MINUTES OF 4 th MEETING OF STEERING COMMITTEE TO SLBC (PUNJAB) FOR 2015-16 The 4 th meeting of Steering Committee to SLBC (Punjab) for 2015-16 held on 08.02.2016 at 3.00 P.M. in the Conference Room, Field General Manager office, Punjab National Bank, Bank Square, PNB House, Sector 17-B, Chandigarh, was presided over by Shri Ashok Gupta, Convener (SLBC) and Field General Manager, Punjab National Bank and attended by Shri B B Kalia, Asstt. General Manager, Reserve Bank of India, Shri Pardeep Mehrotra, DGM, NABARD, besides other senior officials from banks & concerned departments of State Government. The list of participants is as per Annexure. Shri Ashok Gupta, Field General Manager, PNB extended a warm & hearty welcome to Shri B.B.Kalia, Asstt. General Manager, Reserve Bank of India, Shri Pardeep Mehrotra, DGM, NABARD and representatives from various State Government departments and member banks/organizations present in the meeting. Shri Gupta apprised the house of extension of date of enrollment under two insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) to 31.05.2016. Shri Gupta also requested all the member banks to undertake efforts in the right earnest and take steps to maximize enrolment under Atal Pension Yojana. Shri Gupta appraised the house that targets under the MUDRA scheme have already been allocated to all the banks. He requested all the member banks to rise to the occasion and take steps to surpass the targets allocated convincingly. Shri Gupta requested the banks who have not appointed Bank Mitras to appoint the same immediately. Touching upon the launching of DBT in Kerosene in 33 districts by Ministry of Finance, Shri Gupta apprised the house that the scheme is being implemented in 9 States w.e.f. 1 st April 2016. TarnTarn, Pathankot and Mohali have been identified for implementation of the DBT in Kerosene in the State of Punjab. He requested the member banks to instruct the branches of their banks for seeding the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts. After this, the agenda items were taken up for discussion and following action points emerged:- Item No. 1 Confirmation of Minutes of 3 rd Meeting of Steering Committee to SLBC (Punjab) for 2015-16 held on 19.102015. The minutes of 3 rd meeting of Steering Committee of SLBC (Punjab) held on 19.10.2015 were confirmed by the house. Item No. 2 Pradhan Mantri Jan Dhan Yojana, Activation of Rupay Card, Monitoring of Zero Balance Accounts & Appointment of Bank Mitras. While reviewing the progress on activation of Rupay Cards, member banks were requested to take steps for activation of Rupay Cards for achieving the target of 80% activation of Rupay cards set by Ministry of Finance by March 2016. The representative of P&SB and UCo Bank were requested to send the revised data immediately in view of error in reporting. The banks were requested to hold Camps for activation of Rupay Cards as covered in item 2 (i). Action: Member Banks/Concerned Banks. Minutes of 4 th Steering Committee Meeting of SLBC Punjab Page 2

The progress of appointment of Bank Mitr was reviewed. The house was appraised that success of all the social security schemes will depend upon appointment of Bank Mitras. The representative of UCo Bank apprised the house that the Bank Mitr has been identified for 13 locations and will be activated within a week and rest of the 7 places exercise of identifying Bank Mitras will be completed within 7 days and shall be activated by the end of February month. Shri Ashok Gupta, Field General Manager and Convener SLBC requested the representative of UCo bank to send the daily progress to convener bank and ensure to deploy all the Bank Mitr by the end of this month. Action: UCo Bank. Item No. 2(i) Holding of Meeting at Branches on Distribution and Activation of Rupay Debit Card and on Financial Literacy. While reviewing the progress, member banks were requested to ensure holding of camps at each branch for activation of Rupay cards and further requested to obtain the Aadhaar card in these camps for increasing the Aadhaar seeding of the accounts. Shri Arun Sharma, Chairman, Punjab Gramin Bank, apprised the house that though their bank branches are holding the regular camps for activation of Rupay cards yet the cost of activation of Rupay card of their bank comes to nearly Rs.20/- as Punjab Gramin Bank has no ATM and bank has to bear the acquirer charges on ATM of another bank. He requested that matter for waiver of these charges of banks which has not installed any ATM be referred to the Ministry of Finance. Shri Ashok Gupta, Chairman of the meeting stated to refer this matter to Ministry of Finance through banks board however house approved to refer the matter to Ministry of Finance after placing the same for approval in the forthcoming SLBC meeting. Item No. 3 Launch of Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY) The house reviewed the performance of the Banks in both the Insurance schemes. Member banks were informed of the extension of date of both these schemes to 31.05.2016 for enrolment. Shri Gupta, requested all the member banks to enroll maximum number of people under the scheme during this period. The house showed its concern for low progress under APY scheme of Ministry of Finance. Shri Arun Sharma, Chairman, Punjab Gramin Bank apprised the house that their bank has tapped the unorganized workers and Pvt. schools. As a result, many workers/teachers have subscribed to the scheme. Shri Ashok Gupta, FGM and Convener SLBC requested all the member banks to instruct the field functionaries for adopting this strategy for enrolling the maximum beneficiaries under APY. He requested the representative of Department of Institutional Finance and Banking to explore the possibility of allocating some targets to the labour inspector and advised him for reviewing the progress under the scheme. Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY). The house was apprised of the launch of PMMY by Govt. of India and instructions of MoF for classifying all the loans extended up to Rs 10 lacs to non farm enterprises in manufacturing, trading and services on or after 8 th April 2015 as MUDRA loans under PMMY. While reviewing Bank wise progress, it was observed that many banks are either submitting wrong information or no information is submitted at all by some of the banks. This has affected the progress of the Banks/State adversely. Member banks were requested to furnish the correct information on daily basis to enable SLBC to submit correct position to Ministry of Finance and in the forthcoming meeting of SLBC. Action: Concerned Banks. Item No. 4(i) Convergence of Government Schemes with Pradhan Mantri MUDRA Yojana (PMMY) The house was apprised of the convergence of NRLM, SEP, NULM & SVEP programmes with the PMMY scheme. No action point emerged. Item No. 5 Spread of Financial Literacy in Government approved Industrial Training Institutes (ITIs)/Skilling Centres & Mapping of same with FLCs. The house was apprised of the launching of financial literacy drive to educate students of skilling centres and Government run Industrial Training Institutes in particular by the Ministry of Finance. The process for imparting training at these centres was explained to the Minutes of 4 th Steering Committee Meeting of SLBC Punjab Page 5

