Page 1 of 71 Introduction* The*postal*history*of*Papua*and*New*Guinea*is*confusing*and* immensely*complex*to*a*philatelic*newcomer.* Historically,*New*Guinea*as*it*was*called*by*Colonists*was*divided*into* German*and*British*domains.*So*it*remained*until*the*start*of*world* War*I.** Soon*after*the*conDlict*began,*German*New*Guinea*was*occupied*by*a* larger*australian*force,*which*continued*to*rule*the*former*colony* until*1921.*in*that*year,*australia*was*granted*a*mandate*by*the* League*of*Nations*which*formalised*it s*possession.* British*New*Guinea,*the*southern*part*of*the*east*of*the*island*became* Papua*in*1906.** In*the*early*days*of*White*settlement,*Letters*from*Papua*were* merely*handed*to*the*captains*of*passing*ships,*together*with*any* necessary*cash*for*posting*on*arrival*at*an*established*post* ofdice (*Rosenblum,+Stamps+of+Papua,+1966)* In*1885,*The*Government*of*Queensland*established*a*Post*OfDice*at* Granville.*This*is*now*a*suburb*of*Port*Moresby.* Queensland*stamps*were*used,*initially*cancelled**by*a*die*with*N.G.*at* the*centre*of*an*oval*formed*by* eight*horizontal*bars.* This*did*not*satisfy*the*British* authorities,*as*the*proper*name* was*british*new*guinea.*it*was* replaced*after*two*years*use.* In*the*period*1885*to*1901,* when*british*new*guinea* stamps*were*introduced,*the* following*cancellations*were* used.**(+roger+lee,+the+postal+ History+of+British+New+Guinea+ and+papua+1885+to+1942,*1983)

Page 4 of 71 The#Watermarks# The*Quatrefoil,*(or*as*it*is*now*called,*Rosette)*was*adopted* for*use*in*parts*of*the*british*empire*which*were*not* Crown*Colonies.*Thus*Sarawak,*Zanzibar,*Johore*and* Sudan*made*use*of*the*Quatrefoil*at*some*time.*In*the* Sudan,*it*had*to*be*with*drawn*as*the*natives*thought*the* design*concealed*the*christian*emblem,*which*they*were* being*asked*to*kiss,*when*they*licked*the*stamps!*(stanley+ Gibbons+Monthly+Journal,+August+1925,+page+257)+ The*Rosette*was*used*as*the*watermark*for*stamps*which*were*recess* printed*by*de*la*rue,*in*england*from*1901*to*1906.*during*that*time* the*name*of*the*territory*was*changed*from*british*new*guinea*to* Papua,*the*natives *name*for*their*land.* Starting*in*November*of*1906,*the*De*La*Rue*stamps*were* overprinted*with*the*name*papua,*dirst*in*port*moresby,* Large*Papua,*and*later*in*Brisbane,* Small*Papua.* Notwithstanding*the*primitive*circumstances*of*Port* Moresby,*the*quality*of*their*overprinting*was*superior.* Papuan*stamps*were*printed*in*Australia*from*1907.*The* watermark*used*for*the*dirst*lithographed*series*was*the* Crown#over#A,*W#11.# In*1911,*when*J*B*Cooke*printed*the*Monocolour*series*by* typography,*he*used*a*simpler*crown#over#a.*the*w#8.* The*symmetry*of*this*device*meant*it*could*not*be* reversed.* In*1932,*W*15*of*Australia*was*used*(South*Australian*paper)* for*the*9d*lilac*and*violet*and*the*1s*3d*lilac*and*greenish*blue* stamps.*multiple#c#of#a*(w#15)*

