SUMMARY OF ACTIONS TAKEN AT THE CITY OF NORTH KANSAS CITY, MISSOURI CITY COUNCIL MEETING WORK SESSION Burlington Corridor Complete Street Project At its meeting of September 19 th, the City Council deferred action on award of contract for design services for the Burlington Corridor Complete Street project pending an opportunity to discuss the project with the Missouri Department of Transportation (MoDOT). Shelie Daniel, Area Engineer for MoDOT, was at the City Council work session on October 17 th to discuss the project and answer questions about the MoDOT perspective on it. Award of contract for design services for the project is now scheduled for Council consideration on November 21, 2017. Short-Term Conditional Use Permit North Kansas City Library The North Kansas City Library is requesting a Short Term Conditional Use Permit for a Veteran s Day Program, which will be held on November 4, 2017, and to hang a banner across Armour Road for the event. The event will last from 9:00 am until 12:30 am. The applicant will block off 23 rd Avenue between Howell and Iron with help from Municipal Services and the Police Department. The Fire Department will also park their trucks on either side of the event. Short-Term Conditional Use Permit Mayor s Tree Lighting The Parks and Recreation Department is requesting a Short Term Conditional Use Permit for the Mayor s Tree Lighting Ceremony on Friday, November 17 th from 6:00 p.m. to 7:30 p.m. To host the event the Parks and Recreation Department will need to close down Gentry between Armour and 21 st street at 2:00pm on Friday November 17 th to set up. Barricades will be set up on the North and South entrance of Gentry. The police department will have access to their facility. A stage will be set up on the south end of Gentry for the ceremony. Clean up of the stage and removal of barricades will be completed by 8:30pm and Gentry will reopen. Regular Items Presentation Show Me PACE Clean Energy District Jan Schumacher of the Show Me PACE Clean Energy District was present to introduce the City Council to the Property Assessed Clean Energy (PACE) program and request that the City join the Show Me PACE Clean Energy District. Council will consider an ordinance to join the district on November 7, 2017. Property Encroachment License 1324 Swift {Bill No. 7240 (Ordinance No. 9037)} Storsafe VII, LLC, (Storsafe VII) owns the building at 1324 Swift Street in North Kansas City and would like to accommodate a new retail tenant, Treasures of the Past antique mall in a space located in the north portion of the building. To accommodate the occupancy load anticipated in this space, Storsafe VII proposes to convert an existing dock door on the west face of their building into Council Meeting Summary 2

a required exit. The property adjacent to the west side of the building is a parking area owned by the City. Storsafe VII is requesting approval of an encroachment license agreement to allow them to construct and maintain an exit landing, stairs and access ramp on the adjacent City owned property on the west side of the building. Staff recommends approval. Site Specific Building Code Modification - 2019 Iron - Madras Development LLC (Resolution No. 17-069) Site specific modifications may be granted by the City Council in individual cases when practical difficulties in carrying out the provisions of the code exist. As discussed in the staff memo, staff recommends a site specific modification to the City Code to allow a sprinkler system to not be installed to renovate an existing building located at 2019 Iron Street. A resolution has been prepared for Council consideration accordingly. Agreement with Northland Festivals - Snake Saturday (Resolution No. 17-072) Each year the City enters into an agreement with Northland Festivals to put on the Snake Saturday parade and related activities on the Saturday before St. Patrick s Day in March. The agreement before Council is substantively the same as in previous years. Funds in the amount of $42,500 are budgeted in the FY 2018 Convention & Tourism Fund budget for this expenditure. Change Order #1 New Vernon Street and Diamond Parkway Construction - Additional Work Required Based on Soil Characterization Report In its memo, staff describes a change order that is necessary for the Vernon Street Extension/Diamond Parkway Construction Project contract with Clarkson Construction. This change order is for environmental work related to contamination of soil in the area of construction. Staff recommends approval of a change order to the contract in the amount of $180,324.47. Budget Amendment - New Vernon Street and Diamond Parkway Construction - Additional Work Required Based on Soil Characterization Report (Resolution No. 17-071) In the previous agenda item, Council considered a change order for the Vernon Street Extension/Diamond Parkway Construction Project contract with Clarkson Construction. Assuming approval, now necessary is a budget amendment to the FY 2018 Gaming Fund budget in the amount of $180,324.47. Agreement for Purchase of TASER Units (Resolution No. 17-067) As discussed in the staff memo, the Police Department recommends that the City enter into a five-year purchasing contract with Axon for the purchase of conducted energy weapons, commonly known as tasers. A resolution has been prepared for Council consideration accordingly. Authorization to Sign Community Improvement District (CID) Petition and Approval of CID Board Members On January 3, 2017, the City Council approved a Financing Plan for the area being developed as One North by North Kansas City Destination Developers. The Financing Plan anticipated formation of a Community Improvement District (CID) as one aspect of the project financing. Pursuant to that plan, a petition has been submitted requesting Council approval of the formation of a CID. Approval of the CID is scheduled to be before the City Council at its next meeting. At this time, it is recommended that Council pass the resolution authorizing the signing of the CID petition and approving the Mayor s selection of two City representatives on the CID Board. Mayor Stielow and City Administrator Berlin are recommended as the City representatives. Approval of Purchase Automatic External Defibrillators and Heart Monitor Defibrillators The FY 2018 Budget contains appropriations for six Automatic External Defibrillators (AEDs) and two Heart Monitor Defibrillators (HMDs). In its memo, staff recommends purchase of both the AEDs and the HMDs at the same time through Zoll Medical Corporation, which will allow the purchases to stay within established budget parameters. Staff recommends that Council approve Council Meeting Summary 4

purchase of Heart Monitor Defibrillators in the discounted amount of $60,000 and AEDs in the amount of $8,532 on a single invoice through Zoll Medical Corporation. Fourth Amendment Employment Agreement with Eric Berlin {Bill No. 7241 (Ordinance No. 9038) The City Council has completed the performance appraisal of City Administrator Eric Berlin for the period of June 17, 2016 June 16, 2017. A fourth amendment to Mr. Berlin s employment agreement with the City, as indicated by the Council in executive session, is presented for Council approval. 17.
