Regular Meeting October 9, 2018 MOTION #18-250 CLR. VATERS/CLR. WILLIAMS BUSINESS ARISING FROM MINUTES Crown Land Update Ken Kent-Request to purchase Referred to Finance. Farm Animal Update ipad Update CORRESPONDENCE Dept. of Children, Seniors TCP Health Foundation Mayor Coombs advised that there have been no updates received by the Town. Mayor Coombs advised that the regulations are being looked at but that there is not enough detail. The Town s regulations will have to be updated. Mayor Coombs advised that the ipad issue as been resolved. The CAO advised that ipads are ready to be distributed to any Councillors who want them. Affairs and Environment inviting applications for its 2019-20 cost-shared funding programs. The deadline is December 21, 2018. Mayor Coombs tabled correspondence from the Department of Children, Seniors and Social Development informing Council that has been awarded a grant for Bike Racks through Physical Activity and Healthy Eating Equipment totalling $4559.00. The racks are to be placed at the Community Centre and other locations around Town. Mayor Coombs tabled correspondence from Chad Parsons of the Trinity Placentia Health Foundation requesting a donation for the Shoppers Growing Women s Health Campaign. Deferred to Finance. Affairs and Environment giving approval to proceed with a public tender call for project 17-SCF-19-00107 Water & Sewer/Kitchen s Hill.
CORRESPONDENCE Royal Canadian Legion Ronald McDonald House -2- Mayor Coombs tabled an invitation from the Royal Canadian Legion Branch #15 to attend the Remembrance Day Parade and Service on Sunday, November 11, 2018 at 11:00am. Service to take place at the Veteran s Memorial Pavilion on Harvey Street. Mayor Coombs tabled correspondence from Ronald McDonald House Charities requesting a donation. Referred to Finance. Affairs and Environment, Municipal Infrastructure and Support Branch informing Council that the following projects have not been approved: 1. AP-MCW-18252 - Harvey Street West & Mercer s Road Water & Sewer System Upgrade. 2. AP-MCW-18253 - Harvey Street Phase 5 Water & Sewer & Street Upgrade. 3. AP-MCW-18256 - Harvey Street East Water & Sewer System & Street Upgrade (Cathedral St. to RCMP Station). Finance Committee to review before applications are resubmitted. 1-9 Water Street East Mayor Coombs tabled an application for building permit from Craig Flynn. Deferred to Housing and Sanitation. NEW BUSINESS COMMITTEE REPORTS CAPITAL & PUBLIC WORKS COMMITTEE Mayor Coombs advised that a meeting was held with the new owners of the former Immaculate Conception Church. 2019-20 Capital Works Mayor Coombs reiterated that the deadline to submit Capital Works Projects is December 21, 2018. FINANCE COMMITTEE Ronald McDonald Charities Motioned to write Ronald McDonald House Charities and advise that a donation of $165.00 was given in April 2018. MOTION #18-251 CLR. TETFORD/CLR. VATERS Mayor Coombs left the Council Chambers at 7:10pm, Deputy Mayor Williams assumed the chair. TCP Health Foundation Motioned to donate $50.00 to the Shoppers Growing Women s Health Campaign. MOTION #18-252 CLR. TETFORD/CLR. VATERS Mayor Coombs returned to chambers at 7:11pm. Ken Kent Motioned to sell the parcel of land located at 28 Mercer s Road to Mr. Ken Kent. The cost of the property will consist of any costs incurred by the Town associated with the sale and any taxes owing on the property. MOTION #18-253 CLR. TETFORD/DEPUTY MAYOR WILLIAMS
HOUSING/ENVIRONMENT/SANITATION COMMITTEE -3-1-9 Water St. East-Bldg. App Motioned to approve in principle the application for building permit as submitted by Mr. Craig Flynn for Phase 1 Brewery, Beer Garden, Food & Beverages, Conference Centre/Public Gatherings, Distillery and Packaging Plant and Phase 2 Hotel and Beer Spa located at 1-9 Water Street East subject to: 1. All Town Development Standards 2. Applicant obtaining all necessary permits and/or licences required by Government Agencies. MOTION #18-254 DEPUTY MAYOR WILLIAMS/CLR. VATERS 441 Southside Rd-Bldg App Motioned to approve the application for building permit as submitted by Mr. Ray Bastarache to construct a 40 x 40 house located at 441 Southside Road subject to: 1. All Town Development Standards. 