By Regina Anderson IIAT Manager of Technical Services Insurers for in Texas T he Texas premium volume and loss data for tells a story of slower premium growth, and climbing loss ratios. The total written premium volume for all lines of insurance in Texas was $53.4 billion in, compared to $50.0 billion in, an increase of 6.8 percent. With the exception of workers compensation, which decreased slightly, and all other lines of insurance featured in this report showed a percentage gain from to. The increases ranged from 4.3 percent for homeowners to 10.4 percent for personal auto. personal lines premium volume increased 8.6 percent. The weather was a major factor in property loss ratios for the second year in a row with the Homeowners loss ratio again over 80.0%. The Commercial Multi-Peril loss ratio climbed to 105.4 marking the worst performance in the past 6 years. Both personal and business auto were unprofitable as well. The Personal Auto of 76.6% marked the third straight year the loss ratio has exceeded 70.0%. The Business Auto loss ratio of finished at 82.1% marking the fourth year of deteriorating results. Workers Compensation continues to be extremely profitable. Here are the highlights in summary for : The aggregate loss ratio for all Texas companies for all lines of business was 94.1 percent (compared to 74.4 percent in ). The countrywide aggregate loss ratio was 65.0 percent (up from 60.3 percent in ). Texas policyholders spent $53.4 billion on insurance premiums for all lines of insurance (up from $50 billion in ), with the national premium volume of $627 billion. Personal lines market share for Texas independent agency companies in increased slightly, from 26.6 percent in to 27.1 percent in. share for independent agency companies has remained virtually unchanged for 10 years, ranging from a low of 25.6 percent in 2008 to a high of 27.4 percent in 2015. PERSONAL AUTO The top 20 companies in personal auto stayed almost the same in with the exception of the addition of Consumers County Mutual new to the list along with American UNDERSTATED MARKET SHARE A.M. Best reports aggregate data for each company group and categorizes each company group as a Direct Writer or Agency based on the source of the majority of its premium volume. For example, premium for the following company groups are reported in the Direct Writer category even though a significant (but not majority) percentage of premium comes from independent agencies: Allstate, Auto Club AAA, Berkshire Hathaway, Farmers, Liberty Mutual, MetLife and Nationwide. This is offset somewhat by Progressive and Hartford, reported in the Agency category even though a percentage of those company group premiums come from non-independent agent sources or consumers. For this reason, the percentages of independent agency personal lines market share may be understated. Access Casualty. Knocking out Titus and Alinsco. Independent agency companies lost ground against direct writer companies with a 27.5 percent market share as compared to 27.7% in. The personal auto loss ratio of 76.6 percent decreased from 79.8 percent in and was higher than the national average loss ratio of 68.8 percent. HOMEOWNERS The homeowners loss ratio of 80.3 percent reflects a decrease from 87.0 percent in. The rest of the country produced a countrywide loss ratio of 73.5 percent in. The Texas Fair Plan Association dropped its position at #17 down to #18 and had a decrease from 83.0 million in to 74.2 million in. The market share for independent agency companies had a slight gain from 24.2 percent in to 26.0 percent in. COMMERCIAL MULTIPERIL The commercial multiperil loss ratio also increased from 87.1% to 105.4 percent also the highest loss ratio since 2008, while the rest of the country only had a an increase from 50.9% to 60.1%. The new entity to the top 20 in was AmTrust up from the 21 spot in and Central at number 19 last year fell out of the top 20. COMMERCIAL AUTO The commercial auto loss ratio was at 82.1 percent, and this marks the sixth year in a row that the loss ratio was above 60 percent and less profitable than the countrywide loss ratio. The workers compensation loss ratio of 35.8 percent continued a 13 year streak of profitable years for workers compensation in Texas. Texas Mutual Insurance continued to dominate the Texas market in with written premium of 992.1 million, representing a 49.6 percent market share, compared to 40.1 percent in. THE OUTLOOK FOR 2018 Insurance companies are reacting by filing for rate increases in various lines of insurance. Also, a movement towards ACV roof valuation for wind related claims appears to be gaining momentum as multiple carriers have filed endorsements for this option. The Texas economy continues to expand which will make Texas an attractive state for insurers despite the recent loss ratio problems.
