40/2017-2018 PATELEY BRIDGE TOWN COUNCIL The Council Chamber, King Street Pateley Bridge, HG3 5LE Tel: 07751 571 374 Email: clerk@pateleybridgecouncil.org.uk Present: MINUTES OF THE MEETING HELD ON TUESDAY 05 SEPTEMBER 2017 Cllr C Hawkesworth (Chairman) Cllr D Brackley Cllr T Brown Cllr J Critchley Clerk: Mrs S Adamson Cllr S Hesselden Cllr M Holt (Deputy Chairman) Cllr H Jefferson Cllr J Leggett Cllr I Skaife In attendance: three parishioners. 1 To accept Apologies and reason for absence: none. 2 Parishioners Representations (a) Request for a letter of support from a Parishioner planning a two-acre planting of 1000 trees through the Yorkshire Dales Millennium Trust: after a short discussion during which varying viewpoints were expressed it was agreed that a letter of support should be written but with the proviso that the woodland should be well managed and should not spoil the character of the local landscape. Cllr Hawkesworth left the meeting during the following representation as it concerned Item 8(a)(v) and Cllr Holt chaired the meeting. Glasshouses Mill: the Parishioner was particularly concerned about the impact of the development on residents and on the existing parking problems in the village especially as the revised scheme for this phase showed a reduction in parking spaces. There had been a loss of trust in the planning consultation process and that when Pateley Bridge Council raised no objections to the application this did not take into account the views of local people. Cllr Lumley said that over the years there had been numerous meetings to discuss the application and all views had been passed on to the planning authority, resulting in significant changes to the plans. Cllr Holt said that if the number of parking places was not acceptable to Highways then permission would not be granted, and although the Clerk pointed out that the application under discussion was for Listed Building Consent, it was agreed that the Council would make mention of the reduced parking provision in its response. Another Parishioner said that it was important that individuals responded to any applications to which they wished to object as their views would carry equal weight to a corporate response from the parish council. Cllr Hawkesworth returned to the room and resumed the Chair. 3 Councillors Declarations of Interest and Consideration of Dispensations: Cllr Hawkesworth declared a disclosable pecuniary interest in Item 8(a)(v) and left the room during the discussion.

41/2017-2018 4 Minutes of the Meetings held on Tuesday 15 August 2017: it was proposed, seconded and agreed by a show of hands that the Minutes were a true record of the proceedings and they were signed by the Chair. Cllr Lumley and Cllr C Skaife abstained as they had not attended the meeting. 5 Matters Arising (a) Min. 8: to receive confirmation of delivery of Christmas trees by HBC and to decide on whether to commit to expenditure above the limits of the financial provision by HBC: the Clerk said that HBC had confirmed that it would provide the two big Christmas trees again this year; unfortunately she had not had time to prepare the other costs for discussion and this would return to the Agenda. Min. 2: empty house on Top Wath Road: Cllr Leggett raised this again following the representation at the previous meeting and although there was a consensus that this was nothing to do with either PBTC or HBC, Cllr Jefferson said she would make enquiries as to the situation. 6 County Matters (a) 7 District Matters (a) County Cllr Lumley said he had attended the NYCC Harrogate Area Meeting: (i) the options for the re-routing of the A59 at Kex Gill would be out for consultation the following week; (ii) the Harrogate Relief Road (Northern) was under deliberation; (iii) compensation and money for home modifications following the last episode of flooding in Knaresborough was still available; (iv) of his 4,000 Locality Budget he had made a first allocation of 1,000 to Dalesbus to enable it to manage a Sunday bus service to Pateley Bridge. Cllr Critchley asked whether the county council planned to make further financial cuts and Cllr Lumley said that although the budget setting would not take place until later in the year, he thought that the most severe had taken place. Cllr C Skaife asked if there was any news or progress on the old council depot but Cllr Lumley said he could only say that the development as accommodation for senior citizens was still on the cards. HBC was pleased that 25,000 Harrogate residents had signed up to pay for the green bin service and district households who were eligible would be canvassed in November. Cllr Critchley enquired as to how HBC would manage when government funding was withdrawn in 2020 and Cllr Lumley said that the district council was in a good financial position. 8 Planning Matters (a) Applications to Harrogate Borough Council (i) DCPARISH 6.49.117.D.FUL 17/03372/FUL. Demolition of existing extension. Erection of two storey extension. Alterations to fenestration and retaining wall, at Knott Side Cottage, Panorama Walk, Pateley Bridge HG3 5NH, for Mr & Mrs Ireland. No objections. (ii) DCPARISH 6.49.30.B.FUL 17/03006/FUL. Demolition of existing agricultural unit, stables/stores and garage, conversion and extension of existing milking parlour into annex, single storey extensions and single garage, conversion of barns and stores into habitable accommodation associated with farmhouse, internal alterations and associated external

