USEC Inc. Employees Retirement Plan of USEC Inc. EIN 52-2107911 Plan Number: 002 2010 Schedule SB, Part V Statement of Actuarial Assumptions/Methods Actuarial value of assets Benefits Not Valued Average of the fair market value of assets on the valuation date and the two immediately preceding valuation dates, adjusted for contributions, benefits, administrative expenses, and expected earnings. The average asset value must be within 10% of fair value, including contributions receivable. All benefits described in the Plan Provisions section of this report were valued. Towers Watson has reviewed the plan documents provided by USEC Inc. and, based on that review, is not aware of any significant benefits that were not valued. Change in Assumptions and Methods Since Prior Valuation USEC Inc. changed its interest basis under the PPA at January 1, 2010 to adopt the IRS-prescribed 24- month average segment rates based on bond yields through August 2009. At January 1, 2009, the interest basis was the IRS-prescribed one-month yield curve based on bond yields in the capital markets during the month of October 2008. The required mortality table used to calculate the funding target and target normal cost was updated to include one additional year of projected mortality improvements. Finally, changes were made to the allocation of disability benefits and the determination of the EIR to comply with final PPA regulations. Data Sources USEC Inc. furnished participant data and asset data as of the valuation date and the dates and amounts of 2009 plan year contributions. Data were reviewed for reasonableness and consistency, but no audit was performed. Assumptions or estimates were made by Towers Watson actuaries when data were not available. We are not aware of any errors or omissions in the data that would have a significant effect on the results of our calculations. 9/23/2011 V:\11\RET\Valuation\Exec - Anl\Funding\All Plans\Government Forms\Schedule SB\HQ Schedule SB 2010\2010SchedSB-HQ-PartV-Statement of Actuarial Assumptions and Methods.doc

USEC Inc. Employees Retirement Plan of USEC Inc. EIN 52-2107911 Plan Number: 002 2010 Schedule SB, Part V Summary of Plan Provisions assuming no future earnings after retirement. Note: if termination is involuntary, other than for cause, an additional 2 years credit for age and/or service will be given for purposes of meeting the eligibility for this unreduced benefit. Reduced Early Retirement Eligibility Benefit Disability Retirement Benefit Vested Termination Eligibility Benefit Death Benefits Eligibility Benefit Age 50 and 10 years of credited service Greatest of the three benefit formulas reduced by 5% per year prior to the earliest date the participant would be eligible for full benefits. Note: If termination is involuntary, other than for cause, an additional 2 years of age and/or service will be given for the purposes of meeting the eligibility for this reduced benefit. None, however, participants continue to accrue credited service while disabled. 5 years of credited service Greatest of the three benefit formulas, where the alternate formula is calculated by projecting the benefit to age 65 and multiplying the result by credited service at termination divided by credited service at age 65. For the regular and minimum benefit formulas, the flat dollar add-on benefit is also prorated by the same credited service fraction. Additionally, the portion of the minimum benefit formula that is based on 10% of final average earnings is reduced by 1% per year of service less than 10 instead of 8. Early payment allowed using a different reduction than early retirement (5/9 of 1% for each month of commencement prior to age 65 and after age 62, and 5/12 of 1% for each month of commencement prior to age 62), with payment commencing no earlier than 50. 5 years of credited service If participant dies after 10 years of credited service, death benefit is 50% of the benefit the participant could have received if he had retired, but not less than 25% of the accrued benefit, payable to the spouse and/or dependent children for life (or, if earlier, age 23 in the case of dependent children, unless the child is disabled). If participant dies with less than 10 years of credited service, death benefit is 50% of the benefit the participant would have received at age 65 in the form of a qualified joint and 50% survivor annuity payable at the participant s age 65. 9/23/2011 V:\11\RET\Valuation\Exec - Anl\Funding\All Plans\Government Forms\Schedule SB\HQ Schedule SB 2010\2010SchedSB-HQ-PartV-Summary of Plan Provisions.doc
