REQUEST FOR PROPOSAL FOR APPOINTMENT OF A CHARTERED ACCOUNTANT ON CONTRACT BASIS Introducing RERA: RERA, Karnataka, has a unique environment, which encourages innovation and dedication, in keeping with the development in the real estate sector. Real Estate Regulatory Authority, Karnataka, came into effect from May 1, 2017. Under the RERA Act, the Karnataka Real Estate Regulation and Development Rules, 2017 was approved by Government of Karnataka and notified on July 10,2017. The Real Estate Regulation and Development (RERA) Act, 2016 is considered as one of the landmark legislations passed by the Government of India. Its objective is to reform the real estate sector in India, encouraging greater transparency, citizen-centric, accountability and financial discipline, This is in line with the vast and growing Economy of India as many people. This is in line with the vast and growing economy of India as many people are investing in real estate sector. RERA portal is the outcome of the RERA Act and is developed under section 4.3 of Real Estate regulatory Authority (RERA) Act, 2016. RERA, Karnataka, is looking out for hard working, dedicated and an individual with highest integrity, to maintain a robust portal in keeping up with the latest developments to carry forward the vision and motto of establishing RERA. Eligibility Criteria :- Signature and Seal of Applicant Page 4

1) The appointment of Chartered Accountants Firm on contract basis will be for a period of one year and extendable up to 3 years on satisfactory of service. 2) The Chartered Accountant Firm/Registered entity should be registered with The Institute of Chartered Accountants of India (ICAI)/ Companies Act and have Income Tax Permanent Account Number (PAN number) and Service Tax Registration/GST [To provide all Certificates of Registration]; 3) Head Office/Branch office of the Firm/Registered entity should be in Bangalore. 4) The Firm/Registered entity should have been in operation for at least 5 years after its registration; 5) The Firm/Registered entity should have at least Three (3) partners and at least One (1) of them must be Fellow Chartered Accountants as on NIT date as per ICAI Constitution Certificate. Registered entities have to provide a self attested affidavit on stamp paper in this regard. 6) The Firm/Registered entity should have more than 08 staff with itself. In this regard constitution certificate of the Firm as on ICAI date should be attached. Registered entities have to provide a self attested affidavit on stamp paper in this regard. 7) The Firm/Registered entity should be empanelled with Comptroller and Auditor General of India (C&AG) of India/ (For registered entity only). 8) The Firm/Registered entity should have experience in handling accounting and financial management services of Public/Private Sector Undertakings or Government Organization. 9) The monthly remuneration will be decided based on the candidates qualification experience and the ability to execute the scope of the works mentioned. The monthly remuneration will be fixed subject to the maximum limit of Rs 1 lakh Inclusive of Tax. NOTE : The payment during the entire contract period shall be made in accordance with the financial proposal submitted by the selected bidder and shall remain valid Signature and Seal of Applicant Page 5

till the completion of the contract period. No price variation should be asked for increase in manpower cost or any other cost during the contract period. 10) The applications will be opened and scrutinized on 17/12/2018. 11) The short listed candidates will be interviewed. The date of interview will be intimated to the respective candidates. 12) Documents to be enclosed with the application i) ACA-certificate (membership certificate) (attested copy) ii) Age proof ( attested copy) iii) Certification/document of experience in the similar organization (attested copy) iv) A self attested photo copy of applicant to be enclosed with application v) Additional information regarding qualification, courses undergone, experience, may be mentioned in the application form under other details. 13) The last date for receipt of the application is 31.12.2018. NATURE OF WORK NATURE OF WORK, DUTIES & RESPONSIBILITIES AS UNDER: I. ACCOUNTS: Signature and Seal of Applicant Page 6

