34 Madeley Parish Council MINUTES OF THE MEETING HELD ON THE 26 th May 2016 A Regular Meeting of Madeley Parish Council was held on Thursday 26 th May 2016, At 7:05pm, directly after the Annual Meeting of Madeley Parish Council in The Madeley Centre, New Road, Madeley, Staffordshire. PRESENT: Councillors W. Welsh, (Chairman), D. Barnish, Mrs Anthea Bourne, Cllrs A. Davenport A. Jones, B Panter, A Rowley, Mrs Beryl Ruscoe, G White, S. White D. Whitmore (part) Mrs Jill Whitmore,(part), Mrs H Wilde, County Councillor D Loades (part) with Mrs C Withington, RFO (part) and Mrs J. Simpson, Clerk. 111.5/16 TO RECEIVE AND APPROVE APOLOGIES FOR ABSENCE No apologies were received. 112.5/16 TO RECEIVE COUNCILLORS DECLARATIONS OF INTEREST IN THE ITEMS ON THE AGENDA No Interests were declared and the Chairman informed the Meeting that Interests could be declared as the need arose during the Meeting. 113.5 /16 TO HOLD THE INFORMAL OPEN FORUM There were three Parishioners present for agenda item 117.5/16 below. 114.5/16 TO APPROVE THE MINUTES OF THE PREVIOUS MEETING It was resolved: The Minutes of the regular Meeting held on the 28 th April 2016 was agreed as a true record. 115.5/16 TO CONSIDER MATTERS ARISING FROM THE MINUTES OF THE LAST MEETING NOT INCLUDED ELSEWHERE ON THE AGENDA There were no matters arising. 116.5/16 TO RECEIVE REPORTS FROM BOROUGH AND COUNTY COUNCILLORS AND THE COMMUNITY SUPPORT OFFICER County Councillor-this report was taken after item 117.5/16 in the agenda. Following Cllr Loades Newcastle Rural Deal project, Lancaster University had received a grant to look at road safety issues. They were going to study the junction of A525 and A53 at The War memorial. There would also be a study carried out at the railway crossing area in Manor Road. The study would last 6 months and the results would be available prior to November 2016. Yellow zig zags have been agreed in Izaak Walton way near to the bus stop. Cllr Loades had some money left and was supporting the purchase of equipment for Community Speedwatch. He was also contributing 1000 towards a hearing loop in The Madeley Centre.
35 He also noted that there had been several complaints re the standard of grass cutting by The County Council and was going to write to express his disappointment at the standard of work. He had also noted the issues re resurfacing work in Bevan Place and Barr Hill and would be requesting that the work was done again. Cllr Loades requested that it go on the next agenda. Councillor Loades also reported back on the issue of the proposed removal of the Lengthsman scheme-see item 123.5/16 Borough Councillors-a verbal update was provided from Cllrs W Welsh and S White.. Community Support Worker- report had been previously circulated. It was resolved: That the information be received 117.5/16 TO CONSIDER FINANCIAL MATTERS To approve The Annual return for 15/16 and note the outcome of the Internal Audit report in relation to high reserves, and review the ring fencing of reserves. The accounts had been passed through Internal Audit and it was agreed that statements 1-8 were correct and statement 9 was not applicable as MPC did not have any Trust funds on Section one. It was resolved to sign section one of the Annual Return. It was agreed that the figures presented in section two of the Annual Return were correct and it was resolved to sign section two. The RFO was authorised to submit this and the notices are to be displayed and published, It was noted that reserve balances were rather high and some additional ring fencing was needed to ensure that reserve balances were properly planned for. It was resolved to ring fence the following figures: BMX Project: increase ring fence from 20,000 to 40,000. Parish by election: 6,000 Birch Dale Play area: 15,000 as match funding for external bidding purposes HS2 Action Fund: 10,000 To review the bank mandate and increase the number of signatories, It was resolved, that Cllr D Barnish be added to the authorised signatory list. To note the Community Chest Application 1410 and consider an application from Friends of Madeley High School for funding towards a new netball kit. It was resolved to defer the item as the