IcSP Art. 4 The IcSP Instrument contributing to Stability and Peace (successor of IFS) was approved the 11/03/2014 It contains 3 objectives: art. 3 Response to Crisis and Emerging Crisis art. 4 Conflict prevention, Peacebuilding and Crisis Preparedness art. 5 Global and Trans-Regional Threats Art. 4 : Five Priorities a) Early warning and conflict sensitive risk analysis: b) Confidence building, dialogue, mediation and reconciliation c) Capacity Building for Stabilisation missions d) Post conflict and post disaster recovery e) Curbing the use of natural resources to finance conflicts

Mid Term Review The Mid Term Review of the IcSP was very positive. The evaluators consider that globally the IcSP: Significantly contributed to the EU policy priorities and external action strategies; has delivered on its commitments, and most of its actions are effective; it's efficient, flexible and fast; It's responsive to a fast evolving peace and security context. contributed to the promotion of the European values in a sector increasingly affected by securitisation
SP and MIP The Art. 8 of IcSP regulation states that Thematic Strategy Papers (SP) shall constitute the general basis for the assistance under art. 4 and 5, providing the framework for cooperation between the EU and the partner countries. The SP is accompanied by a Multiannual Indicative Programme (MIP) summarising the priorities, the specific objectives and the indicators of the Union assistance. The SP has been approved in 2014 for the whole period 2014-2020 whereas the first MIP covers the period 2014-2017. A new Multiannual Indicative Programme has to be proposed and approved for the remaining period of IcSP, 2018-2020. Consultations to be held with CSO, Commission Services, EP, MS.