house. Member banks were requested to sensitize FLC counselors under their control for spreading financial literacy among the students of such centres. Member banks were advised to download the financial material from website of SLBC and confirm to convener SLBC having delivered the literacy material to their FLCs. LDMs were advised that at least one Literacy Camp be hold in each skilling centre before 28.02.2016. Item No. 6 Verification Calls by Executives of State Call Centers to Bank Mitrs/BC Agents The house was apprised of the verification calls being made by the call centre for Bank Mitras and the concern of the Ministry of Finance for non providing of correct contact details of the Bank Mitras. Member banks were requested to provide the correct contact details of the Bank Mitras immediately to the Convener Bank. Shri Ashok Gupta, FGM & Convener (SLBC) requested the member banks to ensure that Bank Mitras of their bank are working properly. Base branch of the bank must show ownership of Bank Mitras & Incumbent/officer from base branch must visit Bank Mitras at least once a week for hand holding. Item No. 7 Implementation of DBT in Kerosene The house was apprised of the implementation of DBT scheme in Kerosene w.e.f. April-2016 and the selection of 3 district i.e. Tarn Taran, Pathankot & Mohali for implementation of the same in 1 st phase. Member banks were requested to instruct the branches of their banks in these districts for opening of account of Kerosene Minutes of 4 th Steering Committee Meeting of SLBC Punjab Page 6

beneficiaries. To raise Aadhar seeding percentage further, the representative UIDAI requested that Aadhaar number be obtained while opening the account and be seeded. Action : Member banks. Item No. 8 District Level Review Committee (DLRC) Meetings-Guidelines of Reserve Bank of India. The house was apprised of the guidelines of RBI regarding conduction of DLRC meetings and the concern of the Ministry of Finance for non implementation of the same. Controlling heads of banks having lead bank responsibilities in the State were requested to instruct the LDMs under their control for meticulous compliance of the instructions of MoF. Meeting dates be fixed in consultation with MPs so that they can attend. Action: PNB, SBOP, OBC, P&SB, UCO Bank. Item No. 9 Telephone Connectivity- Issues faced by Banks/ Bank Mitras. The house was informed about the regular meetings being held by Convener Bank and TSPs of Punjab LSA. All the member banks were requested to inform the convener bank of any connectivity problem in any area for resolving the same. Minutes of 4 th Steering Committee Meeting of SLBC Punjab Page 7

