Second Presentation State Plan of Action for Rural Development Programmes

1. Overall thrust in State for 2018-19 in rural poverty reduction Mahatma Gandhi NREGA The Department will provide works to all the households under MGNREGA as per their demand. Pradhan Mantri Awaas Yojana (Gramin) (PMAY-G) The Department will provide the house to all identified beneficiaries shortly. ( Geo- tagging process in progress). National Rural Livelihood Mission (NRLM) Now the Department is implemented the Scheme in four islands (Kavaratti, Agatti, Amini & Kadmat) and planning to proposed for implementing the another three islands (Kalpeni, Andrott and Minicoy) in the next financial year.

National Rural Urban Mission (NRuM) The Department will start implementation of the Scheme after the preparation of Integrated Cluster Action Plan (ICAP) by the Kerala Technical Team. One cluster for this Amini island has been identified for it. Sansad Adarsh Gramin Yojana (SAGY) The Department has implemented SAGY (Sansad Adarsh Gramin Yojana ) in Kalpeni island it is at the very initial phase. The Department has prepared a Village development plan for Kalpeni, the same is approved on 18.11.2015 and started implementation ( The details of the completed works are Annexed). SAGY has official in longed on 21 st November 2016. Second phase will be implemented shortly in consultation with Hon'ble Member of Parliament.

2.Perfrmance of States in Ongoing programmes of Rural Development MGNREGA :- Works going on Water conservation work such as Construction of Well, construction of Pond, Renovation of well, Renovation of Pond etc., Agricultural related work such as Road side plantation, centripetal terrace around coconut trees, Beautification of Beach including plantation etc., Live stock related work such as Poultry shelter and Goat shelter etc. Pradhan Mantri Awaas Yojana (Gramin) (PMAY-G) :-The Department will provide the first installment to the identified beneficiary shortly. ( Geo-tagging process in progress). DAY National Rural Livelihood Mission :- In the first phase department selected four islands ( Kavaratti, Agatti, Amini, Kadmat). In the second phase proposed for implementing the another three islands (Kalpeni, Andrott and Minicoy) in the next financial year.

3. Analysis of the gaps identified in Mission Antyodaya Clusters Not implemented.

4. Interventions proposed t meet the gaps through Gramme Panchayat Development Plan (GPDP) DRDA is not the agency for this programme.

5. Key Priorities in DAY-NRLM In the first phase department selected four islands ( Kavaratti, Agatti, Amini, Kadmat). In the second phase proposed for implementing the another three islands (Kalpeni, Andrott and Minicoy) in the next financial year Signed and MoU with Kudumbashree, NRO. The Department has 35 Community Resource Persons.

6. Key Priorities for skill development using DDUGKY. DDUGKY (Deen Dayal Upadhyaya Grameen Koushalya Yojana) Placement linked Skilled Development Programme. At least 70% Trained candidates placed for a minimum three months. Targeted at Rural Poor Youth of age group 15 to 35 years using SECC data. Mandatory coverage of SC and ST (50%) Minority 15%) and women (35%) of candidate trained. Skill Gap Assessment identifying potential growth sector with high employment opportunity. DDUGKY U.T. of Lakshadweep is in the initial stage of implementation.

7. Key Priorities under MGNREGS. This Financial Year 210 House Holders provided employment and total persondays generated are 4468. During the last financial year that is 2017-18 Ministry released 26.71 Lakh and State Share released 2.67 Lakh, total Expenditure is 13.42 Lakh as on 31 st January 2018. The Department provide 100 days employment to 17 House Holds for the Financial Year 2017-18.

8. Key Priorities for Rurban clusters: SLEC has started Amini as the cluster to be developed with NRuM (National Rurban Mission). Since UT is not having any technical agency to prepare ICAP ( Integrated Cluster Action Plan) the department has requested Kerala state to engage a technical team to prepare ICAP ( Integrated Cluster Action Plan). The Department will engage MGNREGA labourers to the Rurban mission as a strategy of convergence.

9. Key Priorities for Sansad Adarsh Gram Yojana (SAGY) The Department has implemented SAGY in Kalpeni island and it is in its first Phase. The Department has prepared a Village development plan for Kalpeni, the same is approved on 18.11.2015 and started implementation ( The details of the completed works are Annexed). Second phase will be implemented shortly in consultation with Hon'ble Member of Parliament.

10. Key Priorities for 1000 Organic Agriculture clusters: DRDA is not the implementing agency.

11. Proposal for enhancing Bank linkage for women Self Help Group (SHGs): As of now the SHGs in UTRLM is not linked with Banks. This year UTRLM will take special efforts to link 200 SHGs (Self Help Groups) following Panchasutra and whose grading needs to be done. After the grading of the SHG BANK LINKAGE of these SHG will be discussed with the Banks on priority.

12. Key Priorities for National Social Assistance Programme (NSAP): Department of Social Welfare and Tribal Affairs is the implementation Agency

Key Priorities for Rural Housing Programme (PMAYG): PMAY -G Aims to provide a Pucaa Houses with basic amenities to all houseless households and households living in kutcha and dilapidated houses in rural areas. Selection of beneficiaries is made from SECC 2011. Minimum unit (houses) size is 25 sq.m including dedicated area for hygienic cooking. Unit of assistance is Rs.1.30 lakhs (1 st - 45, 2 nd 45, 3 rd 40) Provision of assistance for toilets through convergence with Swach Bharat Mission. (department of Science & Technology and Environment Departments are implementing this scheme. ) All payment to the beneficiary to be made electronically to their Bank Account.

14. Plan of action for Solid and Liquid Waste Management: 1)Department of Science & Technology 2) Department of Environment & Forest are implementing agencies for these schemes.

15. Proposed plan for one Organic cluster: In U.T. of Lakshadweep, Agriculture department is implementing it.

16. Proposed plan for One SAGY and One Rurban cluster: The Department has implemented SAGY in Kalpeni island it is in its first Phase. The Department has prepared a Village development plan to Kalpeni, the same is approved on 18.11.2015 and started implementation ( The details of the completed works are Annexed). 18. The Convergence Framework: DAY NRLM and PMAY(G) will be converged with MGNREGA and matter needs to be taken up urgently at inter-departmental level.

19.The Monitoring arrangement: Training Arrangement Supervision Monitoring and Supervision of implementation of works taken up by GPs and other implementing agency at block level.

20. The Timelines for saturation: Completion of Works taken up till 31 st March 2017 Can be planned only on the availability of Sufficient funds till 31 st October, 2018 E-FMS - Training need to be given to All MGNREGS Staff by 31 st.10.2018 Training Geo-MGNREGA, e-fms, Good Governance needs to be given to all staff by 31 st october 2018
