2 National Liquor Authority Registration procedures and fees The National Liquor Authority (NLA) is a national structure that regulates the macro manufacturing and distribution tiers of the liquor industry. As a result it also registers and issues licenses to macro manufacturers and distributors of liquor. Manufacturing registration A manufacturing license is a license granted to any liquor manufacturer who produces volumes of liquor that are equal or exceeds the following thresholds: 100 million liters of clear beer per year 50 million litres of sorghum beer per year 4 million litres of wine per year 2 million litres of spirits per year Distribution registration A distribution license is a license granted to liquor traders who distribute liquor only to other liquor license holders like taverns, pubs and bottle stores. Application procedures and requirements 1. Complete the prescribed form for the type of application you wish to make. Ensure that the forms are fully completed as incomplete forms/incorrectly completed forms will not be considered. 2. Applicants should heed instructions on the application form. An application form should be accompanied by the following documents: A sheet listing the name, race, gender, identity number and address of each person, including the applicant or proposed transferee, who will have a fi nancial interest in the business, and the nature and extent of that interest in all instances. National Liquor Authority Registration procedures and fees 3 A sheet detailing the fi nancial interest of the applicant/s proposed transferee in the liquor industry within South Africa, and if the applicant or proposed transferee is not an individual, provide equivalent information about each shareholder, member, partner or benefi ciary of the applicant or proposed transferee. A sheet that list separately the commitments undertaken by the applicant/s proposed transferee towards black economic empowerment, combating alcohol abuse, including details of relevant charters or industry codes of conduct. A sheet giving a detailed description of the extent to which your activities will affect new entrants to the industry, job creation, diversity of ownership, effi ciency of operation, exports and competition within the industry. Liquor to be traded in should always be liquor as defined in the Liquor Products Act NLA 25 & 1/1 Compliance with instruction on form & payment of prescribed fee In addition to compliance on form 1/1, the following additional information must be furnished with regard to:e.g. 1. Combating alcohol abuse financial & non-financial contributions to counseling & rehabilitation centers 2. Participation in the liquor industry The extent to which the activities increase/decrease employment opportunities The current/projected market share Volume/type of liquor produced List of competitors & their market share 3. Registrants/applicants should provide the following certified documents: Identity Document Registration document of mentities (cc; pty; trust; estate late; body corporation). Personal residential address and contact details of directors/members/trustees/executors/benefi ciaries.
