An undertaking regarding non-blacklisting of the bidder by any Govt. organization must be furnished by the bidder in the tender document in the format given in Annexure II. Bids without undertaking will not be considered. 2) Tender Cost: `500/- (Rupees five hundred) only has to be submitted by way of Demand Draft/Banker s Cheque drawn in favour of ICAR-UNIT-CRIJAF payable at KOLKATA along with the original copy of the tender submitted by the firm. Payment by any other mode shall not be accepted. Tenders received without Tender Fee shall be summarily rejected. 3) EMD: `15,000/- (Rupees fifteen thousand) only has to be submitted by way of Demand Draft/Banker s Cheque drawn in favour of ICAR-UNIT-CRIJAF payable at KOLKATA along with the original copy of the tender submitted by the firm. Payment by any other mode shall not be accepted. Offers received without EMD shall be ignored straightaway and will not be considered. The EMD of the successful bidder and the unsuccessful bidders will only be released after deposition of bid value of the successful bidder. If the successful firm fails to deposit of bid value within the stipulated date the EMD will be forfeited. No interest will be paid on EMD deposit. 4) Separate Demand Drafts for Tender Cost and EMD are to be submitted along with the tender. 5) Submission of bids: The purchase price is to be offered for the item in one lot and cost offered in part will not be accepted. The bidder has to return the copy of this tender duly signed on all pages as token of confirmation and acceptance of this contract as per the terms and conditions contained herein with the price bid in sealed envelope either by hand, facsimile. 6) Bids have to be submitted in sealed envelope at the tender box kept in the Purchase & Store Section at ICAR-CRIJAF hqrs., Barrackpore, Kolkata. Bidders are advised to the terms and conditions before offering the bid. The sealed envelope containing price bid and other essential documents should be super-scribed as BID FOR PURCHASE OF SISAL FIBRE and addressed to The Director, ICAR-CRIJAF, Barrackpore, Kolkata- 700120 and should reach on or before the last date and time of submission of tender. 7) The Director, ICAR-CRIJAF has reserves the right to amend the TENDER/issue corrigendum which shall only be uploaded on the website www.crijaf.org.in. 8) Acceptance of bid: The bids so received will be placed before the Competent Authority and the decision on the bid will be conveyed to the H-1 bidder through post and email/fax. The bid once made in tender will not be cancelled and shall be binding on the Bidder, therefore, the Buyer should take all precautions for bidding, particularly the bid value. No change in price will be accepted from the bidder once the bid is made. In the event that similar rates received from more than one buyer then sharing of the fibre amongst the H-1 bidders will be at the sole discretion of the Director, ICAR-CRIJAF and binding on all. 9) Govt. taxes: The buyer has to pay GST (as applicable) on the quoted value. 10) Deposit/Payment: After issue of offer for acceptance of bid, the bidder shall deposit the entire bid value at once within 15 days from the date of issue of the letter by way of Demand Draft/Banker s Cheque drawn in favour of ICAR-UNIT-CRIJAF payable at KOLKATA and no part payment will be accepted. The buyer who fails to deposit entire bid value of the Sisal fibre within the stipulated time then the bid will liable to be cancelled. The delivery will be made only after realization of the Demand Draft. 11) Delivery: Sisal fibre is to be lifted from Sisal Research Station, P.O. Bamra, Dist. Sambalpur, Odisha within 15/20 days from the date of deposit of the total bid value in the ICAR-UNIT-CRIJAF bank account. 12) Quality: The buyer can inspect the quality of Sisal fibre at Sisal Research Station, Bamra, Odisha during office hours on working days before bidding. No quality dispute of any nature will be entertained, once the material is lifted from Sisal Research Station, Bamra, Odisha. 13) Weighment: 100 % weighment before delivery. 14) Bid validity period: 30 days from the date of opening of the tender. 15) Delivery of Sisal fibre: Delivery of material is at Sisal Research Station, Bamra, Odisha and carrying charge shall be on buyers account. 16) Late lifting charges: On making full payment, 20 working days will be allowed for lifting of Sisal fibre otherwise from 21 st day, the late lifting charges @ 1.00 % per week (maximum upto 10% of the bid value) plus GST as applicable will be levied till date of actual lifting of the Sisal fibre. Late lifting shall be allowed for maximum period of 10 days. If the buyer fails to lift the Sisal fibre within 10 days from the date of payment, offer of acceptance of bid shall be cancelled at the risk and cost of the buyer. 17) Force Majeure: The ICAR-CRIJAF or the Council shall not be held responsibility for any damage and or loss due to any climate hazard, fire hazard or any natural calamity during the period of lifting material and the tenderer is debarred from claiming refund of any amount, either in full or part under these circumstances. 18) Arbitration: In case of any dispute or difference of claim arising out of or in relation to this contract, the same will be referred for arbitration to sole arbitrator to be appointed by the Director, ICAR-CRIJAF, Barrackpore, Kolkata, whose decision shall be final and binding. The Arbitration will be governed by and conducted according to the provision of the Arbitration & Conciliation Act, 1996 and any Statutory re-enactments and amendments made thereof. 19) Any loss, damage or pilferage of any property caused by him or by his workers shall be personally held responsible of the tenderer/bidder, and the cost thereof will be recovered from him. 20) In case of unavoidable circumstances, viz. declared holidays, bandh etc. the specified dates for various steps relating to tender may be extended to the next working day for which notice will be displayed only at our office premises. 21) Director, ICAR-CRIJAF reserves the absolute right and power of revocation or cancel all or any tender without assigning any reason thereof.
