I. BACKGROUND Purpose The purpose of engaging expert relevant to the monitoring and reporting on the annual implementation of Roma integration public policies of the Roma Integration 2020 in The Former Yugoslav Republic of Macedonia is to ensure and facilitate the monitoring and reporting process within the project. The expert is expected to directly support the relevant ministries in the in The Former Yugoslav Republic of Macedonia, assisting them with filling in the Reporting Template on the annual implementation of Roma integration public policy of the participating economies for 2017, as adopted at the First Task Force Meeting of the Roma Integration 2020 on 9 November 2016 (see Annex 1). It is also anticipated that the expert will be assisting with the identification of needed information and data, advising on relevant information and data that can be used in different parts of the reporting template, including required information on indicators, baseline, milestone and output data, tools and methods to produce relevant disaggregated data, information and data on results, impact, achievements and budget, particularly in case of mainstream measures, etc. The final output of the service of the engaged expert shall be a dully filled report including an assessment of availability of information and data to fill in the specific parts of the template, recommendations on how to ensure relevant information and data, including possible sources and methods. The final report of the expert may also include recommendations on priorities for implementation of the Roma targeting policies in the forthcoming period (2018 and/or beyond) as relevant. Background Information Roma Integration 2020 is a project implemented in the framework of the Regional Cooperation Council (RCC), in line with the EU Framework for National Roma Integration Strategies and the EU accession process. While these processes established the basis for public policies, institutional arrangements and dialogue on Roma issues, impact on Roma remains limited. Roma still face social exclusion and discrimination leading to lack of education, chronic unemployment, limited access to healthcare, rudimental housing, limited access to essential services and widespread poverty. The reason is found in the isolation of the issues of Roma from mainstream public policies, budgeting, public service institutions and administration, and it is exactly this reason that is addressed by the Roma Integration 2020 project. The objective of Roma Integration 2020 is to contribute to reducing the socio-economic gap between the Roma and non-roma population in the Western Balkans and Turkey and to strengthen institutional obligations of governments to incorporate and deliver specific Roma integration goals in mainstream policy developments. In line with this, Roma Integration 2020 aims to assist national governments to integrate Roma specific policy measures into: (1) mainstream socioeconomic policies and public service delivery; (2) national budget planning and service delivery processes. Roma Integration 2020 project activities include: - direct assistance and technical support to governments to set up institutional arrangements to coordinate, consult, implement and report on Roma issues; - public dialogue forums on Roma issues;

- policy clinics offering continuous support, specific consultative meetings and trainings and written policy recommendations on policy formulation, prioritising, mainstreaming, budgeting and monitoring; - regional policy workshops to boost the aforementioned activities with exchange of promising practices and to ensure regional coordination in line with the EU accession process; - annual assistance to reporting and reviewing of reports in line with the EU reporting; - participation at EU organised meetings and processes related to Roma issues; - streamlining Roma issues with the core work of RCC; - visibility and coordination activities, including high level and task force meetings, as well as regular publishing of bulletins, maintaining a website and publication of a study based on the project achievements. The Roma Integration 2020 participants are the IPA II beneficiaries: Albania, Bosnia and Herzegovina, The Former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, Serbia, and Turkey. Experts recruited through this open call are designated to provide their services within the implementation of first and third sets of activities as listed above, namely direct support to governments in reporting on Roma issues and specific capacity building on reporting on Roma policies as part of the policy clinics. Further details are provided below. Their assignment shall be guided by the Roma Integration 2020 Action Team and shall focus on reporting on the Roma integration public policies for the year 2017. II. DESCRIPTION OF RESPONSIBILITIES Objectives and scope of the assignment The purpose of engaging expert is to work with the Roma Integration 2020 Action Team, assisting in the provision of support to The Former Yugoslav Republic of Macedonia to report on the implementation of Roma integration public policies, including measures from all priority areas envisaged by their Strategies, both targeted and mainstreamed, and with specific focus on output and impact statistical data and budget reporting. The objective of the expert service is to ensure and facilitate the monitoring and reporting by The Former Yugoslav Republic of Macedonia within the Roma Integration 2020 project. The expert is expected to directly support the relevant ministries in The Former Yugoslav Republic of Macedonia, assisting them with filling in the Reporting Template on the annual implementation of Roma integration public policy for 2017. The Reporting Template has been adopted by the Task Force of the Roma Integration 2020, consisted of National Roma Contact Points from all participating economies, on 9 November 2016 (see Annex 1). The template requires information on all the measures within each priority area envisaged by the participating economy s Strategies and/or Action Plans. The information should include description of the measures and their implementation, as well as quantitative data on beneficiaries (disaggregated by ethnicity and gender) and on budget. The template also requires economy to provide information on the impact of their policies according to the agreed impact indicators, as well as information on the planned and spent budget on the implementation of the Roma integration public policy. *This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.

