CITY COUNCIL CHAMBERS SIOUX CITY, IOWA FEBRUARY 3, 2018 A Study Session of the City Council was held at 8:00 a.m. The following Council Members were present on call of the roll: Capron, Groetken, Moore, Scott and Watters. Absent: None. Update of the FY 2019 Budget Donna Forker, Finance Director, presented an update on the FY 2019 Budget. Legal Nicole DuBois, City Attorney, presented the Legal budget. Scott requested the workers compensation modification factor be brought back to wrap up. Human Rights Karen Mackey, Human Rights Director, presented the Human Rights budget. Art Center Al Harris-Fernandez, Art Center Director, presented the Art Center budget. Motion by Scott to remove the budget for the Art Center Gilchrest Learning Center 8203. Motion died for lack of a second. Library Helen Rigdon, Library Director, presented the Library budget. Page 1

Museum Steve Hansen, Museum Director, presented the Museum budget. WCICC IT John Malloy, IT Director, presented the WCICC - IT budget. WCICC Comm Center Glenn Sedivy, Communication Center Director, presented the WCICC - Communication Center budget. Scott requested information regarding which levy the County was using for the Communications Center Operating budget be brought back to wrap up. Council recessed at 9:02 a.m. and reconvened at 9:08 a.m. Human Resources Janelle Bertrand, Human Resources Director, presented the Human Resources budget. Chris DeHarty, President of AFSCME Local 212, District 3, Council 61 Vice President, spoke on safety and workers compensation. Council requested goals and benchmarks for the new Safety Manager position be brought to wrap up. Council requested the Administrative Policy and forms related to the internship program. Events Facilities Erika Newton and Leon Koeppel, Spectra Venue Management; presented the Events Facilities Spectra budget. Donna Forker, Finance Director, presented the Events Facilities Kinseth budget. Council requested a detailed report including line items of the City s expenses for the Events Facilities Department be brought back to wrap up. Council requested the Kinseth Director attend the wrap up meeting. Council recessed at 9:55 a.m. and reconvened at 10:02 a.m. Page 2

Police Chief Rex Mueller, Police Department, presented the Police budget. Scott requested traffic enforcement numbers to be included in the Operating book. Fire Chief Tom Everett, Fire Department, presented the Fire budget. Parks and Recreation Matt Salvatore, Parks and Recreation Director, presented the Parks and Recreation budget. Council requested a detailed report at the end of the season for Cone Park. Economic Development Marty Dougherty, Economic and Community Development Director, presented the Economic Development budget. Council would like tax rebate amounts to be a separate category instead of being included in Miscellaneous. Watters noted the FY2017 Highlight Increased video presence on ED website/social media with production of a video dedicated to quality of life and attracting young professionals to Sioux City. and asked for the link to be provided. Community Development Jeff Hanson, Community Development Operations Manager; Jill Wanderscheid, Neighborhood Services Manager; and Darrel Bullock, Code Enforcement Manager; presented the Community Development budget. Utilities Mark Simms, Utilities Director; Brad Puetz, Water Plant Superintendent; and Jon O Brien, Utilities Supervisor; presented the Utilities budget. Council recessed at 11:42 a.m. and reconvened at 12:12 p.m. Airport Mike Collett, Assistant City Manager, presented the Airport budget. A report on the Airport fund balance will be brought back to wrap up. Page 3

Administrative Services Mike Collett, Assistant City Manager, presented the Administrative Services budget. Scott asked staff to look into the recent federal tax reform law that could result in utility rebates on monthly statements for budgeting purposes. Transit Mike Collett, Assistant City Manager, presented the Transit budget. Staff is looking into utilizing group rides if they can coordinate times and locations, this may result in Paratransit cost savings which will be brought back to wrap up. Public Works Dave Carney, Public Works Director; Ed Pickens, Public Service Field Supervisor; and Darrel Bullock, Code Enforcement Manager; presented the Public Works budget. Council asked for a resource area or link to be placed on the City s website for volunteer and for-hire snow removal by neighborhood. Ed Pickens, Public Service Field Supervisor, stated he has contacted the Sioux City Community School District to see if any student athletes or groups would be interested in volunteering for private snow removal as needed. City Council Donna Forker, Finance Director, presented the City Council budget. Council asked about the contributions to other for agencies for Blue Zones and Siouxland Film Festival, this will be brought back to wrap up. Council mentioned funds will need to be budgeted for the USS Sioux City trip. City Manager Robert Padmore, City Manager, presented the City Manager budget. Motion by Scott, seconded by Capron, to double the amount allocated for the internship program to $31,864; all voting aye. Finance Donna Forker, Finance Director, presented the Finance budget. Revenue will increase $12,500 in e-payables rebate. Page 4

Scott asked for a list of $750,000 worth of reductions to be sent to Council prior to wrapup for consideration. Scott asked for a report on current transit advertising costs. Watters suggested considering transit agreements with all local colleges. Taylor Goodvin, Executive Director, Taxpayers Research Council, 516 Nebraska St, spoke on property tax increases.
