ACTION TAKEN BY ABS VISION HOME 1. Last meeting with members was convened on 31 st January, 2015. 2. Members are aware that ABS Vision Home has purchased 6.653 Acres of land and got it registered. 3. GNCTD s Revenue Department issued a notification on 4.8.2015 conveying revision of rates for payment of stamp duty from existing Rs. 53 Lacs per acre to Rs. 3.5 Crore per acre for land falling in L Zone of LPP. 4. ABS Vision Home released payment of Rs.11, 03604/- for two challans received and mutation got done in its favour. Third and final Challan for Rs.7, 28,333/- has recently been received and payment will be deposited with revenue authorities in short time. In the meanwhile we have got the entire land secured by putting a barbed wire fence. 5. Team ABS Vision Home met Vice Chairman of DDA in March 2015 during which it was informed that notification for implementation of LPP will be issued soon as things were being worked out. 6. The regulations for operationalisation of policy were approved by MoUD on 26.05.2015. 7. Now GNCD raised an issue of Gram Sabha land i.e., declaring existing 95 villages as development area and for that reason they wanted those villages to be transferred to them. 8. The Vice Chairman DDA however informed the Delhi Govt (as per report published in TOI dated 18 th Sept. 2015) to hand over to DDA, a list of short term and long term requirements for systematic development of gram sabha land. 9. Since GNCTD did not agree to the suggestion of DDA, an order dated 29.10.2015 was issued sabha land to Delhi Govt s Revenue Department. 10. As declaration of area in 95 villages as urbanized is a pre-requisite to the operationalisation of LPP and it was getting delayed, ABS Vision Home approached the Chief Secretary, Delhi Government and the DDA requesting for expediting the case. 11. ABS Vision Home were informed by the Director (Plg)LP on 16.12.2015 that regulations for operationalisation of policy were already approved by MoUD on 26.05.2015 but are yet to be notified by DDA as per DD Act 1957. Further that once the pre-requisite of declaration of villages as development area are notified by GNCTD, the policy will be announced for participation of land owners/development entities.
-2-12. ABS Vision Home addressed a RTI addressed to the CM, Delhi on 4.2.2016 and got the same reply from DDA. 13. Realizing that things were still not moving at desired pace, team ABS Vision Home met the Chief Minister Delhi on 24.02.2016. It was categorically informed by the CM that everything concerning the policy has already been done and for details we may meet Dy. CM who is handling the case. 14. Accordingly acting on advise of the CM, team ABS Vision Home had a meeting with the Dy. CM on 26.02.2016 during which he informed that a small query has been referred by his office to the Land and Building Department and soon after receipt of reply, approval to the urbanization of gram sabha land will be issued by GNCTD. 15. We also in the meanwhile contacted Mr. Pawan Parvez, Dy. Secy (LA) on whose advise Shri Ramesh Kumar, Superintendent informed that their department had received a parliament question on the subject which was duly complied/replied. Also that other than that there was nothing pending at their end besides LPP is not a matter concerning their department. 16. Team ABS Vision Home thereafter attended a meeting on 19 th April, 2016 organized by the Federation of Housing Societies and Developers in Delhi (LPP) to discuss future course of action. As many as 23 Group Housing Societies participated in the meeting and a Press Release was issued highlighting delay being caused by the GNCT D in declaring 95 villages as urbanized due to which the policy has got stuck. 17. The newly formed Federation also addressed a letter in the last week of April to the Chief Minister of Delhi highlighting advantages envisaged for Delhi Govt upon implementation of LPP. 18. Now next meeting of the Federation is proposed to be held on 17 th May, 2016 to discuss ways and means to highlight the plight of investors by way of peace march etc. 19. Last but not the least officers from Team Vision Home met Shri Rajesh Kumar Jain, Director (Plg) LP on 6 th May, 2016 and he confirmed that DDA will operationalise policy soon after GNCTD approves urbanization of 95 villages.
-3-30 th May 2016: We have on 20 th May, 2016 requested the Hon ble Chief Minister of Delhi for another meeting on the issue of Land Pooling policy. The meeting has been requested to appeal that inspite of assurance given to the team ABS Vision Home when they met the CM and the Dy.CM Delhi on 24.02.2016 and 26.02,2016 respectively requisite approval to declare 95 villages has not been issued by the concerned. -5-5 th June 2016: Team ABS Vision Home attended Kissan Maha panchayat at Village Jhatikala in l-zone on 5 th June 2016. Approx gathering was 800 farmers and developers. The aim of the Panchayat was to urge Delhi Govt for early operationalisation of land Pooling Policy. It has been decided to handover a memorandum to Mr. Arvind Kejriwal the Hon ble CM for expediting the same. 23 rd June 2016: Team ABS Vision Home accompanied by Delhi Dehat Vikas Manch s President, other working officials and approximately 50 farmers met the Hon ble Chief Minister of Delhi on 23 rd June,2016 and requested him for early declaration of 89 villages falling under land pooling policy as urbanized. A copy of memorandum handed over to the Hon ble CM is also enclosed for information of our members. It was brought to his notice that though promised action by the Dy. CM the needful is yet to be done in this regard. The Hon ble CM, Delhi assured to look into the case again for an early decision in this regard.
