Elections of Interim Committee Officers While the Phase 1 Project Agreement is being reviewed by potential participants via the onboarding process, interim committee chair and vice chair positions need to be filled. For Phase 1, the Treasurer position is required to also be the Treasurer for the Authority, so no election is needed. Governance Documents: Ad-Hoc Governance Committee report with discussion of staff report (Attachment 3) and consider possible action: 3.1 Concurrence with proposed changes to the Fourth Amendment and Restatement of the Authority s Agreement (Attachment 3-1). 3.2 Concurrence with proposal to increase the Authority Membership. a. Western Canal Water District. b. The joint request by Placer County Water Agency/City of Roseville. c. Reclamation District 2035. 3.3 Concurrence with proposed changes to the Amended and Restated Bylaws (Attachment 3-3). 3.4 Consider approving changes to the Amended and Restated Phase 1 Reservoir Project Agreement (including Exhibits A, B, and C)(Attachment 3-4) Discussion was held with no action taken. 3.5 Concurrence to recommend to the Authority alterative participation requests from the following agencies. A brief discussion was provided in Attachment 3. a. The joint request by Placer County Water Agency/City of Roseville b. Metropolitan Water District of S. California 4. PHASE 1: Water Storage Investment Program (WSIP) Proposal & Federal Feasibility Report. 4.1 Water Commission s Draft Regulations: Discussion and consider possible response to the Sept. 2 draft regulations which were discussed by the Water Commission on Nov 10 and will be discussed again on Nov 15. 4.2 Environmental Impact Report and Environmental Impact Statement (EIR/S): Discussion related to how the proposed acceleration strategy (Attachment 4-2) has been factored into the Amended Phase 1 Work Plan and will require several policy decisions by the Reservoir Committee and Authority before the draft EIR/S would be formally released for public review and comment. Approval of the Amended Phase 1 Work Plan only allows the work needed to inform the Authority and Reservoir Committee at the time such policy decisions are needed to maintain the project s schedule. 4.3 Program Management Office Support Services: Presentation and discussion regarding: a. the various functions established by the Project Management Institute that would be established during Phase 1 and b. different approaches to have these services provided. The results of this discussion will be used by the General Manager to develop a proposed plan for future consideration by the Authority Board. Discussion was held on each item, but no action taken. Staff will incorporate comments received into updated documents for the Reservoir Committee s eventual consideration. 4.4 Amended Phase 1 Work Plan and Annual Budgets: Ad-Hoc Budget Committee report with discussion of staff report (Attachment 4-4) and consider possible action as may be amended for the following items: a. Consider approving the proposed Amended Phase 1 Revenue Targets for 2017 and 2018 for the Reservoir Committee (Attachment 4-4a). b. Consider approving the proposed Amended Phase 1 s Budget Target for the Reservoir Committee (Attachment 4-4b). c. Consider approving the proposed 2017 Annual Budget for the Reservoir (Attachment 4-4c). d. Consider approving the proposed annual 2018 Budget Projection for the Reservoir Committee, which is only for 6 months to coincide with the forecast end of Phase 1 (Attachment 4-4d). 4.5 Consultant Contract Amendments: Discuss the proposed scopes of work and budgets and consider possible approval of the following items, that have been factored into the proposed Amended Phase 1 Work Plan: a. CH2M: Additional CalSim modeling and analysis needed to support the WSIP application, specifically in response to the Water Commission s climate change requirements (Attachment 4-5a). to by staff and representatives from CH2M. b. CH2M: Acceleration of work planned in Phase 2 to support a draft EIR/S coincident with submitting the WSIP application (Attachment 4-5b). to by staff and representatives from CH2M. c. AECOM: Additional analysis that directly supports the WSIP proposal requirements, support the EIR/S preparation in specific topic areas, and advance priority technical studies (Attachment 4-5c). to by staff and representatives from AECOM. 4.6 Consultant Contract Notices to Proceed: Pending individual approvals of items a through d in agenda items 4.4, consider approval to issue Notices to Proceed, respectively to: a. CH2M (Attachment 4-6a) By consensus, the Reservoir Committee recommends the Authority approve issuance of notices to proceed. b. AECOM (Attachment 4-6b) 5.
