The tender documents can be downloaded from 23th Feb. 2017 to 14th March 2017 from website http://www.kol.stpi.in. Those who download the tender document from website should send a DD/BC for Rs.100/- in favor of Software Technology Parks of India payable at Kolkata to STPI-Kolkata office towards tender fee along with bid documents. Contractual Terms and Conditions 1. Bids must be submitted in a single sealed cover at our office. The words NOTICE MAINTENANCE OF FIRE EXTINGUISHERS AT STPI-KOLKATA AND ITS SUB CENTERS should be clearly written on the top of this cover. 2. Authorized person of the bidder shall sign, stamp and submit all pages of the bid document, supplementary documents, data sheet and any other document provided in support. 3. The agency will refill the empty fire extinguishers as and when asked by STPI and should agree to provide emergency services, if required. 4. The agency will show the weight of fire extinguishers before refilling and after refilling to STPI. 5. The agency shall provide certificate of refill on the cylinders. 6. If, after refilling of fire extinguishers during the valid period, the refilled fire extinguishers are found ineffective then the agency is bound to refill those equipment and provide a test certificate at their own cost. 7. The agency shall provide free mock testing of equipment at our premises. 8. Rate quoted shall be valid for one year from the date of rate contract. 9. CONDITIONAL BID WILL NOT BE ACCEPTED AND WILL BE REJECTED OUTRIGHT. 10. Payment shall be made against invoice after refilling work as per order and subject to verification. 11. In the event of contractor not fulfilling the terms and conditions, the contact may be cancelled. 12. STPI may terminate the empanelment of the contractor/vendor, if the contractor/vendor fails to execute ordered works on time or regularly executes substandard works. STPI reserves the right to terminate the empanelment of the contractor/vendor by giving one-month notice without assigning any reasons therefore. 13. Commercial part of only eligible bidders will be evaluated. 14. Taxes as applicable will be deducted from the bills payable. 15. Since there is no bid security/emd amount, any bidder who withdraws its bid after submission may face penalty in terms of denial of business relation for a period of two years starting from the date of opening of bids. The decision in this regard solely rests with Officer-In-Charge, STPI-Kolkata, which shall be binding. 16. The said service may be renewed further for a period of two years, one year at a time, deciding upon satisfactory services on same price, terms & conditions of the existing contract. 17. Payment will be made within 15 days on production of related invoice after successful completion of work and other terms & conditions as per Work Order. 18. ELIGIBILITY CONDITIONS 1. The agency shall have valid trade license from respective authority to perform Fire Extinguisher refilling activities. (self-attested copy should be submitted). 2. The agency shall have valid PAN (self-attested copy should be submitted). 3. The agency shall have Service Tax OR other taxes registration number, if applicable (self-attested copy should be submitted). 4. The agency shall provide detail list of minimum 03 major clients, where the agency is providing the services at present (self-attested copy of existing W.O. of 03 major clients should be submitted). 5. GENERAL TERMS & CONDITIONS 1. Tender must be submitted in a single sealed cover at our office. Bids received in any other form or after due date shall be rejected. 3. Authorized person of the bidder shall sign, stamp and submit all pages of the bid document, supplementary documents, data sheet and any other document provided in support. 4. Bids will be opened in the presence of the authorized representatives of the Bidders. 5. In case the day of opening of bid is declared as holiday the opening shall be held on the next working day at the same time. 6. STPI may extend the last date of submission of bid or opening date as it deem required for any administrative reasons. 7. Bidders are advised to visit the office and see for themselves the locations where the services/ supplies are required to be delivered. 8. CONDITIONAL BID WILL NOT BE ACCEPTED AND WILL BE REJECTED OUTRIGHT. 9. If any of the conditions of Bid are not fulfilled, such Bid/Bids will be summarily rejected outright and objections raised in this regards will not be entertained. 10. STPI reserves the right to choose, accept or reject any or all requests / offers, in full or part, at any stage, reduce or increase the quantity without assigning any reasons therefore. The quantity / number shown in the document are only indicative. STPI further reserves the right to split the order among more than one Bidder if considered necessary. STPI will not be responsible for any postal losses or delays in submission of documents. The Bid documents are non-transferable. 11. In the event of violation of any terms and conditions given above, it would be construed, as a breach of contract and STPI will be entitled to terminate the agreement without any compensation. 12. The rate quoted by the bidder shall be valid for a period of one year and no increase in rate shall be allowed during the period of contract.
