State of Missouri Five-Year Floodplain Management Plan Prepared By: Missouri Department of Public Safety State Emergency Management Agency Floodplain/Mitigation Section September 2004

INTRODUCTION Located within the Department of Public Safety State Emergency Management Agency (SEMA), Floodplain/Mitigation Section has responsibility for administering the State s floodplain management activities. The Floodplain/Mitigation Section serves as a liaison between the Federal Emergency Management Agency (FEMA) and the local communities participating in the National Flood Insurance Program (NFIP). Currently, 85 percent of Missouri s 675 communities participate in the NFIP. This translates into 580 participating communities. The Floodplain/Mitigation Section provides the following services: Provides guidance, technical assistance, and training to NFIP communities as well as to organizations involved in floodplain determinations. Serves as a resource for flood maps and related technical data. Assists local floodplain administrators with maintaining their community s compliance with the NFIP. Assists citizens in understanding the mandatory purchase requirements for flood insurance. Assists non-participating communities in applying for participation in the NFIP. Provides review comments to State agencies pertaining to proposed floodplain development. Provides technical assistance to State and Federal agencies and community officials in the aftermath of a Governor-declared State of Emergency or Presidentially declared disaster. The Floodplain/Mitigation Section has five (5) Full-Time Equivalent (FTE) positions dedicated to floodplain management activities involving the NFIP, which is paid with state funding. State NFIP Coordinator Two (2) Floodplain/Mitigation Officers Engineer Office Assistant For the health, safety and general welfare of the citizens of Missouri, the Floodplain/Mitigation Section continues to educate and inform the public about the hazards associated with flooding and the need to protect against future flood losses. Likewise, this section continues to promote the protection and preservation of the natural function of floodplains. This document outlines those activities and strategies that are necessary to achieve effective floodplain management as well as describes how floodplain management will support the State s Map Modernization Initiative. State Authority for Floodplain Management The State Emergency Management Agency, through Executive Order of the Governor, is the designated agency having responsibility for administering the floodplain management program as it pertains to the NFIP. 10/12/2005 2

Overall State Vision for Floodplain Management Missouri s Five-Year Plan for Floodplain Management consists of activities relevant to the NFIP, specific tasks to be undertaken, anticipated deliverables and measurable results. Collectively these components of the plan represents the major thrust of Missouri s Floodplain Management Program. Based on the merits of this plan the State s Floodplain Management Program will be able to develop and maintain a consistent level of floodplain management expertise and capability within State and local government in order to provide governmental officials and the general public with precise technical assistance while achieving effective floodplain management. Current Floodplain Management Effort Supported by funding provided through the Community Assistance Program- State Support Services Element (CAP) Grant and Emergency Management Program Grant (EMPG), Missouri Floodplain/Mitigation Section presently conducts the following activities in support of the flood loss reduction goals of the NFIP. Maintain periodic contact with communities for providing guidance to local officials and assessing need for training and technical assistance Community Assistance Contacts (CACs). Maintain community compliance with NFIP regulations Community Assistance Visits (CAVs). Increase awareness of flood insurance. Convert communities in Emergency Program to Regular Program. Sponsor workshops and other training activities to support implementation and enforcement of floodplain management regulations. Provide coordination and technical assistance to State and Federal agencies and local communities. Promote awareness of the NFIP and understanding of floodplain management. Seek opportunities to attend conferences and training courses that will enhance staff expertise. Develop State Five-Year Floodplain Management Plan. Sponsor workshops and other training activities to support technical assists. Increase the number of certified floodplain managers (CFMs) in the state. Provide floodplain management ordinance assistance to local communities. Participate in the State Floodplain and Stormwater Managers Association (MFSMA) meetings and annual conference. Maintain general technical assistance by mail and telephone calls handled by state staff. Current floodplain management efforts. Participate in Post-Flood/Disaster Response. 10/12/2005 3

