(n) (i) Audit of the Accounts for 1930 of the Grants of the Rockefeller Foundation towards the Budget of the Health Organisation. The agreements concluded between the League and the Rockefeller Foundation provide that annual statements of accounts of the various grants of the Foundation shall be rendered to the Council and Assembly of the League (document A.3(è).i93i.X). (ii) Accounts for 1930 of the Eastern Bureau of the Health Organisation. In accordance with the Financial Regulations and with the agreement concluded with the Rockefeller Foundation, the accounts for 1930 are rendered to the Council and to the Assembly of the League (document A.3(a).i93i.X). (b) Transfers in the Budget. New Work involving New Expenditure on the Part of the League. In accordance with a decision taken by the Assembly, the Council is called upon to report each year to the Assembly any decisions it has taken since the last session of the Assembly which might involve the League in additional expenditure. d) Contributions in Arrears. In a resolution dated October 3rd, 1930, the Assembly requested the Secretary-General to submit to the Council before the next Assembly a detailed report on the position with regard to contributions in arrears. (e) Gift from the Egyptian Government. The letter accompanying this gift is contained in document C.451.1931.X. In accordance with Article 23 (a) of the Financial Regulations, the Council may accept gifts which do not involve any financial liability for the Members of the League. It was subsequently informed (see document C.241.M-i07.1931.11(A)) that M. Charron had agreed to continue temporarily to act as Commissioner in an honorary capacity, and that the Financial Committee proposed to re-examine the question of the appointment of a successor at its September session. 18. In a letter dated July yth, 1931 (document C.454. 1931.I), the neutral members of the Mixed Commission requested the Secretary-General, in virtue of Article y of the Molloff-Caphandaris Agreement of December 9th, ig2y, to submit to the Council the question of the transfer of the functions conferred on the Mixed Commission under this Agreement to any other person or organisation approved by the Council. ig. In a letter to the Secretary-General (C.442.1931.VIII) the Chairman of the Advisory and Technical Committee for Communications and Transit asks that the report (document A.21.1931.VIII) of the Committee on the proposed lay-out of an aerodrome near the seat of the League of Nations should be transmitted to the Assembly. s i. The Chairman of the Advisory and Technical Committee for Communications and Transit, in a letter to the Secretary-General (document C.464. 1931.VIII), asks the Council, in conformity with the Assembly resolution of September 30th, 1930, to approve the proposals relating to the means of identification of aircraft carrying out transport duties of importance to the working of the League at times of emergency. The Chairman of the Advisory and Technical Committee for Communications and Transit, in a letter to the Secretary-General (document C.465. 1931.VIII), draws his attention to certain difficulties encountered by the Organisation for Communications and Transit in its negotiations with the Universal Postal Union as regards co-operation in civil aviation.
