CALL TO ORDER Chair Jim Fergusson called the meeting to order at 1:00 p.m. 2. ADOPTION OF THE AGENDA Moved by Harlie Johnston, seconded by Sondra Buchner, That the agenda be adopted. Carried 3. ADOPTION OF THE MINUTES Moved by Carol Steckle, seconded by Harlie Johnston, That the Communities in Bloom Committee recommend that Council approve the minutes of the Communities in Bloom Committee regular meeting held June 8, 2017. Carried 4. REPORTS 4.1 Canada 150 Members finalized events for the Canada 150 outdoor family movie event. Chair Fergusson has initiated talks with a local organization to take care of the hot dog barbecue. He suggested that a certain Hensall group be approached to organize children s activities. Carol Steckle confirmed rental of a candy floss machine from a local company. A popcorn machine was not available so she offered her own machine and popcorn. Sondra Buchner confirmed refreshments. Members agreed to book two clowns for face painting and balloons for two hours. Chair Fergusson has purchased Canadian flags to put in the street planters.

ADMINISTRATION COMMUNITIES IN BLOOM COMMITTEE REPORT Meeting Date: July 13, 2017 Prepared By: Nellie Evans CANADA 150 COMMUNITY FAMILY EVENT RECOMMENDATION: That the Bluewater Communities in Bloom Committee receive the report as information. BACKGROUND: At its June 29, 2017 special meeting, the Committee finalized details for the August 12 th Community Family Event. To date, in addition to the cost of the movie rental, paper products were purchased, two clowns booked and a candy floss machine rented. The receipt and invoice are attached however an invoice for two clowns for two hours was not received. The clown fee is expected to be $260. At the time of writing this report, a draft poster was presented to members for comment from Karen Rickers. A media release was forthcoming. By accepting delivery of rented items, customer agrees to all terms and conditions shown on this rental contract, Customer acknowledges that s/he has received in good order all rental items and other goods listed on the contract. Customer agrees to make available for pickup and/or return items at the prearranged time. 6. Customer assumes full responsibility for all rented items, including their safe and proper use, operation, maintenance, storage and return to NJS Design Event & Party Rentals. Customer is responsible for all loss, damage, or repair. Damage waiver (if taken) covers breakage and damage, but does not cover theft/loss or non- return of rental items listed on this contract. Damage Waiver does not cover loss or damage of equipment due to negligence or vandalism including but not limited to disappearance. All necessary repair and/or replacement of equipment shall be the responsibility of the customer. NJS Design Event & Party Rentals shall be notified of any damages to equipment within 12 hours of occurrence. Customer shall take every precaution to prevent fire and shall make good on any damage suffered by NJS Design Event & Party Rentals. 7. Operators shall read all warning and instructions (safety instructions). 8. If there is any failure in the equipment where the equipment cannot be fully and safely used, and if the said failure is due to negligence or vandalism or by Force majeure - by an act of God. NJS Design Event & Party Rentals shall not be responsible for any loss of revenue incurred by second and third parties arising from such failure. 9. If customer fails to return all rented items at agreed up time, customer agrees to pay for all additional charges, If Customer refused to return rented items or make rental items available for pickup, The customer agrees that NJS Design Event & Party Rentals may take all reasonable actions necessary to recover rented items without prior notice or legal process. 10. In the event that it is necessary to employ a lawyer to recover the equipment, collect unpaid rent, or cost of damaged property, the Customer shall reimburse NJS Design Event & Party Rentals for all legal costs. 11. No alternation of any kind to this contract shall be binding upon NJS Design Event & Party Rentals unless authorized by NJS Design Event & Party Rentals in writing. 12. This agreement shall be governed and constructed in accordance with the laws of the province of Ontario. 13. All NSF cheques will be charged at $35.00. Outstanding account will be charged 5% per month. Prices quoted are cash prices, all pricing is HST applicable. 14. A fuel surcharge may apply due to uncontrolled rising fuel cost. BACKGROUND: On March 23, 2017, the Committee was informed by provincial chair Martin Quinn about separation of administrative functions of the provincial Communities in Bloom organization from the national organization. The work included formation of a new website and use of social media. The new website is cibontario.ca/ The Municipality of Bluewater is listed as a Friend. CIB Ontario also uses Facebook for communications. FINANCIAL IMPACT: There are no financial implications resulting from the adoption of this report.
