Journals/2015-16 Dated: 02.01.2017 To NOTICE INVITATION FOR LIMITED TENDER ENQUIRY Sealed tenders are invited for offering of flat discount on Foreign Journals (List enclosed) for the year 2016-17 (i.e 1 st January to 31 st December, 2017) required for Library of ICAR-Central Institute for Research on Cattle, Grass Farm Road, Meerut from interested publishers/reputed vendors, so as to reach ICAR-CIRC, Grass Farm Road, Meerut office on or before 24/01/2017 upto 2.30 p.m. thereafter no tenders will be entertained. The discount quoted should be valid up 31/03/2017. The tender must be accompanied by earnest money of Rs.15,000 (Rs. Fifteen thousand only) in the shape of fixed deposit/bank draft duly pledged drawn in favour of ICAR Unit, PDC, Meerut. The tenders received without earnest money or short of it or not in the form specified above will not be entertained and shall be rejected straightway. The earnest money of successful tenderers will be returned after completion of supply. The tender will be opened on 24/01/2017 at 3.00 p.m. in the office committee room in presence of tenderers or their authorized representatives. The successful tenderers are required to submit bank guarantee equal to advance amount for the supply of Foreign Journals within the stipulated period, failing which the penalty ranging from 2% to 5% will be imposed. In case the firm fails to supply the Journals, the EMD will be forfeited. The Director reserves the right to reject any or all offers without assigning any reasons. Terms & Conditions For supply of Journals 1 Over all flat discounts on all the journals/ books are required. No need to mention discount on individual journals. 2 Successful tenderer will have to supply all the journals to the Incharge Library, ICAR-CIRC, Meerut as per the supply order through speed post or Transport without any additional charges. 3 The Supplier will furnish the proof of the subscription rates of the periodicals /Journals with proforma invoice. The payment will be made exclusively on the basis of invoice submitted by the supplier. No additional payment will be made. 4. An contract agreement has to be signed by the successful bidder with the ICAR-CIRC, Meerut that the firm/publisher will supply all the Journals as per tender notice. 5. Payment will be made on bill basis after monthly subscription of Journal. 6. In case of advance payment, the successful bidder has to submit the 100% Bank Guarantee from any Nationalized Bank of the amount equal to the cost of Journal should be valid for a period of 18 months. Bank Guarantee must be certified by the issuer branch. The Bank Guarantee will be released after satisfactory supply of all the journals. 7. In case of payment on bill basis, the supplier has to complete the supply of the journals during the period i.e 1 st January to 31 st December, 2017. Three months will be given extra to complete the supply of each monthly journal from the end of each month for supply of left over issues. In case the supplier fail to supply a few issues of the journals within time, there will be a Liquidity Damage for delay in supply of journal at the rate of 2% per month on the value of delayed supply with a maximum of 10% of the value of the delayed supply of the journal. 8. In case of advance payment the cost of the left over issues (as per publisher price) shall have to be refunded by the supplier along with a Liquidity Damage for delay in supply of journal at the rate of 2% per month on the value of delayed supply with a maximum of 10% of the value of the delayed supply of the journal. 9. The supplier shall have to start supply of all journals within three months from the date of release of the advance. 10. The bid shell be valid for 18 months from the last date of submission of tender bid. 11. The District Court of Meerut (U.P.) shall have the Jurisdiction for any dispute only. 12. Initially the contract for supply of journals will be one calendar year i.e. January to December of a year and can be extended for further one year with the approval of Director, ICAR UNIT.