1. Preparation and finalization of Accounts on monthly, quarterly and yearly basis and timely preparation of Financial Statements and Financial Performance Indicators in accordance with applicable accounting standards issued by Institute of Chartered Accountants of India (ICAI) and guidelines. 2. Preparation of Annual Budgets estimates and Budget Execution; 3. Preparation, maintenance and Returns of direct tax (Income Tax, TDS etc.) and indirect tax (Sales Tax, VAT, GST etc.) related documents and records, preparation and filing of statutory returns with the respective authorities and ensuring its regular compliance. 4. Maintenance & verification of Tax Deduction at source (TDS) details, Issuance of TDS Certificates (Form 16 & Form 16 A etc.), as required. 5. Preparation of MIS reports such as Statement of Statutory Deductions, Investment Report, Budget Utilization Report, Budget Expenditure Control Report, Revenue Trend Analysis and other necessary reports, as per RERA rules and regulations. 6. Audit of CA reports submitted by the promoter quarterly, as per RERA Act 4(D) Chartered Accountant shall be verify during the audit that the amounts collected for a particular project have been utilized for the project and the withdrawal has been in compliance with the proportion to the percentage of completion of the project. 7. Assisting and coordinating with statutory Auditors, CAG Auditor in the Audit of accounts. II. Others: Participation in Internal Review Meetings, Section Heads Meetings and Audit Sub-Committee Meetings, Board Meetings and Participation in outside meetings like monthly monitoring & review meeting, TPDS Meeting, Consortium Meeting as and when desired by Secretary/ Chairman. He should work under Finance Controller and any other work entrusted by Finance Controller, Chairman/ Secretary. I). Preparation and submission of monthly Stock statements in respect of cash credit limits to the concerned Banks and others financial institutions, Govt of Karnataka, other agencies if any. II). Any other duties and responsibilities that may be assigned from time to time by Chairman/ Secretary, Real Estate Regulatory Authority. Signature and Seal of Applicant Page 8

TERMS AND CONDITIONS 1. Tendering process will be on e-procurement port only. 2. Each tender must pay the earnest money deposit (EMD) as notified in the stipulated form of e- procurement. Any tender not accompanied with the required amount of EMD will be rejected. The earnest money of the unsuccessful/rejected tender shall be returned within one month after the acceptance of successful tender. The Earnest Money Deposit in the form stipulated shall not bear any interest. The EMD of the successful tenderer will be retained as security deposit with the Board. 3. The accepted tenderer shall attend RERA office, Bangalore within 7 days from the date of written intimation for executing agreement on a stamp paper of Rs.100/- pertaining to tender terms and conditions. 4. The submission of the tenderer implies that he has read all these notices and conditions of supplies and he is aware of specification of Audit. 5. Tender not submitted in the prescribed form in time will be rejected. Tender which propose any alternation in the specifications of the said form in the time allowed for carrying out the Audit containing other conditions of any sort will be void and be rejected. 6. Tenders will not be considered, if substantially not responsive on any of the following grounds. a) If the tender is not accompanied by the requisite Earnest Money Deposit in acceptable form. b) If the rates are not filled up both in figures and words. c) If the tender is conditional. d) If the entire information are not submitted and the tender is incomplete. e) If the submitted tender documents are not attested by Applicant. 7. If the tender is not substantially responsive, it will be rejected by the Secretary, Real Estate Regulatory Authority Bangalore and may not be subsequently made responsive by corrections or withdrawal of the conforming deviation or reservation. 8. TDS will be deducted as applicable. 9. At any circumstances no advance payment will be given. 10. If the Audit is abandoned by the firm the RERA resumes the rights to get the balance Audit done by the other agencies at the cost and risk of the concerned. The decisions of the Secretary, Real Estate Regulatory Authority is final and binding. 11. Any deficiency or negligence in service will be considered as deficiency in service. 12. In the event of the firm committing breach of any contract conditions stipulated herewith above, RERA, reserves right to terminate this contract. 13. Minimum 4 Assistants and one qualified Chartered Accountant (Full Time). 14. If the tender is not substantially responsive, tender may be canceled by Secretary Real Estate Regulatory Authority.