The Roma Integration 2020 Action Team has customized the reporting templates to the participating economy adopted Strategies and/or Action Plans on Roma integration. The expert is expected to review the customized reporting template for the respective economy, assist relevant public officials responsible for all the priority areas envisaged in the economy s Strategies/Action Plans to provide and adequately formulate the required information on all envisaged measures, including data on beneficiaries and budget. The expert is also expected to assist public officials to identify available quantitative data, advice on their utilisation for the reporting purpose and assist in providing the best possible quantitative data within the report. The expert may also recommend improvements in the monitoring and reporting system as relevant for the upcoming years. The final output of the service of the engaged expert shall be a dully filled report including an assessment of availability of information and data to fill in specific parts of the template, recommendations on how to ensure the availability of the relevant information and data, and the possible sources and methods. This should be complemented with an in-depth analysis of the process of monitoring and reporting on progress of policies undertaken with respect to the beneficiaries targeted and the defined goals/milestones/benchmarks (progress per specific measures, how it was achieved, where the progress was not achieved and why not, where are the gaps and recommendations how to adjust and revise the relevant policies). The final report of the expert may also include recommendations on priorities for implementation of the Roma targeting policies in the forthcoming period (2018 and/or beyond) as relevant. Analysis should also include information on the challenges faced as relevant to the annual implementation; gaps identified to be addressed in the follow-up and related recommendations as relevant. Tasks Expert will be engaged in the following activities: Directly supporting the relevant public officials responsible for the priority areas of the Strategy/Action Plan in The Former Yugoslav Republic of Macedonia, assisting them with filling in the Reporting template, including the review of the customized template. Assisting The Former Yugoslav Republic of Macedonia with the identification of information and data relevant for filling in the template, including quantitative data on baseline, milestone, output, impact and budget, as well as advising on tools and methods that can be used to produce relevant data. Producing a final report on the consultancy assignment, including an in-depth analysis of the monitoring and reporting process within the respective economy, assessment of availability of information and data, recommendations for improvement of the monitoring and reporting process, and if relevant, recommendations for priorities on the implementation, monitoring and budgeting of the Roma Strategy/Action Plan for the following period. Deliverables During the course of the assignment, expert is expected to produce the following deliverables:

Fulfilled reporting template for the respective economy jointly with the public officials by 31 May 2018; Consultancy assignment report as described above by 31 May 2018. Lines of Communication and Reporting The Expert will submit all reports and timesheets to the Roma Integration 2020 Action Team for review and approval of deliverables. The Expert will work closely with the Action Team, which shall provide guidance to efficiently conduct the work and approve deliverables. The Action Team shall also ensure the required communication of the expert with the National Roma Contact Point. Timeframe The Roma Integration 2020 Action Team will engage one expert for The Former Yugoslav Republic of Macedonia in the period from 20 April to 31 May 2018, to allow the preparatory work starting in late April as well as the process of completion of the reporting template by 31 May 2018. PROFILE AND COMPETENCIES Qualifications Education: Experience: Language requirements: Other: Advanced degree in public administration, finance, social sciences, economics, law or other areas directly related to the subject of work Minimum of 7 years of relevant experience; Proven record of theoretical knowledge, practical experience and expertise in reporting and monitoring, including on public policy, budgeting, both quantitative and qualitative, preferably in Roma integration or/and any of the listed thematic areas; Previous experience in working in the respective economy and in-depth knowledge of the economy is essential; Proven analytical skills and ability to conceptualise and provide advise concisely and clearly; Proven ability to provide hands on situation analysis; Experience in working on policies and budgets for vulnerable groups; Proven communication, monitoring and reporting skills and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, international organisations, civil society institutions and other stakeholders; Proven writing abilities, argumentation and negotiation skills. Fluency in English, as the official language of the RCC. Fluency in the language of the given participating economy. Knowledge of Romani will be considered an advantage. III. QUALITY CONTROL The Expert should ensure an internal quality control during the implementing and reporting phase of the assignment. The quality control should ensure that the draft reports comply with the agreed requirements and meet adequate quality standards. Deliverables, particularly the annual plan proposal, is a result of the joint work of relevant stakeholders on Roma integration, for which the expert provides technical support. Thus, the content of the deliverables should reflect the views of the stakeholders and is owned by them. The support of the expert in developing the documents may be recognised in the deliverables. IV. APPLICATION RULES The application needs to contain the following: Letter of Interest of the engagement in accordance with the Terms of Reference, outlining proposed action by the consultant, sources of information to be used, timeline and research tools to be employed by the consultant; CV outlining relevant knowledge and experience as described in Section III, Profile and Competencies; Service Submission Form (Annex I); Financial offer, as per Budget Breakdown Annex II; Application need to be submitted by 13 April 2018 to the following address ProcurementforRcc@rcc.int

V. EVALUATION AND SELECTION The application is evaluated on the basis of the profile and competencies of the candidate and the responsiveness to the Terms of Reference (ToR). 1.