OUTLINE FOR IMPROVING FLOODPLAIN MANAGEMENT IN MISSOURI ACTIVITY I. Maintain or Improve the Percentage of Communities That Adopt New Maps by the Flood Insurance Rate Map (FIRM) within six (6) months from the date the Director of FEMA provides the data upon which the floodplain regulations shall be based (44 CFR 59.24). The State is not ultimately responsible for the final map adoption process. 1. Initiate discussions of flood ordinance updates and map adoptions during Mapping Scoping Meetings with community officials. 2. Develop outreach programs that address map adoption and ordinance update. Achieve 100% adoption of new maps by the FIRM effective date. Compare the number of communities receiving new maps to the number that have adopted new maps and have compliant ordinances. 20% Commissions (RPCs), Missouri Municipal Association, the Association of County Commissioners of Missouri, and the Missouri Floodplain and Stormwater Managers Association (MFSMA). ACTIVITY II. Increase the Percentage of Communities That Adopt New Maps Prior to the 30- Day Letter Sent by FEMA. 1. Initiate discussions with community officials regarding the timely adoption of new maps and ordinance updates during Mapping Scoping Meetings. 2. Develop outreach programs that address the timely updating of flood ordinances and adoption of new maps. Achieve 90% adoption of new maps prior to submittal of 30-day letter. Compare the percentage of communities in FY-2005 that received a 30-day letter with the number in subsequent years (FY-2006 FY-2009). 10/12/2005 4

Increase the Number of Flood Prone Communities in Missouri Enrolled in the NFIP. 1. Target non-participating flood prone communities for enrollment in the NFIP. 2. Develop outreach strategy to enroll flood prone communities. (Currently there are 580 participating communities) Increase number by enrolling at least one flood prone community. Compare the number of flood prone communities in Missouri participating in the NFIP at the end of FY-2004 with the number of participating communities in subsequent years (FY-2005 FY 2009). Commissions (RPCs), and the Missouri Municipal Association. ACTIVITY IV. Provide Technical Assistance to Communities that Result in Increased Compliance. 1. Conduct CACs: Increase FY-2004 CACs by to 10% in FY-2005; continue to 10% increase in FY-2006, FY-2007, FY-2008 and FY-2009. 2. Conduct CAVs: Selection of communities based on established criteria in consultation with FEMA Region VII. In future years of the plan the number of CAVs will most likely decline due to the workload from Map Modernization. 3. Work with FEMA Region VII to provide data to enter CAC and CAV findings into Community Information System (CIS). 4. Publish and distribute newsletter. 5. Maintain general technical assistance by correspondence and telephone calls handled by state staff. Increase communities floodplain management capability. 10/12/2005 5

Compare the number of CACs and closed CAVs reported in CIS for FY-2004 with the number reported in subsequent years (FY-2005 FY 2009). Produce a newsletter every quarter. Compare yearly the technical assistance provided by state staff. 2 Commissions (RPCs). ACTIVITY V. Increase the Number of Community Rating System (CRS) Communities in Missouri and/or Improve CRS Class. 1. Target communities that have a minimum of 100-flood insurance policies. 2. Conduct a CRS Workshop. 3. Use CAVs to promote CRS. (Currently there are 3-CRS communities) Increase number by enrolling at least one community or improve Class by one point. Compare the number of CRS communities in FY-2004 with the number in subsequent years (FY- 2005 FY-2009). Commissions (RPCs), and the Missouri Floodplain and Stormwater Managers Association (MFSMA). ACTIVITY VI. Increase the Effectiveness of Floodplain Through State Inter-Agency Coordination. 1. Conduct project reviews for proposed floodplain development. 2. Provide technical data. 3. Provide guidance and technical assistance in the aftermath of a Governor-declared State of Emergency of Presidentially-declared disaster. 10/12/2005 6

Increase awareness and understanding of floodplain management. Document the number of meetings, project reviews, technical assistance, etc., with other State agencies with annotations describing how these improved floodplain management. SEMA s Floodplain/Mitigation Section and other State agencies ACTIVITY VII. Increase Attendance at Floodplain Management Training Workshops. 1. Strategically schedule the date, time, location and length of workshops. 2. Target communities for offering workshops on a specific topic or issue. 3. Target specific local officials for specific workshops. 4. Contact RPCs to encourage and promote attendance at workshops. Increase awareness and understanding of floodplain management. Compare the number of local officials, surveyors, insurance agents, real estate agents, and engineers attending workshops in FY-2004 with the number in subsequent years (FY-2005 FY-2009). 1 Commissions (RPCs), and the Missouri Floodplain and Stormwater Managers Association (MFSMA). ACTIVITY VIII. Increase the Number of Certified Floodplain Managers (CFMs) in NFIP Communities in Missouri. 1. Continue to promote the CFM Program in the quarterly newsletter. 2. Use the CAV to promote the CFM Program. 3. Continue to offer the CFM exam at least twice a year. Increase awareness and understanding of floodplain management. 10/12/2005 7

