Accountant - Youth Empowerment Project Location: [Africa] [Kenya] Town/City: Kisumu Category: Finance Job Title: Accountant Reporting to: Project Manager Youth Empowerment Project Work Location: Lake Region Project Area: Migori, Kisii, Nyamira, Homa Bay, Kisumu and Siaya Counties : Purpose of the position: Manage the financial aspect of YEP project, Sub grantees/sub-recipients (SR) monitoring and reporting on grant spending for YEP Project. Sub Recipient /Sub grantee Monitoring, 40% Follow up with partners to ensure timely and error free financial reporting. Timely disbursement of funds to SR Ensuring Sub-recipients have internal control systems in place such that
accounting records are complete, accurate and are maintained on a consistent basis within the generally acceptable accounting principles. Undertake field visits as necessary to ensure Financial reports can be linked to the programmatic reports Thorough review of SR submitted financial reports including payment vouchers and giving feedback on performance, areas of improvement and expectations in terms of SR financial performance. Follow up with Sub-Recipient on due diligence action plan, provide support to ensure all identified capacity gaps are addressed. Undertake spot checks on sub recipient financial systems and activities. Monthly and Quarterly Financial Grant reports, 30% Consolidate SR quarterly and or monthly financial reports in a timely manner and with no errors. Review and where necessary provide appropriate expense codes to partners for (%) accurate posting of expenses. Prepare analysis of grant expenditure for management action to help in monitoring the burn rate of YEP project. Preparation and participation in annual Audits of the department, 5%
Ensure all financial documents are filed and files are available for Audit. This would include financial records and contract agreements. Work with auditors to retrieve the sampled documents from the files. Assists auditors to receive required information for YEP project from other departments, for example Supply Chain department, HR and World Vision Kenya Finance Office during audit. Contribute to acceptable and timely audit reports through provision of required feedbacks during Audit processes. Monitoring bank balances, 5% Ensure funding requests to the donor is done on a timely basis and that any pending receipts are followed up promptly. Ensure adequate PBAS commitment for smooth running of project activities Budget Monitoring, 15% Help YEP Program staff in linking Grant Budgets to Grant Work-plans,so that the activities to be undertaken in the project matches to the budget Work with Associate Director Grants in matching SR budgets to the project budget for consistency. Monitor and review SR activities to ensure that only budgeted costs have been incurred. Page 3/5
Administration, 5% Ensure all copies of final signed Grant agreements documents between YEP donors and sub- recipients are available on file. Ensure good storage of financial reports and records pertaining to the YEP program in line with the WVK and donor requirements. Attend program technical meetings and give feedback and updates on financial aspect of the YEP project Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or selfeducation, prior experience or on-the-job training: Educational level required: B.A Degree Accounting/ Commerce/Finance Option Professional technical skill desired : CPA / ACCA Over 3 years working experience managing donor funded grants. Demonstrated experience working with partner organization. Experience in developing budgets and negotiating the same with partner agencies and donors. Sound knowledge of programme management. Well-developed and effective organizational skills, including to ability to multitask and work in a high-pressure environment.
