No.: STPI/KOL/PUR-23-II/2017/QTN-96 Date: 22nd February 2017 Software Technology Parks of India, Kolkata, an Autonomous Society under Ministry of Electronics & Information Technology, Govt. of India invites sealed Single Techno- Commercial bids from eligible and reputed agencies to empanel for supply Tea & Coffee (Instant Mix) at STPI Kolkata for the period April 2017 to March 2018, as per the details given in Tender Document No.: STPI/KOL/PUR-23-II/2017/QTN-96, dtd.: 22.02.2017. The tender documents can be downloaded from 23rd Feb. 2017 to 15th March 2017 from website http://www.kol.stpi.in. Those who download the tender document from website should send a DD/BC for Rs.100/- in favor of Software Technology Parks of India payable at Kolkata to STPI-Kolkata office towards tender fee along with bid documents. The last date of submission of bids is 16 th March 2017 upto 12:00 PM. The Bid shall be opened on the same day at 12:30PM. Manjit Nayak Addl. Contractual Terms and Conditions 1. The agency shall install its own Tea/ Coffee vending machine inside STPI office at suitable place allocated by STPI. The vending machine should be in good quality and running condition with at least 3 drinks output facility. 2. The vending machine shall remain property of the vendor/ agency and they shall remain responsible for its safekeeping, maintenance, repair from time to time as required at their own cost. 3. The vendor is not required to provide any service boy. However they have to train one of STPI-Kolkata s office boy to operate the vending machine. 4. The agency shall provide instant mix tea/ coffee powder of flavors approved/ asked by STPI. 5. The instant mix powders should be of best quality, branded and certified for consumption. 6. STPI shall only pay for tea/ coffee instant mix powder/milk/soup and other rental charges (as applicable) on monthly basis. 7. Rate quoted shall be valid for one year from the date of rate contract. 8. CONDITIONAL BID WILL NOT BE ACCEPTED AND WILL BE REJECTED OUTRIGHT. 9. The rate quoted by the bidder shall be valid for a period of one year and no increase in rate shall be allowed during the period of contract. 10. Commercial part of only eligible bidders will be evaluated. 11. The contract may be renewed further for a period of two years, one year at a time, deciding upon satisfactory services on same price, terms & conditions of the existing contract. 12. In case the day of opening of tender is declared as holiday the opening shall be held on the next working day at the same time. 13. STPI may extend the last date of submission of tender or opening date as it deem required for any administrative reasons. 14. Payment shall be made against monthly invoice after verification of total supply. 15. In the event of contractor not fulfilling the terms and conditions, the contact may be canceled. 16. STPI may also cancel the contract by giving one month notice, without assigning any reason. 17. ELIGIBILITY CONDITION 1. The agency should be a reputed Tea & Coffee (Instant Mix) supplier and Tea & Coffee vending machine repair center in Kolkata. 2. The agency shall have valid PAN (self-attested copy should be submitted). 3. The agency shall have Service Tax, if applicable (self-attested copy should be submitted). 4. The company shall have Registration No. (self-attested copy should be submitted). 5. The company should have Trade license (self-attested copy should be submitted). GENERAL TERMS & CONDITIONS 1. Bids must be submitted in a single sealed cover at our office. The words NOTICE INVITING TENDER FOR EMPANELMENT OF VENDOR TO SUPPLY TEA / COFFEE (INSTANT MIX) AT STPI-KOLKATA should be clearly written on the top of this cover. 2. Bids received in any other form or after due date shall be rejected. 3. Authorized person of the bidder shall sign, stamp and submit all pages of the bid document, supplementary documents, data sheet and any other document provided in support. 4. Tender will be opened in the presence of the authorized representatives of the Bidders. 5. In case the day of opening of tender is declared as holiday the opening shall be held on the next working day at the same time. 6. STPI may extend the last date of submission of tender or opening date as it deem required for any administrative reasons. 7. Bidders are advised to visit the office and see for themselves the locations where the services/ supplies are required to be delivered. 8. CONDITIONAL BID WILL NOT BE ACCEPTED AND WILL BE REJECTED OUTRIGHT. 9. If any of the conditions of Bid are not fulfilled, such Bid/Bids will be summarily rejected outright and objections raised in this regards will not be entertained. 10. STPI reserves the right to choose, accept or reject any or all requests / offers, in full or part, at any stage, reduce or increase the quantity without assigning any reasons therefore. The quantity / number shown in the document are only indicative. STPI further reserves the right to split the order among more than one Bidder if considered necessary. STPI will not be responsible for any postal losses or delays in submission of documents. The Bid documents are non-transferable. 11. In the event of violation of any terms and conditions given above, it would be construed, as a breach of contract and STPI will be entitled to terminate the agreement without any compensation. 12. The rate quoted by the bidder shall be valid for a period of one year and no increase in rate shall be allowed during the period of contract. The date of rate contract and may be renewed on satisfactory services on same price contract. 13. Commercial part of only eligible bidders will be evaluated. 14. Since there is no bid security/emd amount, any bidder who withdraws its bid after submission may face penalty in terms of denial of business relation for a period of two years starting from the date of opening of bids. The decision in this regard solely rests with Officer-In-Charge, STPI- Kolkata, which shall be binding. 15. The said service may be renewed further for a period of two years, one year at a time, deciding upon satisfactory services on same price, terms & conditions of the existing contract.
