INSTRUCTION TO BIDDER 1. Tenders are hereby invited for the work of i) External & Internal face lifting work of staff quarters type-ii(50 Nos),III- 50 Nos, IV-33 Nos, V- 22 Nos, VI- 8 Nos at CIMFR,DC. ii. Annual maintenance & repairing of steel and wood work of staff quarters at CIMFR, DC. File. QP/GE/1/Civil/RV/P-702/17-18 and QP/GE/1/Civil/P-701/2017-18/1 respectively from contractors of appropriate class of CPWD, Railways, MES, Post & Telegraph Department and/ or from those who have carried, out similar, works for CSIR and Semi-Govt. Organizations. amounting to and above. The tenders are required to produce proof of fulfilling these conditions along with latest Income Tax Clearance Certificate 2. Time for carrying out the work will be 12 (Twelve ) months for each work and the date of commencement reckoned from the tenth day of issue of the work order. 3. Complete Contract documents to be compiled with by the tenderer whose tender may be accepted can be seen at the office of Civil Engineering Section, CIMFR, Digwadih Dhanbad. 4. Tender paper will be available from 06 / 02/2018 to 16/02 / 2018 on payment basis (Non refundable) in CIMFR website www.cfriindia.nic.in,those parties who submit their tenders, shall be required to pay the above mentioned amount (Cost of Tender Documents) in the form of account payee D.D. drawn in favour of Director, CIMFR,Dhanbad payable at SBI, Hirapur, along with their Technical Bid. Sale of tenders shall be stopped two days before the date of opening of tenders. 5. No entertain for any tenders through by Fax/E-mail). 6. The Cost of tender document Rs. 1000 ( For Sl. No-i and Rs. 500/- for Sl. No-ii (Rupees five hundred only) and the Earnest Money amounting to Rs.1,10,025/- for Sl. No. i and for Sl. No-ii Rs. 16,395/ & as demand draft or pay order of a schedule band and drawn in favour of Director CIMFR, Dhanbad should accompany the tender. Tenders received without earnest money will be invalid. 7. The employer does not bind himself to accept the lowest or any tender and reserves to himself the right of accepting the whole or any part of the tenderer shall be bound to perform the same at the rates quoted. 8. Canvassing in connection with the tenders is prohibited and the tenders submitted by the contractor who resort to convassing are liable for rejection. 9. The tender shall not be permitted to tender for works in the concerned unit of CSIR in which a relative is posted in grade between Controlled of Administration and Junior Engineer, (both inclusive). He shall also intimate the names of persons who are working with him in any capacity or subsequently employed by him and who are relatives as mentioned above. NOTE : A person shall be deemed to be a relative of another if, and only if, (a) they are members of a Hindu undivided family or (b) they are husband and wife or (c) the one is related to the other in the following manner : father s, mother (including step mother), Son (including step son), Son s wife, Daughter (including step daughter), father s father, son s son, Son s son s wife, son s daughter husband, Daughter s husband, Daughter s son. Daughter s son s wife, Daughter s daughter, Daughter s daughter s husband, Brother (including step brother), Brother s wife, Sister (including step sister), Sister s husband. 10. Tender submitted shall remain valid for 90 days from the date of opening for the purpose of acceptance and award of work, validity beyond 90 days from the date of opening shall be by mutual consent. 11. The tenderer shall quote rates both in figures and words. He shall also work-out the amount for each item or work and write in both figures and words. On check if there are differences between the rates quoted by the tenderer in words and in figures or in the amount worked out by him the following procedure shall be followed : i) When there is a difference between the rates in figures and in words, the rates which correspond to the amounts worked out by the tenderer shall be taken as correct. ii) When the amount of an item is not worked out by the tenderer or it does not correspond with the rate written either in figures or in words, the rate quoted by the tenderer in words shall be taken as correct. iii) When the rate quoted by tenderer in figures and in words tallies but the amount is not worked out correctly the rate quoted by the tenderer shall be taken as correct and not the amount. 12. The tenderer should see drawings and in case of doubt obtain required particulars, which may in any way influence his tender from the Engineer as no claim whatsoever will be entertained for any alleged ignorance thereof. 13. Before tendering, the tenderer shall inspect the site to fully acquaint himself about the condition in regard to accessibility of site, nature and extent of ground, working condition of site and locality including stacking of materials, Installations of tools and plants (T & P) etc., conditions affecting accommodations and movement of labour etc. required for the satisfactory execution of the work contract. No claim whatsoever on such account shall be entertained by the Employer in any circumstances.

14. Earnest money will be forfeited if the contractor falls to commence the work as per letter of award. 15. Except writing rates and amount, the tenderer should not write any conditions or make any changes, additions, alterations and modifications in the printed form of tenders. Tenderers who are desirous to offer rebate the same should be brought out separately in the covering letter and submitted alongwith the tender. 16. Some of the provisions of General Conditions of Contract are given below. Interpretation however shall be as given in the General Conditions of Contract. a) DEFECTS LIABILITY PERIOD: TWELVE months from the date of completion as certified by the Employer. b) MINIMUM VALUE OF WORK FOR THE INTERMEDIATE CERTIFICATE: (Rs. 15 Lakh & 3.5 Lakh respectively for i & ii ) Intermediate certificate for a lesser amount can be admitted for payment at the discretion of the Engineer. c) SECURITY DEPOSIT : Security deposit shall be deducted from the running bills of 10% of the gross value of work done and measured inclusive of Earnest Money subject to a maximum of Rs. ------------------- (Rupees ------ ------------------------------------------------------------------------------) d) COMPENSATION: Contractor shall pay as compensation an amount equal to one percent or such smaller amount as the Employer (whose decision in writing shall be final) may decide on the cost of the whole work shown in the agreement, for every week that the work remains uncommenced or unfinished or due quantity of work remains incomplete after the proper dates. Compensation to be paid shall not exceed ten percent of the estimated cost of work as showing in the agreement. 17. Schedule showing approximate quantity of materials to be supplied by the Employer under Clause : 6 of the General Conditions of contract for works contracted to be executed and the rates at which they are to be charged Particulars of materials Approx. Qty. Rates at which the material will be charged to the Contractor (Rs.) Unit Rupees (Words) (Figure) Place of delivery NOTE : The Tenderer shall ensure that particulars in the above form are filled in by the Engineer before he submits the tender. 18. For all specialist jobs e.g. lights for conditioning, Public address, fire protection, security surveillance and building management systems, technical(covering also general conditions and commercial terms) and financial offers will be given separately in two sealed covers. 19 a) Issue of cement and steel are subjected to availability in CIMFR Stores and the recovery of materials will be made as stated in Sl No. 18 of BOQ, in case issue is made from CIMFR Stores. b) In case of non-availability of materials i.e. cement and steel in CIMFR Store, the agency has to procure the same after obtaining due authorization from the department and the materials to be got approved by the Engineer-in-Charge and materials brought to site are to be entered in store s ledger before using the same to work. No extra carrying cost for transportation of materials will be paid by the department. Cement to be used - As per specification IS-8112:1983/455:1989/1489:1991. Steel to be used Tata/ SAIL/Jindal make. Paint: Berger/Asian Paint/Dulux or equivalent CIMFR/ CSIR General Conditions of contract will be followed.
