IPA CBC (ERDF + IPA II) 2014-2020

CPR Regulation (EU) No 1303/2013 on ERDF, ESF, CF, EAFRD, EMFF. IPA CBC, TN & IR programmes with IPA beneficiaries DG Regional and Urban Policy (DG REGIO) is responsible for coordination of programming of Cross Border Programmes between IPA Beneficiary Countries and Member States, as well as Transnational and Interregional Cooperation Programmes involving IPA Beneficiary Countries: The IPA II Regulation (EU) No 231/2014 The IPA II Implementing Regulation (EU) No 447/2014; The ETC Regulation (EU) No 1299/2013 on ERDF within ETC Goal; ERDF Regulation (EU) No 1301/2013 on ERDF within IfGJ Goal;

Country Strategies and Multi-country Strategies set out proposals for IPA II financial assistance: Multiannual implementation framework 2014-2020; Financing Agreement; Up to four Thematic Priorities. Reform principles for ERDF OPs (ETC and Countryspecific) Thematic concentration; Results orientation; Strategic approach.

IPA CBC Programmes (ERDF + IPA II) Cross-Border Cooperation is the most common form of Territorial Cooperation as defined by the European Regional Policy. Its aim (particularly in the case of the Western Balkans) is to promote good neighbourly relations, foster EU integration and promote socio-economic development in border areas between countries through joint local and regional initiatives combining both external aid and economic and social cohesion objectives.

Macro-regional strategies Objective: organise cooperation between countries or territories by mobilising local and regional actors to align policies and funding and to identify common issues, solutions and actions. Principles: 3 Nos: no additional funding, no new structures, no new legislation Better/more coordinated use of existing structures and instruments Calendar: 2009: EU Strategy for the Baltic Sea Region 2011: EU Strategy for the Danube Region 2013: EC Report on the evaluation of added value 2014: EU Strategy for the Adriatic and Ionian Region 2015: EU Strategy for the Alpine Region

Thematic concentration

IPA II and IPA-CBC: Thematic priorities for assistance a) Promoting employment, labour mobility and social and cultural inclusion across the borders; b) Protecting environment and promoting climate change adaptation and mitigation, risk prevention and management; c) Promoting sustainable transport and improving public infrastructures; d) Encouraging tourism and cultural and natural heritage; e) Investment in youth, education, and skills;

IPA II and IPA-CBC: Thematic priorities for assistance (f) Promoting local and regional governance and enhancing the planning and administrative capacity of local and regional authorities; (g) Enhancing competitiveness, the business environment, and the development of small and medium size enterprises, trade and investments; (h) Strengthening research, technological development, innovation, information and communication technologies.

Strategic Approach IPA CBC HR-RS 2014-2020 programme and MRSs Your Programme can be a driving force in the two MRSs where all the parties are members: the EU Strategy for the Danube Region (EUSDR) started its implementation in June 2011; the EU Strategy for the Adriatic and Ionian Region (EUSAIR) adopted on 24 October 2014. First Report on the implementation strategy of the MRSs to the Council by end 2016

Migrants and Refugees crisis On 23 Sept. 2015 Commission has published its communication on "Managing Refugees crisis"; On 21 Oct. 2015 Commissioner Cretu addressed a letter to the Ministers of EU funds of the MSs; Now the Commission stands ready to rapidly examine and adopt programmes modifications re migrant and refugees' crisis, if need be; Otherwise Commission services are ready to help the programmes to identify and set up tailor made activities through their chosen PA.

Migrants and Refugees crisis Example of eligible activities: first accommodation (low carbon), education, social and health infrastructure (incl childcare and mobile hospitals), rescue vessels, sanitation (environmental risk management), regeneration of deprived urban areas, support of migrants start-ups.
