SPEAKER PROFILES Rob Horne, Partner, Trowers & Hamlins Rob Horne is a Partner at Trowers & Hamlins. He has specialised in the resolution of construction, and construction related, disputes for over 15 years within both city practices and for a leading construction consultancy. He is a Chartered Arbitrator and adjudicator. Rob has acted for all those involved in construction activities including sub-contractors, main contractors, PFI consortia (incorporated and joint ventures), developers, local authorities, construction professionals, supplier of material and insurers. He has been involved in a wide range of projects including housing, commercial and light industrial, road, rail, hospitals (both PFI and traditional), office and retail fit out, new build and redevelopment of office buildings, ground remediation, oil and gas pipelines, mechanical and electrical installations, large scale scaffolding,
bridge refurbishment and construction, term maintenance contracts, EU procurement, the valuation and acquisition of development land and the operation of option agreements for the purchase of land. Nicholas Tse, Partner, Litigatio, Brown Rudnick LLP Nicholas Tse is an experienced advocate & negotiator with diverse experience of representing governments, multinationals, banks and financial institutions. Nicholas' practice spans multi-jurisdictional commercial litigation, arbitration and alternative dispute resolution procedures, as well as negotiating major international commercial contracts, as well as advising governments and drafting legislation. Leginsky, Chartered Arbitrator B.Ed., J.D., FCIArb Victor P. Leginsky, Canadian citizen, is an experienced international arbitrator and Barrister & Solicitor, resident in Dubai, UAE since April 2007. Victor has prior high-level mediation experience having been appointed by the Attorney General of British Columbia, Canada, to be the Chair of the Manufactured Home Park Dispute Resolution Committee. He brings over 25 years of arbitration experience in Canada. Sek Hwan Hong, Senior In-house Counsel Hyundai Heavy Industries Co. Ltd. Middle East. Sek Hwan Hong leads a team within Hyundai Heavy's International Legal Department, in which role he oversees the full legal aspects of the onshore/offshore plant projects of Hyundai Heavy while frequently advising on international trade issues and overseas investment projects as well. In particular, he has been extensively engaged in industrial plant construction projects in Middle East, such as refineries, petrochemical plants and independent water and power projects from the project development phase to the post-construction dispute resolution phase. Mr. Hong is also responsible for managing the company-wise risk management program for Hyundai Heavy concerning various the international economic sanction regimes.
