ENVIRONMENT & INFRASTRUCTURE ENVIRONMENT & INFRASTRUCTURE ENERGY GATEWAY ENERGY CENTRE LIMITED THE ELECTRICITY GENERATING STATIONS (VARIATION OF CONSENTS) (ENGLAND AND WALES) REGULATIONS 013 ( THE VARIATION REGULATIONS ) REGULATION 5(5) THE ELECTRICITY WORKS (ENVIRONMENTAL IMPACT ASSESSMENT) (ENGLAND AND WALES) REGULATIONS 000 (AS AMENDED) REGULATION 9 GATEWAY ENERGY CENTRE Notice is hereby given that Gateway Energy Centre Limited ( GECL ) of 1 Holborn Viaduct, London EC1A 4DY (the applicant) has submitted to the appropriate authority, being the Secretary of State for Energy and Climate Change ( the Secretary of State ), an application under section 36C of the Electricity Act 1989 to vary the consent (Ref: 01.08.10.04/46C) granted pursuant to section 36 of the Electricity Act 1989 on 4 August 011 and varied on 18 November 014 so as to permit it to construct and operate the proposed generating station (known as the Gateway Energy Centre at The Manorway, Stanford-le-Hope, Essex) maintaining its output at up to 1,50 MW while allowing for alternative technology options for the power generation units as described below. GECL has also requested that the Secretary of State issue a direction under section 90(ZA) of the 1990 Act that the conditions in the deemed planning permission be varied or to issue a direction under section 90() of the Town and Country Planning Act 1990 that planning permission be deemed to be granted. The description of the development proposed is: (a) either: (i) up to two combined cycle gas turbine ( CCGT ) units (including for each CCGT unit: a gas turbine; a heat recovery heat generator; steam turbine plant; and associated equipment); or, (ii) (1) one CCGT unit (including: a gas turbine; a heat recovery steam generator; steam turbine plant; and associated equipment), and () one or more open cycle gas turbine ( OCGT ) units with the OCGT units having a combined rated electrical output of less than 300 M1 (including for each OCGT unit: a gas turbine and associated equipment); (b) air cooled condensers and auxiliary cooling; (c) gas receiving facility; (d) one or more electrical switchyards; (e) ancillary plant and equipment; and (f) the necessary buildings (including administration offices) and civil engineering works. 1 300 MW refers to the OCGT(s) not the CCGT and the OCGT(s) GECL has since received notice under Regulation 4(6) of the Variation Regulations that the Secretary of State considers that the variation application is suitable for publication. The application is accompanied by an Environmental Statement Further Information Document (February 016) which together with the environmental statement (February 010), the Further Information Document (December 010) and the Further Information Document (August 014) considers the environmental effects of the proposed Gateway Energy Centre. The orders create a new Controlled Parking Zone (HA) to include all of Dalkieth Grove. The hours of operation of the Dalkieth Grove CPZ (HA) are pm to 3pm Monday to Friday. Designated permit holder only parking places are provided to allow Zone HA permit holders and visitor permit holders to park during the controlled hours. Permit parking places are provided where it is safe to do so, without causing obstruction to dropped kerbs. 3 Only Dalkeith Grove addresses would be eligible to apply for Zone HA permits. Permits if required would cost the following per household: 1st vehicle 67.50, nd vehicle 101, 3rd vehicle 135, 4th and subsequent vehicles 169 each. Visitor permits would cost 16.90 per quantity of ten, 50% discount for OAP s. 4 The Harrow (Waiting and Loading Restriction) (Amendment No. 5) Traffic Order 016 further amends The Harrow (Waiting and Loading Restriction) Traffic Order 014, by providing the operational zone time waiting restrictions, double yellow lines, and proposed sections of 8.30am to 4.30pm, Monday to Friday, waiting restrictions in Dalkieth Grove. 5 The restrictions referred to in this notice shall not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties.