13. Price Fall Clause : The Offer of the rates by the publishers/suppliers will be subject to the price fall clause i.e. if any item is offered by the tenderer on lower rates to some other organization, he shall forthwith notify such reduction or sale immediately to the Director, ICAR UNIT and such reduction will automatically applicable to the ICAR UNIT. 14. No gratification clause : The bidders will give an undertaking that they will not try to gratify any person or use any other unfair means involved in the purchase of the quoted books & journals. This will also debar the company for participating in other tenders floated or to be floated by the purchaser and suitable action will be initiated against such defaulters. 15. Validity of bids: For the calendar year and additional six months totaling 18 months e.g. from 01 January 2017 to 30 June 2018. 16. The ICAR Unit reserves the right to reject any or all Bids/Offers without assigning any reason or cancel the process at any time. 17. The journals available in dual currencies should be billed in the currency by which the converted cost is the lowest in Indian rupees. 18. The firm/vendor has to inform about the availability of free online access to the ordered journals to the ICAR Unit Library. 19. Activation of online journals has to be done by the firm without charging any additional charges or subscription. 20. The firm should have last Five years experience in supply of foreign and Indian journals to ICAR Institute s/sau, Central universities/other UGC recognized universities. The firm /agency should make an undertaking that it will be in a position to supply the foreign and Indian journals as per the list attached. 21. The firm have to pay 2% penalty (up to 10% maximum) against late supply of print/online journals/ periodical. The firm/vendor will refund the proportionate cost/value/amount along with 10% penalty for the not supplied journals/issues in lieu thereof in the form of refund by means of a Demand Draft favoring Director of ICAR Unit. The firm will refund to Unit s Library full amount of subscription of journals along with the penalty which are not supplied within six months from receipt of payment.

Last date and time of receipt of quotation/tender 24.01.2017 upto 2.30 p.m. Special Terms and Conditions 1. The delivery of Journals should be provided within 90 days from the issue of supply order. 2. The supplier should ensure the supply should be made within stipulated time. 3. The sealed envelope for Subscriptions/Supply of Foreign Journals in which tender / quotations sent should invariably be marked on top as Enquiry CIRC/ Foreign Journals/2016-17 due on 24.01.2017 at 2.30 p.m. 4. Late, unsealed and incomplete tenders will not be considered at all. This office will not be responsible for any postal delay. 5. The terms and conditions finalized at the time of agreement/contract shall remain unchanged during the effective contract period. 6. Conditional tender/offer will not be accepted. Selection Criteria of Bidders for TECHNICAL BID for the supply of Foreign and Indian Journal the supply of Journals; a) The firm should have financial status in dealing with the supply of the Periodicals. Turnover of the firm during the preceding 3 years should be minimum 5 times of the supply order or any equivalent amount fixed by the ICAR Unit, The documentary proof of this effect in the form of balance sheet for each year for the last three years has to be enclosed along with the offer of the tender, failing which the offer will be rejected. (To be enclosed with the technical bid). b) The firm should be having PAN (Permanent Account No.) / TAN allotted by the Income tax Department, documentary proof of the same has to be enclosed along with the technical bid. c) The Firm/Agency should be a regular member of the "GOODS OFFICES COMMITTEE" of the Federation of Publishers and Book Sellers Association of India and a proof has to be enclosed with the offer. d) The firm shall provide web based claim management support so that the order/delivery/claim status can be checked by this institution as and when required. Company should submit documentary evidence (in the form of website printouts) of such a facility and also give website address where this service can be checked.
e) Technical Bid to be appended along with the offer (in a separate envelop marked as Technical Bid) f) The firm /agency is supposed to enclose the documentary evidence of minimum Two (2 nos.)work order of at least the same value of the present supply order each for the subscription of foreign and Indian journals to be annexed regarding supply of periodicals to ICAR Institute s/sau Central universities/ other UGC recognized universities and IITs, (to be enclosed with the technical bid). Experience should be for supply of foreign and Indian journals. g) The Firm / agency should give undertaking that the firm have necessary permission to deal with foreign and Indian periodicals subscription and make necessary payment in currency. Further it should fulfil all statutory requirements as per the enclosed checklist with the technical bid) h) Terms and conditions for supply of journals in ICAR Unit library duly signed has to be enclosed with the technical bid)
