Local Government Responses S.B. 148 BDR 40-448 City/County: City of Henderson Approved by: Mike Cathcart, Business Operations Manager Comment: No fiscal impact to the City of Henderson City/County: City of Las Vegas Approved by: Susan Hauht, Administrative Secretary Comment: This bill would not change the fees that the City of Las Vegas is required to pay for emission control testing of the City fleet vehicles. This seems like an effort by the larger air quality agencies, and presumably Clark County Air Quality, to have better control over distribution of the receipts of the fee collections. Unless we were previously receiving part of the fee distribution due to the use of the term governmental agencies instead of the proposed term of air pollution control agencies, which seems unlikely, then this bill does not affect us. City/County: Washoe County Approved by: Kevin Dick, Air Quality Management Div Dir Comment: The BDR will eliminate expenses for personnel time and expenses associated with preparing grant proposals, quarterly reporting of grant accomplishments, and preparation of submittals to the Advisory Committee, NDEP, and DMV related to proposals, budget reallocation requests, and extension requests. The BDR has a positive fiscal impact, expenses are reduced. Financial benefits occur incrementally as the initial proposal development costs, and then reporting and administration costs are reduced over the multiyear cycles of existing grants. Labor savings result from the Air Quality Management Division Director and Health District Fiscal Compliance Officer not having to develop and submit a grant proposal FY13-14, not having to submit a proposal and administer a grant FY14-15, and not having to develop a proposal and administer multiple grants in future biennia. Has Impact $0 ($2,510) ($7,327) ($43,430) The following cities/counties did not provide a response: Boulder City, City of Elko, City of Fernley, City of Mesquite, Nevada League of Cities, Elko County, Humboldt County, Lyon County, Mineral County, Nevada Association of Counties, and Storey County. 5
