Roadmap to Localization & Integrated M&E Framework Muagututi a Sefuiva Reupena Government Statistician SAMOA BUREAU of STATISTICS 1
Early action on localizing agenda, tailoring to national contexts Investment in statistics and evidence based M&E systems Country ownership and leadership 2
Plan Action M&E Initiate Now Raising public awareness Applying multi-stakeholder approaches Strengthening existing or creating new coordination mechanisms Tailoring Reviewing existing plans/strategies & map outcomes against Identifying areas for change & criteria for prioritizing, identifying synergies, linkages Setting targets (national & sub-national) Formulate new plans in-line with Developing integrated national financing frameworks Monitoring, reporting & accountability Indicator development, data collection (including baseline) Disaggregating data Monitoring & reporting systems Review processes & mechanisms Indicate Over Time Ensuring policy coherence Budgeting Taking stock of financing mechanisms Moving towards outcomebased budgeting Budget mainstreaming (MTEF) Adaptive Governance 3
MOF: Localization initiated & were mapped against SDS Outcomes; national priorities are reflected in SDS; M&E framework in place SBS: Mapping of Data Availability Sectors: Some sectors mapped their outcomes & against & localized relevant targets & Expectedly targets & their respective that are inherited from the MDGs are well localized. Relevant sector plans already utilize + & fully aligned with 4
The current planning and M&E (SMERF) framework is adequate & compatible with & hence there is no need for a separate M&E framework There is a reasonable degree of alignment with at the SDS as well as sector plan levels A considerable number of SDG Indicators fall under Tier I or Tier II and can be monitored Most of the data challenges are due to accessibility rather than availability Further localization of must take place at the sectoral levels during planning process 5
Sectors vary considerably in term of their compliance with national planning and M&E guidelines Some sectors are facing significant challenges to comply with planning and/or M&E (SMERF) guidelines Some sectors adopt their own M&E frameworks Budgets in some cases are disconnected from planning and M&E process and are not results-based There is a need to enhance capacity of implementation and M&E at ministries (particularly sector leading ministries) and sector coordination units 6
Sectors with current plans Amend outcome to include available Follow SMERF to link to SDS and MoF mapping to link to Sectors formulatin g or will formulate new plan Align outcomes and outputs to using MoF mapping against SDS as guidelines Utilize to the extent possible Follow SMERF to link to SDS and MoF mapping to link to At National level (SDS) For current SDS the mapping exercise completed by MoF is adequate Establish and Maintain a central data hub for Track progress towards as suboutcomes of SDS Future SDS can be made more aligned with depending on national priorities and stakeholders consultations 7
At sectoral Level At National level Data Mapping Confirm Availabilit y of Tier I and Tier II Indicators Map Tier III against targets Develop alternative to track targets Sector based Database Sector coordination Units collect data from partners and stakeholders within their sector and maintain a sector wide data base Sector coordination units report to central database Central Database Establish and Maintain a national central database for Develop an automated system for collecting data from sector coordination units Processed data and to be automatically uploaded to central database 8
