NOTICE FOR EMPANELMENT OF CCTV CONTRACTORS & SUPPLIERS Premises and Estate Section of Canara Bank Circle Office, Madurai is controlling our various branches /offices coming under our Madurai Circle. Applications are invited in the prescribed format for empanelment of contractors & suppliers for executing the CCTV installation works in the Banks branches/offices in the districts of Madurai, Virudhunagar, Sivaganga, Theni, Tirunelveli, Tuticorin, Ramanathapuram and Kanyakumari. It is decided to maintain a separate panel of suppliers for the Supply, Installation, Testing, Commissioning and Maintenance of Standalone Digital Video Recorder (SDVR) based Closed Circuit Television Systems (CCTV). The eligible and interested suppliers may collect the Document for Empanelment from the above office by paying non-refundable fee of Rs.200/- (Two Hundred only) by way of Cash/Demand Draft favouring Canara Bank, Circle Office, Madurai Payable at Madurai. Vendors already empanelled by our HO for Madurai Circle need not apply for fresh empanelment. Alternatively, the document can also be downloaded from the website of Bank namely www.canarabank.com and the document fee of Rs.200/- as detailed above (in the form of DD) may be submitted along with the duly filled in document. The document submitted without the prescribed fee will be liable for rejection. Applicants who have already paid of Rs.200/- while purchasing the application directly from our office, need not enclose DD while submitting the filled in application form. The duly completed document in the prescribed format with all supporting documents shall be sealed in a cover and superscribed as Application for empanelment of vendors for CCTV installation -2012 and shall be submitted to the above mentioned office of CANARA BANK on or before 23.04.2012 up to 5.00 PM. The Bank reserves the right to accept or reject any or all the applications without assigning any reasons thereof and their decision of selection will be final. B. GENERAL RULES AND INSTRUCTIONS TO THE INTENDING APPLICANTS 1. Generally, the routine works of the Bank are awarded/procurements are made on calling competitive tenders/quotations from the empanelled contractors/ suppliers and in case of emergent works/works of small magnitude, the Bank may opt to award the work/procure supply from any of the empanelled agencies. Depending on the exigencies of the work on nomination basis and also has the right for open tendering process for any particular work, depending on the nature & magnitude of the work. 2. The details of the applicants and their experience shall be furnished in the prescribed Application Format only. Wherever required and if the space provided is not sufficient, particulars can be furnished in Annexure but such details shall be clearly mentioned in the respective columns of the Application Format. Applicant shall enclose latest copies of brochures and technical documentation giving additional information about the applicant. Each page of the document shall be duly signed by the applicant or their authorized representative. 3. No costs incurred by the applicant in applying, in providing necessary clarifications or attending discussions, conferences or site visits will be reimbursed by the Bank. 4. Documentary proof with respect to the prequalification criteria shall be furnished along with the application form. In this regard, copies of the work orders and completion certificates and or such other documents shall be submitted. Incomplete applications or applications without proper proofs for establishing their credentials will be liable for rejections and no correspondence will be entertained in this regard. 5. The authorized person of the firm/ company shall sign in all the pages of the application with seal of the company/ firm. 6. The empanelment will be made for the specific category depending on the credentials submitted. However, the applicant empanelled in higher category shall be eligible for works in the lower category. 7. The evaluation will be based on the experience, reputation, empanelment with their Banks, PSUs, Government institutions, manpower & logistical support of the applicant, their financial capabilities, quality consciousness, etc and if found necessary may also include inspecting the works undertaken by them for which, necessary co-ordination shall be made by them. Based on the details furnished and installation works, eligibility criteria, the applicants will be empanelled. Decision of

