The minutes of the 53 rd & 54 th ccreditation Committee Meetings held on September 20, 2011 & October 04, 2011 respectively, were considered and. 2. Explanatory notes on the scheme: 2.1 No Objection Certificate (NOC) empanelled experts: a. NOC empanelled experts must be submitted within 3 months from the date of NBET query sent to the applicant organization (O). b. NOC should be signed by authorities as mentioned below: For candidates from Universities- by the Registrar/ authorized signatory. For candidates from colleges- by the Principal of the college. For candidates from Research Institutes/ NGOs- by the Head of the organization c. The NOC should contain the following: of the candidate Minutes of 55 th C Meeting: October 11, 2011 Page 1

of the scheme which empanelment is being authorized Validity of the NOC (duration which empanelment is being authorized) d. If the NOC is not received within the specified time limit as mentioned above, the provisional approval status of the concerned expert/ s will stand withdrawn with consequent implications on the overall approval status of the O. 2.2 Filling up balance functional areas (Fs)/ replacing experts leaving the organization: maximum of two chances will be given to the ccredited Consultants covering balance Fs/ filling up the positions of experts leaving the organization. NBET requirements should be met at the earliest- not later than 3 months from the date of intimation by NBET to the O covering balance Fs and from the date of release of the concerned expert leaving the organization. 2.3 It is noticed that in some cases, inordinate time is taken by applicant organizations in sending replies to NBET queries sought as clarifications after C meetings. These delays are seriously hampering the progress of the scheme. Such clarifications sought by NBET must be submitted at the earliest but not later than 30 days from the date of intimation to the O by NBET, failing which the particular issue on which clarification was sought will not be considered decision making by the C. 2.4 Definition of In-house experts: The in-house expert as per EI Scheme pertains to full time employee working on the pay rolls of O on regular basis (not on time to time basis or on as an when required) and is getting appropriately paid as per his/her qualification & experience and is subject to TDS, as applicable. 3. Rao proposed as functional area expert was sought from the Principal ssessor. It was clarified that in response to F2, mba Recyclers confirmed others as F Dr. Rao. During interview process at stage III Dr. Rao indicated that he would like to be considered, &. Since the scheme does not allow any alteration in Fs during stage III, and other is not an F as per the scheme, Dr. Rao s candidature was not considered. Private Limited do not meet the scheme s requirement of having minimum 3 in- house experts (1 inhouse EC + 2 other in- house FEs). In view of the above, M/s mba Recyclers Private Limited s application was not. II. Greentech Environmental Engineer and Consultants, Guwahati Greentech had proposed Shri P. Buragohain and Shri S. N. Dutta as in- house ECs. Experience details showed both of them as ECs same projects. Clarifications received from Greentech on this issue were considered by C. Shri S. N. Dutta s EI related experience was not found to be adequate being considered EC. Thus, Greentech s application does not meet the scheme s requirement of having 3 in- house experts 1 in- house EC + 2 other in- house FEs (only Shri P. Buragaohain was eligible as in- house EC/FE and Ms. Belinda Lohan as in- house FE). In view of the above, M/s Greentech Environmental Engineer and Consultants application was not.
