FUN FACT AAJ KA GYAN PART 1 The 18th UNICEF International Children s Film Festival 2018 has been inaugurated by West Bengal Governor K N Tripathi in Kolkata on July 25 in which 36 films from 17 countries would be screened. The 2018 theme is Value of Girls, which will be promoted through films, workshops and discussions. The festival has been organised by Cine Central, one of the oldest cine clubs of the country in collaboration with the UNICEF, Nandan and Talash Society. The inaugural film is Moana from the USA. After screening of the opening film, the 2nd phase of the festival would be held from August 9 to 12 at Nandan, and then the festival will be taken across the state and the films will be screened in different district towns till September 30. Other films to be screened in the festival include Doctor Funes Formula (Mexico), White Bridge (Iran), The Monkey King Uproar in Heaven (China), The Magicians (Netherlands), The Shamer s Daughter (Denmark), Giraffada (France), We are the Best (Sweden). PART 2 The Odisha government has launched a plantation drive Green Mahanadi Mission to stop soil erosion and recharge groundwater reserve of Mahanadi river. Under the mission, more than 5 crore saplings will be planted over an area of 41,000 hectares. The plantation will be done on either side of major rivers of Odisha as well along roadside length of about 5,000 km over a period of five years at an expenditure of around Rs 5,000 crore. To provide additional livelihood opportunities to the locals, the volunteers will plant fruit-bearing trees like mango, jackfruit and jamun within one kilometre radius of the river bank. Apart from Mahanadi, plantation will also be done on the banks of river Tel and Ib. The plantation drive will be implemented jointly by the departments of Forest, Horticulture and Watershed Development.

HANDLE CHILDREN S DATA WITH CARE, SAYS COMMITTEE Websites will be barred from behavioural monitoring, tracking and targeted advertising The Justice Srikrishna committee on data privacy has made specific mention of the need for separate and more stringent norms for protecting the data of children, recommending that companies be barred from certain types of data processing such as behavioural monitoring, tracking, targeted advertising and any other type of processing which is not in the best interest of the child. It is widely accepted that processing of personal data of children ought to be subject to greater protection than regular processing of data, the report said.

CONTINUE The justification for such differential treatment arises from the recognition that children are unable to fully understand the consequences of their actions. This is only exacerbated in the digital world where data collection and processing is largely opaque and mired in complex consent forms. Safeguarding the best interests of the child should be the guiding principle for statutory regulation on protecting data of children, the report said. The committee noted that, at present, there were two types of entities processing the personal data of children. The first type were services offered primarily to children, such as YouTube Kids, Hot Wheels and Walt Disney, and the second were social media services such as Facebook and Instagram.

CONTINUE The committee s recommends that the Data Protection Authority will have the power to designate websites or online services that process large volumes of personal data of children as guardian data fiduciaries. Certain types of data processing have been objectively found to be harmful for children, the report said. Harm, as used here, may be tangible [in terms of physical or reputational harm] or intangible [in terms of loss of autonomy]. These include: behavioural monitoring, tracking, targeted advertising and any other type of processing which is not in the best interest of the child. Guardian data fiduciaries must be barred from these practices insofar as it pertains to children.

Parental consent The committee noted that this approach, of placing the onus of properly processing the data of a child on the company, is preferable to the existing regulatory approach which is based solely on a system of parental consent. A dominant criticism against parental consent is that it is prone to circumvention, as it risks encouraging children to lie about their age, without achieving the intended purpose of protection, the report said.

Up, up and away: on Sensex's new high The stock market may be roaring, but the rally is narrow India s benchmark stock indices are roaring again, with the Nifty and the Sensex scaling all-time highs on Friday, crossing the 11,200 and 37,300 levels, respectively. A result largely of increased buying by foreign institutional investors and expectations of strong first-quarter earnings results, it took the Sensex just 13 trading sessions to move from 36,000 to 37,000 points. Coming after both indices witnessed extremely sharp corrections a few months ago, the rally has occurred when other emerging market indices have failed to recover their losses since the fall in February.

CONTINUE The swift recovery, however, is not reflective of a secular rise. While the sharp market correction in February hit stocks across the board, this rally has been limited to a few pockets of the market. Heavyweight blue-chip stocks such as HDFC, Reliance Industries, ITC, Tata Consultancy Services and Infosys have contributed the most while many others have lagged behind. Almost half the companies in the Nifty still trade below their 200-day moving average, a sign of insufficient price strength. The divergence in the performance of various stocks becomes clearer when large caps are compared to smaller companies. The mid-cap and the small-cap indices, which fell more sharply than the benchmark indices earlier this year, are still trading well below their historic highs in January. While the Sensex has gained almost 10% since the beginning of the year, the mid- and small-cap indices are significantly down.

CONTINUE Not surprisingly, overall market capitalisation is still below its historic high reached in January. The present stock market rally clearly does not yet mark a return to the good old days when investors could expect multi-bagger returns by betting on stocks across the wider market. Several stocks in the mid- and small-cap category have fallen to levels reminiscent of a bear market. Investors are now probably seeking safety in a few largecap stocks that offer better quality of earnings compared to untested and riskier smaller companies.

CONCLUSION The return of foreign institutional buying also suggests that investors may be betting on India over other emerging markets that have suffered more severely. It, however, remains to be seen if mid caps and small caps will follow the large caps and resume their journey upward. Else, the lack of sufficient breadth in the wider market will presage an eventual correction in the large caps too.