the Bank regarding selection/rejection for empanelment will be final and binding and no further correspondence will be entertained. The empanelled contractors will only be informed by post. 8. If, information and details furnished by applicants are found to be false at any time in future or any information withheld, which comes to the notice of the Bank at a later date, the empanelment of such applicant will be cancelled immediately. 9. Applications received after the due date and time is liable for rejections. 10. The applicants having their office in the geographical jurisdiction of the Madurai, Virudhunagar, Sivagangai, Theni, Tirunelveli, Tuticorin, Ramanathapuram and Kanyakumari districts will be preferred. The empanelment shall be valid for a period of one year from the date of intimation letter to the short listed contractors. 11. The present empanelment is mainly for works for value up to the limits mentioned from time to time. In case of any high value works, Bank may undertake the works by project specific prequalification exercise. 12. Canara Bank reserves is right to reject any/or all the applications without assigning any reasons whatsoever. SCOPE, ELIGIBILITY CRITERIA AND RELATED DETAILS SUPPLIERS OF CCTV EQUIPMENT The suppliers/vendors experienced in supply, installation and maintenance of DVR based CCTV systems. ELIGIBILITY CRITERIA: The following should be the vendor s eligibility criteria for empanelment for installation of CCTV systems at our branches under Madurai Circle, and the same to be submitted along with the Empanelment Process. a. The vendor should be a profitable registered company/firm involved in supply, installation and maintenance of CCTV systems for at least 3 years. The firm has to submit the audited balance sheet for the last 3 years (YEAR 2008-09, 2009-10 and 2010-11). Unaudited/audited balance sheet for the FY 2011-12 shall also be included in addition to the above if available.

b. The firms shall have minimum turnover of Rs. 50.00 Lakhs per year in the last 3 years as on 31.03.2011 in the supply, installation and maintenance of CCTV systems. c. The firm should have satisfactorily completed works, as stated below during the last 3 years ending last day of the month of March. (From 01.03.2008 to 31.03.2011). i) Three similar works each costing not less than 10 Lakhs OR ii) Two similar works costing not less than 15 Lakhs OR iii) One similar works costing not less than 20 Lakhs Similar work shall mean Supply, Installation, Testing, Commissioning and Maintenance of Standalone Digital Video Recorder (SDVR) based Closed Circuit Television Systems (CCTV) for any reputed organization. The value of the executed works shall be brought to current level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion of work up to the date of receipt of tender document. Completion certificate from the concerned department will have to be furnished along with the tender document. The completion certificate along with the copy of the client work order must clearly indicate:- a) The date of completion of work b) Nature of work c) Whether the work has been completed satisfactorily d) Completed value of work d. The bidder should enclose manufacturer s authorization letter / dealership certificate from the Original Equipment Manufacturer (OEM) for the relevant SDVR along with the Technical Bid. e. The vendor should have installed minimum 40 standalone digital video recorder (SDVR) based CCTV systems in scheduled commercial banks/ for any reputed organization during the last three years ending last day of the month of February 2012. Purchase Orders and completion certificate(s) to substantiate installation thereof with the empanelment form shall be enclosed.

f. The bidder should have a back-to-back support from the OEM of the standalone digital video recorder and other CCTV components. Any upgrade and updates for the next 3 years shall be made available by the vendor without any additional cost. g. The bidder should have after sales service centre at Madurai. Additional network of service units in Southern districts (Tirunelveli, Tuticorin etc) will be an added advantage. h. The applicant should be a profit making company for last 3 years as on 31.03.2011. IT returns for the past 3 years shall be provided. In addition the IT returns for FY 2011-12 may also be attached if done. i. The firm should be registered with Tax Authorities for Sales tax, VAT, IT, Excise Duty etc. They shall have valid PAN, TIN, VAT, Tax registration numbers. Note: Bank reserves the right to relax the above conditions suitably if sufficient no. of application not received and shall be binding on all the vendors. Based on the assessment of details furnished like works undertaken, technical & financial capabilities, selection will be made. From such panel, competitive offers/tenders will be called for specific works. If other things being equal, the professionally qualified vendors and the contractors who have undertaken the works for Govt. Organizations, scheduled commercial banks will be preferred. All applicants must be Income Tax Assessee. The vendors, otherwise eligible but not Income Tax Assessee, will not be considered for empanelment. All contractors, consultants should have registered for service tax authorities. If they are otherwise eligible but not registered for service tax, will not be considered for empanelment. C.