(iii) (iv) (v) 42/2017-2018 works, at Cliffe House Farm, Blazefield Bank to Springfields Farm, Fellbeck HG3 5EQ, for Mr Mathew Smail. The Council did not object to or support the application, but wished to seek the following safeguards: that full consideration be given to highway safety and access arrangements. DCPARISH 6.49721.FUL 17/03458/FUL. Demolition of single-storey extension. Erection of single-storey extension. Alteration to fenestration. Low Wood Farm, Brimham Rocks, Summerbridge HG3 4DW, for Mrs S Matthews. No objections. DCPARISH 6.49.713.A.TPO 17/03696/TPO. Crown lift to 4m and crown clean to 2 alders. Crown clean and lateral reduction by 2-3m to 2 alders with A6 of TPO 01/1970, at Nidd Cottage, Mill Lane, Pateley Bridge, HG3 5BA, for Mr P Holdsworth. No objections subject to opinion of arboriculturist. DCPARISH 6.49.145.J.LB 17/03399/LB. Conversion of principal mill building to form 20 dwellings, 9 apartments and 2 commercial units (A1/A3), conversion of former mechanics shop and pugmill to form 3 dwellings, demolition of the mechanics store, and construction of bin store and substation with associated parking and landscaping, at Glasshouses Mill, for Glasshouses 123 Ltd. No objections to listed building application, but the Council noted with regret the loss of two parking spaces. There was one abstention. Having declared a DPI, Cllr Hawkesworth left the room during the discussion of this item. Decisions by Harrogate Borough Council: (i) DCPCDEC 6.49.292.H.FUL 17/01308/FUL. Erection of one dwelling in garden to the north of 1 Riverside Cottages, Nidd Walk, Pateley Bridge HG3 5NA, for Mrs D Jenkins. Approved subject to conditions. (ii) DCPCDEC 6.49.145.I.ADV 17/01450/ADV. Display of 2 non-illuminated freestanding signs to north and south west of Glasshouses Mill, Lupton Bank to Glasshouses Bridge, HG3 5QH, for Glasshouses 123 Ltd. Approved subject to conditions. (iii) DCPCDEC 6.49.175.R.FUL 17/02580/FUL. Erection of agricultural storage building at Kiln Hill Farm, Blazefield Bank, Harrogate HG3 5DJ, for Mr W Hayes. Refused, as the proposed building, by virtue of its form, scale, siting and appearance would be detrimental to the character and visual amenity of the site and landscape setting, and the public benefits to the rural economy would not outweigh the material planning harm. Enforcement matters: there were no new cases, although it was noted that the infill of building waste was continuing at Crossgates Quarry where a retrospective planning application to do so had been submitted. Appeals: none. 9 Financial Matters (a) Accounts for payment: it was proposed, seconded and agreed by all that the following should be authorised for payment: (i) Clerk s Expenses: stationery, No Smoking sign, mobile top up. 31.54 (ii) Community Publications: newsletter: 240 inc VAT (iii) Mr J E Benson: caretaking and grasscutting, January to August 2017: 3,114 inc VAT. (iv) Nidderdale Chamber of Trade: contribution to 1940s weekend: 250

43/2017-2018 (v) YLCA: 12 Guides to Finance & Transparency: 19.89 (vi) Bewerley Parish Council: contribution to new litter bin: 50 (vii) Repairs to goal posts 380 (viii) Clerk s salary payable on 29 September 2017: Gross 644.34 Net: 563.54 Receipts: the following were noted: (i) Platt and Bajic: garage rental August: 31 (ii) HBC Christmas Lights Funding 1,500 To reconsider purchase of Local Council Administration 10 th Edition at reduced cost of 52.50 + postage: the Clerk had made this request as due to bulk buying YLCA had been able to obtain a substantial reduction, and this was agreed. To discuss a donation to Dalesbus so that the Sunday bus service during winter months for the next two years could be continued: following the decision of Transdev to cut this service, Dalesbus had stepped in to manage the service subject to successful fundraising and final contract terms. Cllr Lumley had already mentioned his donation of 1,000 from his Locality Budget and it was noted that the Just Giving page had only raised 255. The Council s discussion reflected various views and ranged from the use of tax payers money and what the benefit to the community was, to the quality of life for non-drivers and the dangers of becoming an isolated community; there was a consensus that the Council should support Dalesbus and it was proposed, seconded and agreed unanimously that the Council would pledge 500 subject to a successful fundraising campaign, and with the expectation that at the end of the two years, comprehensive data would be made available. It was also noted that the 24 service passed through other parishes and they too should be encouraged to support it financially. 