NOTICE INVITING TENDER Ref. No. M/s Date-28.03.2018 Dear Sir Renovation of 14 Nabard Officers Flats in Blocks -2, 14 & 16, Phase-III, Near BCS, New Shimla, Shimla 1. NABARD intends to undertake the work of Renovation of 14 Officers Flats in Blocks -2, 14 & 16, Phase-III, Near BCS, New Shimla and therefore, invite offer from the contractors/firms for the same work. We request you to submit your offer in a sealed envelope for the aforesaid work as per detailed specifications and other requirements as mentioned in the tender document. 2. The tender document available on NABARD website www.nabard.org can be downloaded to use it for submission and reference by interested and eligible bidders. No printed copy of this document will be available from our Office. 3. The firms who submit the tender documents shall enclose the non-refundable cost of tender document of `200/- (` Two Hundred Only) by way of Demand Draft (DD) drawn on any scheduled Bank in favour of NABARD payable at Shimla and enclose the same along with the Technical bid (Part -1). A separate DD of ` 3,30,000/- (`Three Lakh and thirty three thousand only) towards the Earnest Money Deposit (EMD) drawn on any scheduled Bank in favour of NABARD payable at Shimla shall be enclosed along with the Technical bid (Part -1). 4. Properly filled tenders as Technical Bid (Part-I) and Price Bid(Part-II) shall be submitted separately in two sealed envelopes, duly furnishing all the required information. The two envelopes ( Part-1 & Part-2) should be inserted in another sealed envelope which should be superscribed as Tender for Renovation of 14 Officers Flats in Blocks- 2,14 & 16, Phase-III, Near BCS, New Shimla and should be addressed to Chief General Manager, National Bank for Agriculture and Rural Development, Block-32, SDA Complex, Kasumpti, Shimla-171009, so as to reach this office latest by14:00 hours on 16 April 2018. The tenders shall be submitted in 'Original' to the Bank. 5. Technical Bid(Part-1) i.e. Envelope No. -1 shall contain; a. Non-refundable cost of tender (in form of DD) b. Earnest Money Deposit (in form of DD) c. Notice Inviting Tender d. Form of Tender e. Eligibility criteria of the contractors f. Special Instructions to the contractors g. Price Bid(Part-2) i.e. Envelope No.-2 shall contain: Duly filled Priced Schedule of Quantities 7. Envelope No.1 will be opened on the same day (last day of receipt of tender) at 15.00 hrs in the presence of bidders representatives, should they choose to be present. 8. a. Envelope No. 1 & 2 shall not contain any additional conditions whatsoever from contractor and conditional bids shall be rejected outrightly. b. Envelope No.2 will be opened on some suitable date, which will be communicated later. 9. Before filling up the tenders, the bidders may note the following: a. The bids shall remain valid and open for acceptance for 3 months from the date of opening of Envelope No. 1 b. Time of Completion : The work shall be completed within 1.5 years (18 months) from the 10 th date of issue of work order. 3

c. Liquidated damages for delay in completion of the works will be levied at 0.25% of the value of the accepted tender for every week of delay or part thereof, subject to maximum of 5% of the value of the accepted tender. d. NABARD reserves the right to accept or reject any /all tender/s in part or whole of any firm / firms without assigning any reasons for doing so. 10. The successful bidder shall execute an agreement with NABARD at his cost on non-judicial stamp paper of worth of Rs. 200/- in accordance with the standard format enclosed (articles of agreement) within 14 days from the date of issue of work order failing which the bidder s EMD may stand forfeited. 11. A pre-bid meeting has been arranged in the conference room of NABARD Regional office at Block-32, Kasumpti, Shimla on 06 April 2018 11.00 hrs to guide the tenderers about the scope of work and clarify the questions of the prospective bidders. The contractors are requested to participate in the scheduled pre-bid meeting. The contractors are advised to conduct a site survey and satisfy themselves about the overall feasibility of work. The clarifications being sought in the pre-bid meeting may be submitted in writing at our Office or to shimla@nabard.org at least two working days prior to the date of pre bid meeting. The clarifications given in pre bid meeting will also form part of tender document and will be uploaded on the website. NABARD reserves the right to revise the Price Bid after pre-bid meeting, if required, and same will be uploaded on website.