2. Well approval by Service NL. MOTION #18-255 CLR. VATERS/DEPUTY MAYOR WILLIAMS Main Rd - Bldg. App Motioned to reject the application for building permit as submitted by Mr. John O Keefe to construct a 12 x 10 shed located on Main Road in Bristol s Hope as it does not conform to the Town s regulations without residential dwelling as the primary building. MOTION #18-256 CLR. VATERS/ DEPUTY MAYOR WILLIAMS ECONOMIC DEVELOPMENT/TOURISM/HERITAGE COMMITTEE HUMAN RESOURCES/PARKS & RECREATION COMMITTEE Reports Harassment Policy Staff Christmas Party FIRE DEPT. LIAISON Motioned to have reports from all Department Heads submitted no later than the Thursday prior to the meeting in order to have them included in the agenda packages. MOTION #18-257 CLR. BYRNE/ CLR. VATERS Motioned that the Town accept the harassment policy as written and presented at the regular meeting of Council on August 14, 2018. MOTION #18-258 CLR. BYRNE/ CLR. TETFORD Clr. Byrne advised that December 15, 2018 has been set as the date for the Staff Christmas Party. Deputy Mayor Williams advised Council that the Fire Brigade has taken part in a high angle rescue course. Regular training is ongoing. Fire Prevention week was a success and the Open House was well attended. The Fire Fighters Ball will be held on November 3, 2018, Council and Staff are invited to attend. The election of officers is upcoming. The Brigade will be participating in the Remembrance Day Parade and Service. The Annual Santa
FIRE DEPT. LIAISON COMMUNITY CENTRE LIAISON CIVIC EVENTS LIAISON JOINT COUNCIL LIAISON CAO/TOWN CLERK REPORT -4- Claus Parade is scheduled for December 1, 2018 at 10:00am. Council and Staff are invited to attend breakfast on Parade Day at 7:00am. Clr. Vaters advised Council that the Civic Events Committee will be hosting Bonfire Night at 7:00pm on Monday November 5, 2018. Hotdogs and hot chocolate will be served. Clr. Williams advised that a new tax was proposed for Councillors, renumeration will now be 100% taxable instead of the current rate of 1/3. Clr. Williams fears that this will stop people from putting their name forward to be on local Councils, 30% of municipalities did not have enough people run in the last election. Joint Council is looking into this new tax. ECONOMIC DEVELOPMENT OFFICER REPORT PUBLIC WORKS SUPERINTENDENT REPORT COMMUNITY CENTRE MANAGER S REPORT MUNICIPAL ENFORCEMENT OFFICER S REPORT COUNCILLOR S SUGGESTIONS/CONCERNS Stevenson s Road Gates Piano Deputy Mayor Williams inquired why a section of Stevenson s Road (Dove s Road to second last house) was not completed during recent paving. CAO to investigate. Deputy Mayor Williams also inquired about Dove s Road, there is a spring under the new pavement. A culvert should have been installed to divert the water. Deputy Mayor Williams wondered if it is too late to have this fixed. Deputy Mayor Williams asked if the Gates were erected as per the motion made at the September 24 th meeting. The CAO advised that they have not been erected. Deputy Mayor Williams to meet with the Public Works Superintendent to decide where the gates will be placed. Deputy Mayor Williams asked if the piano that was donated had been picked up. The CAO confirmed that its has been picked up and brought to the Otterbury School House. 75 th Anniversary Clr. Tetford advised Council that July 10, 2020 will mark the 75 th Anniversary of the Incorporation of the Town of Harbour Grace. A group of residents have approached Clr. Tetford about organizing a Come Home Year for 2020. Clr. Tetford plans ask the Civic Events Committee to partner with the 75 th Come Home Year Committee, reports will be brought back to Council. Mayor Coombs was very happy with the success of the comedy show organized by CBC s Still Standing featuring Mr. Jonny Harris. He added that the next day Council met with Mr. Flynn and Ms. Reilly concerning the proposed development at the former Immaculate Conception Parish and that the plans for Rockleaf are going well. Mayor Coombs is very excited about the future for Harbour Grace.
COUNCILLOR S SUGGESTIONS/CONCERNS Miss NL Adjournment -5- Mayor Coombs noted that the Firefighters Ball conflicts with Council s meet and greet with the Contestants of the Miss NL Pageant. Clr. Tetford advised that the time of the event may be able to be changed. Motioned to adjourn regular meeting of Council at 7:26 P.M. MOTION #18-259 CLR. VATERS/CLR.
