. The purpose with a synopsis is to facilitate for the jury to prepare for the evaluation of the exhibit. A synopsis may include objectives and purpose of the exhibit, a presentation of research, philatelic characteristics, rarity of philatelic items and previous results from exhibitions. Notice! Title pages/plans and synopsizes that are changed after the final date of application but prior to June 15, 2014, should be sent directly to the President of the Jury. Documents received on this date at the latest will be considered by the Jury during the preparations prior to the exhibition. 10. Exhibitors and Frames At BALTEX 2014 approximately 450 frames will be available for display. The frames have the display dimensions 89 x 119 cm and a capacity for 16 pages size DIN A4 (4x4 mounting) or 8 pages size DIN A3 (horizontal). Every page should be protected by a non-colored plastic case,
Sidan 4 ( 7 ) provided with the name of the exhibitor on the back of the page and with a page number for the specific exhibit on the front side. The Organising Committee reserves the right to set a limit of the total number of exhibits and limit the number of frames assigned to respective exhibit, however not going below the number of frames that should be accepted according to the Chapter 11 in these regulations. Notification of acceptance or not, together with the number of frames allocated, will be sent not later than May 1, 2014. 11. In Open Class it is allowed to use non-philatelic items up to 50% of the total number of items shown. 12. Awards The following awards are at the disposal for the Jury:
Sidan 5 ( 7 ) Medals or equal will be awarded the participants of all competitive classes as follows: gold, large vermeil, vermeil, large silver, silver, silver bronze, and bronze (aiso One Frame exhibits will be awarded a medal). Exhibits which obtain minimum 60 points in classes 2-10, 12B and 13 will receive a diploma describing score and level of medal. Exhibits in classes 11 and 12A which obtain minimum 50 points will receive a diploma describing score and level of medal; exhibits which obtain 40-49 points receive a diploma. Other exhibits will receive a certificate of participation. The following special awards are at the disposal for the Jury: AB Postiljonen SilverPostiljonen challenge trophy to the best exhibit in the competition classes Swedish Association of Thematic Stamp Collectors SMS Grand Prix to the best Thematic Class exhibit Swedish Post Posten Open Trophy challenge trophy to the best Open Class exhibit Nova Stamps Inc. The Picture Postcard Star challenge trophy to the best postcard exhibit Swedish Philatelic Youth Rookie of the Year to the best youth exhibit, first time exhibited on national level. Additionally, a number of special prizes will be at disposal for the Jury. The winning exhibit in Championship Class will be awarded BALTEX 2014 Grand Prix and a gold medal. Remaining exhibits in the Championship Class will be awarded a gold medal. All participating exhibits in the class will receive a diploma. The winner of the Championship Class will be appointed by the Jury during the Palmarès in an open voting procedure. Each juror is to score five of the exhibits by giving 10, 8, 6, 4 and 2 points. If less than five exhibits compete in the Championship Class the lower scores will not be given. The exhibit with the highest total score is the winner of the Championship Class. If two or more exhibits share the highest score the vote of the President of the Jury is decisive. 13. Participation fees Registration fee (per exhibit) Championship Class: 500 SEK Class 2-9: 400 SEK (One Frame exhibit 200 SEK) Class 10, 12B and 13B: 200 SEK Class 11, 12A and 13A: no fee. The registration fee goes to the Swedish Philatelic Federation. Frame fee (per frame) Class 1-10: 350 SEK per frame (for literature per exhibit) Class 12B and 13B: 200 SEK per frame Class 11, 12 A and 13A: no fee. An invoice will be sent out regarding registration and frame fees for the accepted exhibits. The fees are to be paid according to instructions given by the Organising Committee.
Sidan 6 ( 7 ) 14. Insurance No liability is accepted by the Organising Committee, nor by the exhibition staff, for any theft and/or damage on any exhibits during the exhibition as well as during transport to or from the exhibition or when mounting or dismounting the exhibits in the frames. The exhibitor shall ensure a sufficient insurance policy for their exhibit(s). Applicable insurance policy shall be forwarded to the Swedish Commissioner. 15. Mounting and Dismounting of Exhibits The mounting of exhibits into frames will commence in the exhibition venue on Tuesday August 26 and shall be completed on Thursday August 28, at 1 pm. Dismounting of exhibits will commence immediately after the final closure of the exhibition on Sunday August 30, starting at 3 pm. Exhibitors, or their authorized representatives, may take part in mounting/dismounting their exhibits after agreement with the Organising Committee. Mounting with exhibitors present will be allowed on Wednesday August 27, at 1-7 pm and on Thursday August 28, at 8-12 am. Each exhibitor will be given a specific time for mounting. Other exhibits (Australian exhibits excluded) shall be sent to BALTEX 2014 (address, see below). Exhibits not collected by the exhibitor will be sent to the exhibitor at expense of the Organising Committee. 16. Delivery of Exhibits Exhibits sent to the exhibition by mail must, on the exhibitor s expense, be sent to the address below and must reach the Organising Committee on Monday August 25 at the latest, but not before Monday August 18. Australian exhibits must be delivered to the Australian Commissioner according to special instructions. Exhibits are to be sent to: BALTEX 2014 c/o Valter Skenhall Vindvägen 3 SE-245 38 Staffanstorp Two copies of literature exhibits shall must reach the Organising Committee not later than July 15, 2014. All literature exhibits will become the property of the Organising Committee after the exhibition. Literature exhibits are to be sent to the address given above. 17. Others Exhibitors will receive one catalogue and one palmarès per exhibit shown. The Organising Committee reserves the right to make necessary amendments of these Special Regulations, given they are approved by the SFF/SFU Committee for Exhibition and Jury Matters. Decided amendments will be communicated to all accepted exhibitors as soon as possible.
Sidan 7 ( 7 ) The Organising Committee also reserves the right to take all decisions about issues not described in these Special Regulations or superior regulations according to the Chapter 3 above. By signing the application form the exhibitor accepts the conditions of these Special Regulations. These Special Regulations are approved by the SFF/SFU Committee for Exhibition and Jury Matters on January 12, 2013.