10 Correspondence (a) Notification from Julian Smith MP of constituency surgeries including in Pateley Bridge on Friday 29 September and Friday 08 December: noted. Consultation and Information on HBC Review of Polling Districts and Places: HBC intended to reduce the number of polling stations in the district to fall in line with the new wards and the reduction in councillor numbers from 54 to 40. The proposed locations were available on the HBC website and the deadline for comments was 18 September. Letter from the Director of Community at HBC about the District Improvement Fund: this new fund was available to the district towns of Pateley Bridge, Masham, Ripon, Knaresborough and Boroughbridge, for one-off projects to improve the commercial areas, which would fit in with the HBC priorities (strong local economy, supporting communities, sustainable environment, excellent public services) and would fall within the remit of HBC and could be carried out in-house or contracted out. The public toilets in Southlands were quickly identified as a priority for Pateley Bridge and the Clerk was charged with making the application. 11 Play Area/Millennium Green (a) Play Area: Cllr Brackley had carried out the inspections and reported that all was in order. The ties to the new nets needed replacing with stronger ones as three had already broken. He had emptied the bins and flattened some mole hills. Cllr Critchley said that the re-enforcing rods needed to be removed and

44/2017-2018 Cllr Brackley said he would do this. Cllr Jefferson to carry out the inspections in September. Millennium Green: nothing to report other than the amount of litter was much less than last summer. 12 Council Business (a) Caretaker Tasks for September: standard tasks, plus washing and disinfecting off bus terminus, replacement of ties to goal nets at Play Area, and washing of mile post before the Show. Footpath query update from South-West Field Officer NYCC: the officer had been told by the landowner that his sign was legal as the footpath passed to the right on the other side of the wall. Unfortunately she only had the NYCC footpath map as a reference and would have to consult the Definitive Footpath map. Surprise and disappointment not only at the length of time this enquiry was taking but also the inability of the officer to establish the facts. To agree two sessions of training for the Clerk on i) Insurance Provision and ii) Common Land and Village Greens: the Clerk had requested this training provided by the YLCA at a cost of 165 and this was agreed and expenditure authorised by a show` of hands. To decide on NYCC appointments to the Raikes Foundation and the William Hardcastle Charity: County Cllr Lumley had been invited to nominate one or two new representatives to the Raikes Foundation and it was agreed that these should be Cllr C Skaife and Cllr Jefferson. The Hardcastle Charity was not in High and Low Bishopside. The Clerk to pass this information to NYCC. 13 Reports from Committees (a) Finance Working Group: Cllr Leggett that at its meeting on 15 August 2017, the committee had carried out internal financial controls, the bank reconciliation, and checking invoices against the Minutes and bank statements, and he was pleased to report that everything was in order. To discuss Agenda for Joint Liaison meeting on 19 September: it was suggested that removal of the old dog loo should be discussed. 14 Exchange of Information (a) Cllr Critchley made a request for a visit from the dog warden, and Cllr Jefferson said she would be happy to liaise with her. Cllr Jefferson said that the housing office, Yvonne Jones, had not kept her appointment to discuss the bins at Yorke House, the Clerk to follow this up. Cllr Leggett had received a complaint about the bunting on the river bridge. Cllr Lumley said he had been approached by several residents about GPO vans being parked on Park Road, following relocation of the Post Office. As the drivers local themselves, this was a difficult situation as anyone was entitled to park there, but it was suggested that the Clerk write to the Post Master and suggest that the vans could perhaps use the adjacent public carpark. 15 Parishioners Representations (a) One Parishioner suggested that a merger of the two parishes should again feature on the Joint Liaison Committee Agenda.