application had not been received. To note the balance of 4000 in the MPC Grant programme and consider the applications from: I. Lea Court Residents Association for a gardening shed for 300 It was resolved to approve the application from Lea Court Residents Association for 300. II. Onneley Village Hall for funds to support the Queens Birthday for 300-the original application was for 100. However on reading the application and talking to the Chairman of Onneley Village Hall Charity, it was resolved that the sum of 300 be awarded III. (Cllrs D Whitmore and Mrs J Whitmore declared an interest and took no part in the discussion or voting of the next agenda item) IV. Madeley Fun Day for 1000.It was resolved that subject to the production of the Clerk
36 latest bank statement and confirmation of the items to be funded that The Madeley Fun Day would receive the 1000 funding. To approve the application for funding from the 3 schools budget ( 1500) as follows: l. Sir John Offley Primary School for financial support for an artist in residence As there was no one present from Sir John Offley Primary School the item was deferred until the next regular meeting to give a representative the opportunity to attend. ii. The Meadows primary School for financial support for the purchase of outdoor furniture. All It was resolved, that The Meadows Primary School be awarded 500 for the purchase of outdoor furniture. It was resolved to renew the subscription to the Community Council of Staffordshire at a cost of 25 It was further resolved to renew the licence for Parish Online at a cost of 84. It was further resolved To renew the subscription to the Association of Allotment and Leisure Gardeners at a cost of 66 It was further resolved To approve the payment schedule-as per appendix A 118.5/16 TO RECEIVE A REQUEST FROM MADELEY WHITE STAR FC TO EXTEND THE CURRENT LEASE WITH MADELEY PARISH COUNCIL RE MANOR ROAD PLAYING FIELDS. It was resolved: to further defer this item to the next meeting. 119.5/16 TO APPROVE THE CONTRACTOR FOR THE REPLACEMENT BRIDGE IN HEATH WOOD Councillor W Welsh declared a pecuniary interest and left the room for this agenda item. The Clerk had previously circulated four quotations for the work. Three of the quotations were fairly close in cost. It was agreed that the work needed to be completed by 31 st August 2016 and the Clerk should approach the 3 contractors with comparable costs to confirm if the work could be completed by that date. 120.5/16 It was resolved: that the Clerk be granted delegated powers to award the contract to the lowest cost contractor subject to assurance that the work would be completed by 31 st August 2016. (Cllr D Whitmore and Mrs J Whitmore left the meeting at 7:35pm) TO CONSIDER THE RECOMMENDATIONS OF THE STAFFING ADVISORY COMMITTEE ON THE ROLE AND REVISED JOB DESCRIPTION OF THE CURRENT COMMUNITY SUPPORT WORKER In order to give appropriate time for all to read the supporting information previously circulated by The Clerk it was agreed to consider this at an EGM to be held on 9 th June 2016. Clerk/ DB 121.5/16 TO CONSIDER A NOMINATION TO THE ROLE OF LOCAL AUTHORITY GOVERNOR AT THE MEADOWS PRIMARY SCHOOL, MADELEY HEATH. Mrs A Bourne volunteered to be nominated for this role. It was resolved: that Mrs A Bourne be nominated as the Local Authority representative for The meadows Primary School. GW
37 122.5/16 TO CONSIDER THE REQUEST TO RELOCATE THE BUS SHELTER ON NEW ROAD, MADELEY There had been a complaint from a resident in New Road stating that the bus shelter installed in 2015 was in a poor location and that no one made use of the shelter.a parishioner was seeking its location. Madeley Parish Council had responded to requests for the installation of the bus shelter from Parishioners and some Councillors had seen people making use of the facility. It was noted that when the housing development in New Road commenced, there would be further demand on public transport. It was also noted that care had been taken to site the stop in the correct place giving consideration to the slope in the road and several mature trees in the locale. It was resolved that the bus shelter in New Road would remain in its current location. All 123.5/16 TO NOTE THE WITHDRAWAL OF THE HIGHWAYS LENGTHSMAN SCHEME FROM APRIL 2017 AND NEIGHBOURHOOD HIGHWAYS TEAM. Please note that this was discussed at item when County Councillor David Loades was present at the meeting. He stated that a pilot scheme with other Parish Councils elsewhere in the County was taking place before a final decision could be taken. 