Page of 11 71 The*De*La*Rue*stamps* Introduction* The*earliest*booklet*on*British*New*Guinea*and*Papua*was*by*Fred*J*Melville.*This*was* published*in*1905.* Melville 1 *quotes*the*australian*handbook*of*1895:*papua*postal*matters*in*the* Possession*are,*in*practice,*administrated*as*if*it*were*a*postal*district*of* Queensland,*and*the*same*stamps,*rates,*and*regulations*are*in*use.*Such* changes*as*become*necessary*in*queensland*on*account*of*the*colony*joining*the* Postal*Union*also*became*necessary*in*New*Guinea,*which*joined*the*union*at* the*same*time,*and*an*act*was*passed*in*1892*to*enable*the*postal*service*in*the* Possession*to*be*still*kept*on*the*same*footing*as*those*of*Queensland*under*the* new*conditions.* The*postal*rate*of*letters*was*therefore*two*pence*per*halfbounce,*the*same*as*between* the*other*australian*colonies.*thus,*queensland*stamps*of*1888*to*1901*can*be* identidied*as*having*originated*in*the*british*new*guinea*by*their*postmarks.* A*series*of*postage*stamps*expressly*designed*for*use*of*the*colony*of*British*New* Guinea*made*its*appearance*about*April*1901.*Seven*denominations*from*a*half* penny*to*1*shilling*comprised*the*initial*set.*the*2s.*6d.,*was*added*in*1905.* The*Lakatois*design*The*design*consisted*of*a*horizontal*rectangular*frame*with*the* outer*angles*dinished*off*in*small*ornaments.*the*frame*bears**a*curved*band*of* colour*with*the*white*letters*british*new*guinea*at*the*top.*to*each*end*of*this* band*are*adjoined*white*labels*with*coloured*letters,*postage.*the*lower*corners* of*the*frame*and*bear*the*value*expressed*in*white*digures*on*an*oval*ground*of* colour.*foliage*and*shading*complete*the*design*of*the*frame.*the*frame*is*in* every*case*in*colour.* In*the*centre*and*is*an*arched*opening*for*the*vignette,*which*is*in*black*on*all*the* values.* In*the*foreground*of*the*central*picture*is*a*lakatoi,*a*peculiar*native*craft.*In*the* background*is*the*village*of*hanuabada.** The*initial*Printers* The*stamps*were*engraved*and*printed*by*Messrs*De*La*Rue*and*Company*of*London,* in*sheets*of*30*stamps*arranged*in*six*horizontal*rows*of*dive.*they*were*printed* to*by*recess*or*linebengraving.*even*now,*the*best*quality*stamps*ever* produced*are*those*by*linebengraving,*as*used*for*the*penny*blacks*in*1840.* LineDengraving# The*original*design*for*a*linebengraved*stamp*is*usually*a*watercolour,*which*the* engraver*can*translate*and*reproduce,*in*etched*lines*on*the*polished*steel*die.*

Page of 12 71 The*fullbsize*sketch*is*reduced*to*the*size*of*the*stamp.** * The*quality*and*appearance*of*those*stamps*even*today*is*far*superior*to*what* followed.*hamilton*croaker,*however*was*not*as*sanguine.*in* Lakatois*I,*he*gave* a*description*varieties*due*to*weak*entries.*he*concluded*i*am*at*a*loss*to* understand*why*de*la*rue*did*not*make*some*attempt*to*correct*them*on*the* copper*working*plates.*needless*to*say,*he*would*have*less*to*talk*about*and*we* would*have*had*less*to*discover.* On*18*March*1902*to*the*authority*previously*held*by*the*government*of*Queensland* was*transferred*to*the*governorbgeneral*of*australia.*the*papua*act*of*16* November*1905*had*the*effect*of*transferring*control*to*the*Federal*Government* of*australia*and*a*proclamation*of*18*september*1906*caused*the*name*of*the* possession*to*become*the*territory*of*papua.* The*last*consignment*of*British*New*Guinea*stamps*sent*by*the*printers,*De*La*Rue,*to* Port*Moresby,*was*on*20*April*1906.*On*6*October*1906,*the*Treasurer*sent*a* minute*to*the*government*secretary*requesting*in*that*postal*stamps*should*all* be*surcharged*papua.*the*original*overbprinting*using*a*large*papua*mark*was* carried*out*in*port*moresby.* Subsequently*overprints*were*made*at*Brisbane*using*the*small*Papua*overprint.*The* Papua*overbprints*were*of*course,*only*provisional*issues*designed*to*use*the* stamps*already*printed*by*de*la*rue*and*company.* The*acting*Chief*Postmaster*tried*to*have*the*linebengraved*plates*altered*from*British* New*Guinea*to*Territory*of*Papua*however*this*was*not*possible.**The*plates* were*used*for*preparing*lithographic*stones*from*which*were*printed*the*dirst* stamps*bearing*the*name*papua*without*overprinting.* Lithographic#printing# Lithography*is*another*surface*process.*The*image*or*design*is*drawn*(in*reverse)* direct*on*the*stone*in*greasy*ink*or*applied*by*means*of*special*transfers,*the* blank*parts*of*the*stone*being*neutralized*by*water.*transfers*were*also*taken* from*the*stone*as*many*as*are*required*to*form*a*plate*for*printing*stamps.*this* was*the*method*used*by*the*early*printers*of*british*colonial*and*foreign* country*stamps*during*the*19th*century.* The*initial*photography*is*directed*towards*making*a*colour*transparency*of*the* original*artwork,*reduction*and*multiplication*of*the*designed*stamp*size,* processing*the*colour*separations*which*form*separate*printing*plates*and*the* inclusion*of*the*halfbtone*screen*to*provide*a*range*of*tones*for*each*colour.* The*Government*Printer*of*Victoria*was*well*versed*in*printing*by*lithography.*By* using*this*method,*he*removed*reddish*new*guinea*and*replaced*it*by*the*work* of*papua*without*any*difdiculty.*melville*stated*the*design*and*appears*to*have* been*copied*from*the*old*stamps*by*a*photographic*process*for*transferring*the* design*onto*the*lithographic*stone*and*in*so*doing*slight*enlargement*has*been* made.*