Item No. 10 Pradhan Mantri Fasal Bima Yojana The house was apprised of the launch of Pradhan Mantri Fasal Bima yojana and its ingredients. No representative of Agriculture Department was present in the meeting. The representative of Department of Institutional finance and Banking was requested to inform to the convener bank the implementation of this scheme in the State of Punjab for placing the same in the forthcoming SLBC meeting. Action: DIF&B. Item No. 11 Start-up India Programme of Ministry of Finance. While deliberating on the progress under Start-up India, the house was of the view that the correct reporting under the scheme is not reported to the Convener Bank. Member banks were requested to check the data submitted by them and send the corrected data if any for placing the same in the forthcoming SLBC meeting. Item No. 12 Non/Late receipt of data/information from Bank/LDMs After detailed discussion in the matter it was resolved that all the member banks will inform the name and contact details of the alternative to Nodal Officer for contacting the same in case of need. Item No. 13 Roadmap-Provision of banking Services in Villages having Population below 2000 The house was apprised that out of 10132 indentified villages, Banks in the state have already covered 10125 villages. Now out of remaining 7 allocated villages 6 pertain to SBI, and 1 to U-co Bank. The representative of SBI assured the house that the remaining 6 villages will be covered by 12.02.2016; similarly representative of U- co assured the house that the 1 village will be covered with in this week. Action: Concerned Banks. Item No.13(i) Roadmap for opening brick and mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank. The house was apprised of the instructions of RBI for coverage of villages having population above 5000 through Brick and Mortar branches and identification of such villages by the Lead District Managers. Member banks were requested to ensure coverage of these villages as per the road map submitted by the respective bank. Item No. 14 Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitator. While deliberating on the issue, it was observed that there is lack of awareness about digital life certificate. It was resolved that member bank should popularize Digital Life Certificate by putting banners outside branches. Minutes of 4 th Steering Committee Meeting of SLBC Punjab Page 9

Item No. 15 Issues of Unique Identification Authority of India (UIDAI) The representative of UIDAI requested the member banks for obtaining the Aadhaar card while opening of accounts as well in FLC camps. He further requested that the detail of MICRO ATMs deployed by the banks may also be furnished to UIDAI. Action: Member Banks/Convener Bank. Item No. 16 Progress Report of Financial Literacy Centres (FLCs) The progress up to the quarter ending Dec-2015 was reviewed and found to be satisfactory. No action point emerged. Item No. 16(i) Opening of Financial Literacy Centres (FLCs) at block level. The position of opening of accounts at block level was reviewed. It was observed that 57 FLCs at block level, are yet to be opened. Member banks who have not opened the FLCs as yet were requested to open the same immediately. Action: Concerned banks. Item No.17 Setting up of Rural Self Employment Training Institutes (RSETIs) The performance of RSETI was reviewed and found to be satisfactory. The representative of Rural Development Department apprised the house that though possession of land has taken place in 15 districts yet construction has been started only in 6 districts, reasons for non starting of construction be also ascertained. Shri S K Sharma, State Project Director, apprised that construction has been started at many places. Shri Ashok Gupta, Chairman of the meeting suggested that a meeting of Rural Development department with State Project Director be convened and exact position be apprised to the Convener Bank for placing the same in forthcoming SLBC meeting. The representative of industries department apprised the house of difficulties being faced for getting the beneficiaries trained in the cases where loans has been sanctioned. After detailed deliberations it was decided that a meeting be convened between industries department and State Project Director of RSETI for chalking out the strategies for imparting training to the applicants. Shri S. K. Sharma, State Project Coordinator, requested the representative of department of Rural Development for release of funds for reimbursement of training expenses at the earliest and requested the member banks for credit linkage of trainees of RSETIs sponsored programmes. Shri Sharma also requested the representative of rural development for providing land at all the districts immediately. Action: Department of Rural Development/Department of Industries/Member Banks. Item No. 18 Electronic Benefit Transfer (EBT) for Government Schemes No representative of Department of Social Security was present as such no decision in the matter can be taken. However representative of Department of DFI&B was requested to apprise the decision of the State Govt. for distribution of pension in the State enabling the convener bank to place the same in the forthcoming SLBC meeting. Action: Department of Social Security/DIF&B. Item No.19 Guidance on the orders received from Police Authorities. The representative of Department of Institutional Finance and Banking apprised the house that the minutes of the meeting held on 07.01.2016 is not yet finalized and action will be taken after finalization of the minutes. Action: Department of IF&B. Item No. 20 Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting. The representative of DIF&B informed the house the decision of the concerned department and suggested that if more clarification/discussion in the matter is required a meeting of the concerned department with convener bank be called for sorting out the matter. Item No. 21 Issues of Regional Coordination Committee meeting of NABARD The house was apprised of the action point emerged in the meeting of Regional Coordination Committee, member banks were requested to ensure meticulous compliance of the instructions/guidelines of NABARD. Shri Pardeep Mehrotra, DGM, NABARD, informed the house that the reporting under SHG is not correct. He requested all the member banks to instruct the branches under their control for providing data on SHG-bank linkage to the Lead District Manager. He further requested that LDMs be advised to review the progress of SHG credit linkage in the DCC/DLRC meeting on regular basis. Shri Mehrotra further pointed out that some banks are giving in writing that all the Govt. sponsored schemes and loan applications in the context of JLGs may be routed through the controlling office. Item No. 23(i) Alteration/deletion in Revenue record. Deliberating on the issue, the representative of Revenue Department informed the house that they have not received the detail as yet. The representative of DIF&B assured that the details will be provided to the revenue department. The representative of Bank of Baroda informed the house that there are alterations in the revenue record after marking of lien by the department.