Compare the number of CFMs in NFIP communities in FY-2004 with the number in subsequent years (FY-2005 FY-2009). SEMA s Floodplain/Mitigation Section, FEMA Region VII Office, the Association of State Floodplain Managers (ASFPM) Office, and the Missouri Floodplain and Stormwater Managers Association (MFSMA). ACTIVITY IX Revise and Update Missouri s Five-Year Floodplain Management Plan. 1. Reflect in the plan changes that have occurred in the State, in outcomes and funding. 2. Submit draft revisions/updates to FEMA Region VII Office. Revised and/or updated Management Plan. Compare actual outcomes with each year s projected outcomes. SEMA s Floodplain/Mitigation Section, FEMA Region VII Office, and the ASFPM Office. ACTIVITY X. (NFIP Coordinator) Provide Oversight of Missouri s Map Modernization Initiative. 1. Coordinate implementation of Cooperating Technical Partners (CTP) Agreement. 2. Coordinate updating of Map Modernization Business Plan. 3. To participate with FEMA in mapping scoping meetings and final CCO mapping meetings. 4. To assess and evaluate mapping needs for communities in the state and input into the Mapping Needs Assessment and Update Support System (MNUSS). 5. Provide technical assistance regarding Letter of Map Changes (LOMCs). 6. Provide technical assistance (elevations) to participating communities. Compare deliverables to Map Modernization Business Plan and Mapping Activity Statements (MAS). ACTIVITY XI. Increase Participation in a State Floodplain and Stormwater Managers Association (MFSMA). 1. Coordinate and participate in MFSMA Meetings. 2. Coordinate and participate in MFSMA Annual Conference. 3. Input and participate in MFSMA Newsletter. Increase awareness of knowledge in the National Flood Insurance Program (NFIP), which will result in better community floodplain management programs. Compare the number of memberships in the FY-04 MFSMA with the number in subsequent years. Compare the number of attendees participating at the Annual MFSMA Conference in FY-04 with the number in subsequent years. SEMA s Floodplain/Mitigation Section, FEMA Region VII, and the Missouri Floodplain and Stormwater Managers Association (MFSMA). ACTIVITY XII. Enhance State Staff Capability and Understanding of the NFIP Requirements Through Programs, Training, and Interaction with Other State Agencies, FEMA, and the National Association (ASFPM). 1. Attend FEMA Region VII NFIP Meetings. 2. Maintain affiliation in the ASFPM. 3. Attend ASFPM Annual Conference. 4. Attend training sessions provided by FEMA. 10/12/2005 9

Interaction and training will improve the capabilities, competency, and skills of SEMA staff to better serve communities regarding the NFIP. Performance will be based on attendance at workshops, seminars, national conference, and meetings. 5 % SEMA s Floodplain/Mitigation Section, FEMA Region VII and ASFPM. ACTIVITY XIII. Participate with FEMA Region VII with Disaster Response. 1. Participate with FEMA in providing technical assistance to communities after a disaster declaration. 2. Coordinate and participate in mitigation activities in the Disaster Field Office (DFO) after a disaster declaration. Increase awareness and compliance with post-disaster NFIP requirements. The performance measure will be dependent on the magnitude of the disaster response and will be developed with FEMA Region VII. Needs Analysis and Gap Assessment The Missouri State Emergency Management Agency (SEMA) Floodplain/Mitigation Section activities are currently funded by the CAP-SSSE Grant and EMPG Grant. The salaries of state staff are totally paid by state funds, which is highly unusual. The major concern by the State of Missouri will be a significant workload increase by the Floodplain/Mitigation Section. Resources (personnel) of the State of Missouri will be stretched during the Map Modernization Process due to the expected large volume of new community contacts necessary and the ordinance assistance required during the map adoption process. The State of Missouri will be unable to hire additional state staff to handle this increase in work. The state will have to contract with partners or hire temporary staff in order to maintain the current workload with the addition of Map Modernization. In order to meet all the activities indicated in improving floodplain management in the state, and additional twenty-five percent (2) of staff time will need to be acquired through partners or contracts. In order to meet all needs of CAP-SSSE and the Map Modernization Process, we believe the following actions will be necessary: 1. FEMA will continue with the Map Modernization Management Services (MMMS) Program in FY-2005. 2. FEMA will have an annual increase in CAP-SSSE allocations. 3. FEMA needs to be as flexible as possible in the application and allocations of funding given to the state. 10/12/2005 11