124.5/16 125.5/16 126.5/16 127.5/16 TO NOTE THE PROGRESS OF THE LEASE NEGOTIATIONS WITH ASPIRE FOR BIRCH DALE PLAY AREA. The Clerk had summarised in her report the progress to date and the explanation of break clauses in a lease. It was noted that the position of funders needed to be established prior to any agreement of break clauses in a lease with Aspire. It was resolved that the information was received. TO RECEIVE A REPORT ON THE PROGRESS OF THE MADELEY STOP HS2 ACTION GROUP NBC have been informed that compensation to those on the direct route would be the same as HS1. Previously a red book was used. However, this has now changed to using local valuers. This should support people been able to move on. A project manager has been allocated for the Stafford to Crewe route who would be happy to walk the Parish route. It was resolved: That the information be received and that Cllr G White would contact the project manager to set up a Parish walk. TO CONSIDER THE MANAGEMENT OF MADELEY POOL AND THE CANADA GEESE A report had been previously circulated. Cllr A Davenport had been unable to locate the fallen branches in the pool as previously reported. Notices warning of nesting birds had been erected and a new litter bin by the grit bin at Birch Dale had been installed. As regards the lease, progress had been assured within the next two weeks. It was resolved: That the information be received. TO CONSIDER AN UPDATE ON THE PROPOSED BMX PROJECT. A working group meeting had been set up for 9 th June at 6:30pm. 38 128.5/16 TO RECEIVE A BRIEF UPDATE REPORT ON HEATH ROW AND BIRCH DALE PLAY AREAS The information had been previously circulated in The Clerks report. 129.5/16 TO CONSIDER A REPORT ON THE MEETING OF THE MADELEY RURAL COMMUNITY CHARITY TRUSTEES. A report had been previously circulated. 130.54/16 131.54/16 TO CONSIDER POLICE CONSULTATIVE COMMITTEE REPORTS AND POLICE MATTERS GENERALLY Despite a visit from CI Owen the previous month there was still no sign of a report for the Parish Council meeting. It was agreed that Cllr G White would chase this. TO CONSIDER PARISH APPEARANCE MATTERS It was noted that 2 new benches were needed to replace the ones by the flower bed close to The Crewe Arms. Clerk to find out costs for purchase and installation. It was also noted that the hedges along The Holborn were very overgrown and forcing HGVs to take the alternative route over Vicarage Bridge towards Netherset Lane. It was agreed that The Clerk should write to the owner of the hedges requesting they are cut back and that she also find out the maximum weight limit on the current bridge. 132.5/16 133.5/16 TO RECEIVE REPORTS FROM COUNCILLORS ON THEIR SPECIFIC RESPONSIBILITIES and REPRESENTATIVES TO PARTNERSHIPS AND FORA Nothing to report. However a request was made from Cllr Mrs H Wilde for The Parish Council to help to fund a celebration day for The Queens Birthday. It was noted that this could not be resolved at the meeting as an application needed to be formally submitted and considered with 3 days notice. It was resolved: to consider this request at the EGM on the 9 th June TO CONSIDER THE REQUEST FOR CONSULTATION FOR THE FOLLOWING PLANNING APPLICATIONS 16/00226/FUL- Smithy Cottages (Leese) Smithy Corner Bar Hill-Erection of two detached dwellings and detached double garage http://publicaccess.newcastle-staffs.gov.uk/online-applications/plan/16/00226/ful It was noted that this was a resubmission of an earlier application. The previous application requested 2 detached double garages and the current application requested 1 detatched double garage. Absences had been notified to the Clerk TO CONFIRM THE DATE FOR THE NEXT REGULAR MEETING OF THE PARISH COUNCIL. The date for the next regular Meeting was confirmed as Thursday 23 rd June 2016 to be held at the Madeley Centre at 6.30pm.
