That the Regional District Board approve the Assent Voting question for Tate Creek Community Centre Service Establishment Bylaw No. 2291, 2017, as follows: Are you in favour of the Peace River Regional District Board adopting Tate Creek Community Centre Establishment Bylaw No. 2291, 2017, which will permit the Regional District to establish capital reserve and operating accounts to provide financial support for the operation of the Tate Creek Community Centre, at a maximum annual tax requisition limit that is the greater of $90,000 (Ninety Thousand Dollars) or $0.61 per $1,000 calculated on the net taxable value of land and improvements and assessed on improvements only? [Corporate Vote Unweighted] Note: The property tax limit of $0.61 per $1,000 of assessment is an average of all tax classes. Based on current assessment values, the residential tax rate in the first year is estimated to be $0.339 per $1,000. That, pursuant to Section 176 (4) of the Local Government Act, the statutory advertising of the notice of assent voting shall contain a synopsis of the Bylaws in place of copies of the bylaws. [Corporate Vote Unweighted] 5. That Tyra Henderson be appointed as Chief Election Officer and Trish Morgan be appointed Deputy Chief Election Officer for the purpose of conducting the assent voting (referendum) for Tate Creek Community Centre Service Establishment Bylaw No. 2291, 2017. [Corporate Vote Unweighted] BACKGROUND/RATIONALE: The Tate Creek School was closed by School District #59 in 2014. The Tomslake and District Recreation Commission, despite a failed referendum in 2014, continues to demonstrate interest in the development of the former school as a community centre. New residents, or newly active members of the Commission, have met with Electoral Area D Director Leonard Hiebert to explore options and anticipated costs of operating the facility. This bylaw is put forward to start the process of establishing a service area and a maximum tax requisition amount that will allow the PRRD to provide financial support to the operation of the facility as a community centre, offering educational, recreational, and cultural opportunities for the residents of the area. As noted in the June 1, 2017 report from Trish Morgan (on behalf of Director Hiebert) requesting approval of feasibility funds for the referendum costs, the group has spent some time and effort refining both the proposed service area and draft operational budget. Before adoption of the Bylaws, approval of both the Inspector of Municipalities and the electors is required. Once the attached bylaws receive three readings, they will be forwarded to the Inspector for approval. Once approval is received, which is anticipated around the beginning of August, assent voting (referendum) notices will be issued and necessary arrangements made. Assent voting must be conducted within 80 days of the approval of the Inspector, with a proposed assent voting date of Saturday, September 9, 2017. The Bylaw, if approved, must be submitted to BC Assessment prior to October 1, 2017 to enable taxation to begin in 2018. Once the referendum is held, should a majority of votes counted as valid be in favour, the Bylaws will be brought forward to the Board for adoption. OPTIONS: 1. The Board may refuse the bylaws. 2. The Board may request changes to the establishing bylaw such as amendments to the service area or the requisition amount. STRATEGIC PLAN RELEVANCE: 1.3 The PRRD is committed to working with Peace River Region residents to have continued access to facilities for recreational and cultural purposes.

B-1 a) Report Chair and Directors June 1, 2017 Page 3 of 3 FINANCIAL CONSIDERATION(S): As requested in a separate report, funding in the amount of approximately $20,000 will be needed to conduct the required assent voting. If approved, the bylaw would authorize creation of a new PRRD service and additions of accounts for that purpose to the annual budget. COMMUNICATIONS CONSIDERATION(S): The Communications Manager will assist with developing a communications plan to inform residents about the proposed community centre service. Under the Local Elections Campaign Financing Act (LECFA), any advertising that is either for or against the question is considered assent voting advertising and sponsorship must be disclosed. Any group wishing to promote a particular outcome must register with Elections BC and file the necessary reports with Elections BC once the voting is complete. The PRRD communications will be neutral and fact based, to provide residents with the information they require to cast an informed vote. In particular, anyone serving as an election official must remain impartial. Residents will be provided information about the service being proposed, the financial impacts, and of course the assent voting dates and location(s). Community meetings or other promotions may be undertaken by either the PRRD, Area D Director Hiebert, or any interested community group or organization. B-1 b) PEACE RIVER REGIONAL DISTRICT Bylaw No. 2291, 2017 A bylaw to establish a community centre service in a portion of Electoral Area D of the Peace River Regional District WHEREAS pursuant to the Local Government Act, the Peace River Regional District may establish and operate any service that the Board considers necessary or desirable for all or part of the Regional District; AND WHEREAS the Peace River Regional District Board wishes to establish a community centre service for the operation of the Tate Creek Community Centre in Electoral Area D ; AND WHEREAS the Regional District Board has obtained the assent of the electors of Electoral Area D, in accordance with the Local Government Act and Community Charter; NOW THEREFORE the Peace River Regional District Board, in open meeting assembled, enacts as follows: 1. SERVICE BEING ESTABLISHED The Peace River Regional District hereby establishes a service to be known as the Tate Creek Community Centre Service for the purpose of providing financial assistance to operate a community centre in Tate Creek at 15439 Old Edmonton Highway which offers recreational, cultural, and educational programming to residents. 2. SERVICE AREA The boundary of the Service Area is as shown outlined in red on the attached map titled Schedule A to Bylaw 2291. 3. PARTICIPATING AREAS The participating area for the service is that portion of Electoral Area D shown outlined in red on Schedule A which is attached to and forms part of the bylaw. 4. COST RECOVERY As provided in section 378 of the Local Government Act, the annual cost of providing the Service shall be recovered by one or more of the following: (a) (b) (c) property value taxes imposed pursuant to the provisions of the Local Government Act, on the basis of the net taxable value of improvements only; revenues raised by way of agreement, enterprise, gift, grant or otherwise; and, revenues raised by user fees and other means authorized by the Local Government Act or another Act.

MAXIMUM REQUISITION LIMIT The maximum amount that may be requisitioned in any one year for the service is the greater of $90,000, or an amount equal to the amount that could be raised by a property value tax of $0.61/$1,000 when applied to the net taxable value of land and improvements in the service area. Explanatory Note: The property tax limit of $0.61 per $1,000 is an average of rates of all classes on land and improvements to determine the maximum amount that may be raised in any one year based on that year s net taxable assessment. The estimated residential tax rate for the first year is $0.339 per $1,000. The tax rate is applicable to improvements only. 6.
