Public Input. 1. CALL TO ORDER AND APPROVAL OF MAY 12, 2015 MEETING MINUTES Minutes of the last Budget Committee meeting are attached. 2. PROPOSED FISCAL YEAR 2016-2017 BUDGET AND BUDGET MESSAGE The proposed budget is for the fiscal year that will begin on July 1, 2017. Under this item, the proposed FY17 Budget will be discussed. The Committee may schedule additional meetings in order to deliberate the budget. A public hearing is scheduled

for June 23, 2016. The LCOG Board of Directors is expected to take formal action on the FY17 Budget on June 23. 3. PUBLIC INPUT Although this is not a public hearing, the Committee is advised to consider any public input in its deliberations. Under this agenda item, members of the public who are present can be invited to make comments to the Committee. 4. ADJOURNMENT

Provided at the table were copies of the documents distributed to committee members: - Meeting agenda - Minutes of the March 24, 2016 meeting of the Budget Committee - Memo dated April 12, 2016 with subject Changes to FY16 Revised Budget - Lane Council of Governments FY16 REVISED BUDGET 1. Call to Order and Approval of March 24, 2016 Meeting Minutes Secretary Steve Recca called the meeting of the LCOG Budget Committee to order at 5:30 p.m. He asked if there were any changes to the agenda. Hearing none, he directed committee members attention to the March 24, 2016 minutes. Sherry Duerst-Higgins moved, seconded by Jessica Mumme, to accept the minutes of the May 12, 2015 meeting of the Budget Committee as submitted. The motion was adopted unanimously, 3:0. 2. Changes to FY16 Revised Budget Lane County Council of Governments (LCOG) Executive Director Brenda Wilson reviewed the changes to the FY16 Revised Budget listed in her memo dated April 12, 2016. Ms. Wilson recommended an additional change on page 3, the first bullet of the Ending Fund Balance/Contingencies and Reserves. Overall, LCOG contingencies and reserves of $8,290,824 reflect a net increase of $2,021,387: reserves increased for General Fund ($152,073) and Special Revenue Fund Senior and Disability Services ($2,158,525 consisting of $1,469,573 in additional Title XIX/Type B.. Sherry Duerst-Higgins moved, seconded by Jessica Mumme, to accept all changes recommended to the FY16 Revised Budget. The motion was adopted unanimously, 3:0. Ms. Wilson noted for the record she had received an email from Chairperson Chris Pryor indicating his support for the changes outlined in the memo.

3. Public Input There was no one present wishing to provide a public comment. Ms. Wilson planned to present the Proposed FY16 Revised Budget to the Executive Committee later that evening. Responding to a question from Ms. Mumme, Ms. Wilson explained the process gave her the necessary spending authority. Ms. Wilson introduced two new LCOG employees, John Quinto, Finance and Budget Manager, and Howard Schussler, Government Services Division Director. The meeting adjourned at 5:37 p.m. 2
