OPENING STATEMENT: Opening Public Meetings Act Presiding: Mr. Edward C. Hubbs, President This meeting is being held in accordance with the Open Public Meetings Act. Notice of this meeting has been published through written notice on the official school bulletin board at the Mary Ethel Costello School and Gloucester City Jr. Sr. High School Media Center, written notice to the Gloucester City News, the Courier Post, the district website, and the Gloucester City Clerk. McDonnell, Board Secretary, read the following announcement: GLOUCESTER CIT BOARD OF EDUCATION 1300 MARKET STREET GLOUCESTER CIT, NJ 08030 March 19, 2018 COURIER POST - ACCT #073712 GLOUCESTER CIT NEWS - ACCT #073712 MARGARET MCDONNELL ADVERTISEMENT Notice is hereby given that the Gloucester City Board of Education has scheduled a Special Meeting for Monday, March 26, 2018 starting at 6:00pm to be held in the Media Center of the Gloucester City High School, 1300 Market Street, Gloucester City, NJ. The purpose of this meeting is to approve the 2019 budget for submission to the Camden County Office of Education for review and approval. Other matters may be discussed. Action will be taken. c. Gloucester City Clerk IV. PUBLIC COMMENT OPEN On the motion made by Mrs. Borger and seconded by Mrs. Cohan to open public session. 1

Ms. Laila Gansert: Gloucester City Education Association President. Requested for information on said surplus. GCEA is concerned with the new proposed insurance plan. Ms. Gail Sacchetti, Retiree Expressed concerns with the statement, the Division of Pensions and Benefits will notify retired employees of the cancellation of their coverage. Is a secondary plan being made available? How many retirees will this affect, cost analysis? Dr, Vespe, Superintendent Informed Ms. Sacchetti, the Board of Education has a 60-day grace period and the motion can be rescinded. Mr. Hubbs, Board President Stated we will have close correspondence with Brown and Brown Benefit Advisors. Ms. Tamera Berry, Employee Expressed concern that the new insurance plan will be equal to or better than the current insurance plan. Addressed Ms. Berry s concern, Brown and Brown Benefit Advisors have completed the analysis and they took all the information into consideration. Joanne Citrone, Employee A teacher in the Gloucester City Middle School for 24 years asked if Brown and Brown Benefit Advisors is open to anyone speaking with them. Ms. Citrone has costly prescriptions and this is concerning to her. Wednesday Brown and Brown Benefit Advisors will be meeting with the GCEA Union Representatives. PUBLIC COMMENT CLOSE On the motion made by Mrs. Borger and seconded by Mrs. Cohan to close public session. 2

V. FINANCE On the motion made by Mrs. Borger and seconded by Mrs. Cohan to approve the following financial actions: RCV#1 Motion #1 & 3 9 votes yes, 1 member absent. Motion approved. Motion #2 8 votes yes, 1 member absent, Mr. Harris abstained. Motion approved. 1. Approve 2019 Budget Submission Recommend approval of the following revenues to support the 2019 budget submission to the NJDOE Camden County Office of Education for review. GENERAL FUND BUDGET REVENUES Revenues Tax Levy Revenues from Local Sources & Fund Balance: Fund Balance-General Fund $2,000,000 Withdrawal from Capital Reserve $1,048,700 Withdrawal from Maintenance Reserve $668,750 Withdrawal from Tuition Reserve $90,000 Withdrawal from Current Expense Emergency Reserve $149,000 Local Tax Levy $5,786,365 $5,786,365 Tuition Income $880,937 Interest Earned on Capital & Maintenance Reserve Funds $300 Unrestricted Miscellaneous Revenues $26,000 Revenues from Local Sources & Fund Balance: $10,650,052 Revenues from State Sources: $29,801,218 Revenues from Federal Sources: Medicaid $111,257 TOTAL GENERAL FUND $40,562,527 SPECIAL REVENUE FUND $5,439,378 DEBT SERVICE FUND $1,040,888 $510,089 TOTAL 2019 BUDGET REVENUES / SOURCES $47,042,793 2. Approve a Resolution to terminate participation in the State Health Benefit Program A RESOLUTION to terminate all participation under the State Health Benefits Program and School Employees' Health Benefits Program (including Prescription Drug Plan and/or Dental Plan coverage). EFFECTIVE June 1, 2018 BE IT RESOLVED: 1. The Gloucester City Board of Education, Camden County hereby resolves to terminate its participation in the program (Medical Plan, Prescription Drug Plan, and/or Dental Plan coverage) thereby canceling coverage provided by the State Health Benefits Program and/or School Employees' Health Benefits Program (N.J.S.A. 52:14-17.25 et seq.) for all of its active and retired employees. 2. We shall notify all active employees of the date of their termination of coverage under the program. 3. We understand that the Division of Pensions and Benefits will notify retired employees of the cancellation of their coverage. 4. We understand that all COBRA participants will be notified by the Division of Pensions and Benefits and advised to contact our office concerning a possible alternative health, prescription drug, and dental insurance plan. 3

5. We understand that this resolution shall take effect the first of the month following a 60-day period beginning with the receipt of the resolution by the State Health Benefits Commission or School Employees' Health Benefits Commission. 3. Approve Advertising for bids for Facilities Projects Recommend the board authorize the district to advertise for bids for the following facilities projects: a) Cold Spring School HVAC Partial Replacement b) District Wide Solar Power Purchase Agreement VI. PUBLIC COMMENT OPEN On the motion made by Mrs. Borger and seconded by Mrs. Cohan to open public session. Ms. Gail Sacchetti, Retiree Said she does not understand what happens with retired employees. Mr. Bill Johnson, Board Member Mr. Johnson stated that all employees current and retired will be covered or his vote would change. Ms. Laila Gansert: Gloucester City Education Association President. Asked if the State Health Benefit Plan and new plan is not equal to or better are we able to re-enroll? es, we have the option to re-enroll. Ms. Lauren Bermudez, Employee Asked the board if the 2018-2019 budget has been approved? said it has not.
