TOWN OF SEABROOK SELECTMEN S MEETING OCTOBER 3, 2016 Present: Aboul B. Khan Theresa A. Kyle Ella M. Brown William Manzi 6:00PM Mr. Khan opened the meeting at 6:05PM. MONTHLY MEETING DPW MANAGER John Starkey was present and went through his monthly report (see attached). He said they have the new recycling truck and it went into service about a week ago and cost about $220K. This was paid for out of the revolving fund that is generated by weekly recyclables from the residents. He discussed what is most beneficial for recycling. Mr. Starkey said every August 1 they begin to get the vehicles ready for the winter months and it is a huge process. He said if you were to look at the trucks now they look pretty good however at the end of the winter not so much. He thanked the town manager and board for their help with getting the vehicles replaced as this is the oldest fleet in the town. Mr. Starkey said household hazardous waste day will be held October 15 in the morning in Exeter, NH. He explained what is accepted on this day. He said Governor Weare park extension has started and they will be putting in the field to be used for soccer and/or football for the youth. Mr. Starkey explained Henry Boyd surveyed the land and marked out the property over by Jean Drive and the trees that were to be cut down and hopes it will be finished tomorrow. After this process is complete the town s excavator will take out the stumps. Mrs. Kyle asked about the costs to be charged to out of town people looking to use the fields. Mr. Starkey said they still have some time and will be looking into this and make a recommendation to the board. Mr. Khan said Mr. Starkey asked to have the transfer station closed on Sunday s and there was discussion on this. There would be some cost savings to the town and taxpayers as the employee s working on Sunday get paid overtime with most of them working 60-70 hours per week in the winter due to storms. Mr. Manzi said he has no objection to the request although he knows some of the residents would want it closed on Saturday not
SELECTMEN S MEETING -2- OCTOBER 3, 2016 Sunday. Mr. Khan said he has no issue but could they look at extending the day hours for one additional hour. Mr. Starkey said there was push back from the employees as they are unionized and want to start the weekend at some point. Mrs. Kyle said she has no issue with the request. The board agreed to advertise this through channel 22, website and electronic street signs. Mr. Starkey advised the board they would be getting the new rates from Waste Management on July 1 and expects an increase. MOTION: Ella M. Brown To close the transfer Second: Theresa A. Kyle station on Sundays from 2 nd Sunday in January to 2 nd Sunday in March and to be open 8AM 11AM on Saturday s during this time. PREVIOUS MINUTES SEPTEMBER 8 PUBLIC MOTION: Theresa A. Kyle To adopt the minutes Second: Ella M. Brown of 9/8 public. 2015 TAX ABATEMENT REFUND Sofist USA Inc. 417 Lafayette Road - $14,111 Ms. Silva explained this is the Lowe s property and she held it until the revaluation was done. Second: Aboul B. Khan 2015 tax abatement refund. MS-1 EXTENSION FORM Ms. Silva explained the previous extension went until October 15 but feels they should file another extension to allow the town to go through October 31. MOTION: Aboul B. PRORATED ASSESSMENT 21 NEWBURY STREET Ms. Silva explained there was a new law enacted in 2013 and said there was a total loss at this property. There is a question whether or not they will have the new home and living there before April 1. The new construction has not started but is due

Kyle April 2017. DEADLINE NOTICE TO GO IN WITH TAX BILLS Ms. Silva gave a recommendation to the board that could be included with the tax bills. Mrs. Kyle said they discussed this at a previous meeting due to many people applying for late exemptions without a valid reason. This would be just to notify them of what is available and when the deadlines are. Mr. Khan does not feel there is any harm with giving consideration to late filers as they currently do. Mrs. Kyle disagrees as she doesn t feel the reasons are valid or appropriate. She said some are even asking for previous year exemptions and said this is not a charitable organization they are running a town and need revenue. Ms. Silva commented they only ask for previous years when they haven t paid the taxes. She agrees that every case is different and should be looked at on a case-by-case basis. MOTION: Theresa A. Kyle To agree to put the Second: Ella M. Brown notice in as an insert with the tax bills as presented by Assessor. PHOTO MONITORING STATION CAINS BROOK MOTION: Aboul B. Khan To approve the request Second: Theresa A. Kyle for a photo monitoring station at Cains Brook. M.O.U. FRANKLIN PIERCE COLLEGE Mr. Manzi explained what the M.O.U. is for and said it is an extension to what the town is already allowing them to do for the employees. There is no agreement needed but does give the school an added benefit that they partner with the town. Credits would be given to an employee who goes to school there. Second: Ella M. Brown M.O.U. with Franklin Pierce college. WATER RESTRICTION Mrs. Kyle asked for this item to be on the agenda as she has received several complaints from residents who witnessed a resident power washing their home. She said there was no permission given and finds it appalling as other residents are abiding by the restrictions. She would like to amend the restriction to include no power washing of any kind. In the future if someone is found in violation of the restriction they would be fined. She said the state of NH is in a severe drought and people need to be considerate of the restriction. MOTION: Aboul B. Khan To add no power washing Second: Ella M. Brown of any kind to the current restriction. The board met last week on the budgets. Jason Janvrin said there is a developer in town and the letter of credit expires on October 10 and must be renewed or it will be revoked. If the planning board agrees to revoke the letter of credit they have asked the board to consider having a special meeting as they do not meet again before October 10. Mr. Manzi
SELECTMEN S MEETING -5- OCTOBER 3, 2016 said the board can motion for seizure of the bond by the town manager or chairman of the board under the authority of the board to work with the planning board and treasurer. MOTION: Aboul B. Khan To authorize the town Second: Theresa A. Kyle manager to work with the planning board chairman regarding this matter. Joe Guiffre said when the new recycling truck came in he would like the board to consider making the recycling mandatory. Mr. Manzi said not only for the revenue but it would be less money to get rid of the solid waste as well. Board mentioned the fire in town and how mutual aid stepped in to help and this was a fatal fire and is very sad. They are very pleased with how this was handled by the fire department and all of the surrounding towns as well as the police department who helped to get the residents into a hotel and were comfortable. Mrs. Kyle said the employees and people in this town do a great job! Jason Janvrin commented that the fire department would be hosting a touch a truck at the school. MOTION: Theresa A.
