ENI To advance further towards an area of shared prosperity and good neighbourliness involving the Union and the partner countries by developing a special rela)onship founded on coopera)on, peace and security, mutual accountability and a shared commitment to the universal values of democracy, the rule of law and respect for human rights in accordance with the TEU art. 1 Reg. 232/2014 Objectives IPA II To support the beneficiaries in adop)ng and implemen)ng the poli)cal, ins)tu)onal, legal, administra)ve, social and economic reforms required in order to comply with the Union's values and to progressively align to the Union's rules, standards, policies and prac)ces, with a view to Union membership art. 1 Reg. 231/2014 SCOPE OF ASSISTANCE

FORMULATION Proposals are itemised and formalised in programme documents e.g. ACTION DOCUMENTS and FINANCING DECISION. QUALITY REVIEW Proposals are assessed internally using thema)c exper)se. A mee)ng is organised by the relevant Directorate. INTER-SERVICE CONSULTATION Formal consulta)on is organised at Commission level (SecGen, Legal Service, BUDG, Line DGs, etc.). ENI or IPA II COMMITTEE Member States provide an opinion on the dram programme. A formal mee)ng is held (wrinen procedure excep)onally).
