Summary of Panel discussion FP7 Security research FP7--007- Joint Call All the proposals were ranked by score, and then listed by topic. The panel decided to identify the best scoring proposal. This led to a first choice of four proposals (marked.5 and above). Then the panel has ranked all the proposals which scored points. Overall scores being equal, the panel decided to use as first marginal criterion the coverage of all the topics of the call due to the logical link between the four different topics. Then the panel decided, due to the importance of application in this part of the call, to rank the remaining proposals with tied scores using the impact criteria and then, in order to solve the last ties, to use the S/T criteria. Due to budget limitation, in the group of proposal with scores of, only the first three proposals will be proposed to be funded, the remaining ones will be on the reserve list. FP7 Security Theme /9
