INFORMATION and RULES for ABPS InterFed National Competition 13 th to 16 th September 2017 Business Design Centre 52 Upper Street, Islington, London N1 0QH This document provides the basic information and rules for those wishing to enter an exhibit, and should be read carefully. The main principle is that participants compete for the Inter Federation Competition Trophy, not as individuals, but as part of a team representing their local Federation. Federations may select their representatives in any way they chose. Classes Federations should choose three different classes from the list below on pages 8 and 9. The Inter Federation Competition Trophy will be awarded to the Federation achieving the highest aggregate of the marks scored in three classes. ABPS InterFed National Competition 2017 1

GENERAL NOTES The competition is open to any Federation affiliated to the Association of British Philatelic Societies at the time of the Exhibition. Each Federation may put in one entry of 48 pages consisting of 3 exhibits each of 16 pages (1 frame), in any three of the classes admissible to national competitions in the United Kingdom. See below. The exhibit and the writing up shall be the property and work of three members of societies affiliated to the ABPS submitting the exhibit. Any method of writing up is acceptable. Introductory Page Each of the three exhibits should have an introductory page as the first sheet. The object of this page is to introduce the subject of the exhibit and set out its scope, not simply to be a contents list. Sheet and Frame Sizes Entries will consist of 16 pages per frame mounted on display sheets, numbered in sequence on the reverse, together with the name of the Federation and contained in transparent protectors not more than 29.3 cm high by 23 cm wide. Larger sheets can be accepted but they must be in multiples of the standard size. Photocopies and Reproductions Where a photocopy or other reproduction of a cover is shown, it must be reduced or enlarged by at least 25%. Where a copy of part of a cover or stamp is shown actual size, it must be clearly labelled as a copy. Organisers Discretion ABPS Exhibitions Ltd, the organisers of the ABPS InterFed National Competition, reserve the right to determine whether an entry should be accepted, judged or displayed without having to give a reason for any decisions. Judging All accepted exhibits will be judged and the results posted on the frames during the exhibition. The Inter-Federation award presentation will take place on 16 th September at the ABPS Awards Ceremony. ABPS InterFed National Competition 2017 2

Exhibits at Owners /Exhibitors Risk All reasonable steps will be taken by the organisers to protect the property of the exhibitors, but the safety of all such property, whether within the exhibition premises or otherwise, is at all times the responsibility of the exhibitor who shall keep the organisers fully indemnified against any claim whatsoever which may be made in respect of any loss or damage, however caused, to such property. The organisers, whilst not taking responsibility for any errors or misplaced item in the display, will make every effort to avoid such occurrences. Federations are advised to send their entries by registered post or to deliver and collect by hand. Exhibitors are also recommended to ensure that their material is fully insured for the total period it is out of their hands, i.e. from the date of despatch to the date of return which, in the case of entries returned by post, should be taken as two weeks following the close of the exhibition. Liability and Insurance Exhibitors are each required to sign the Liability and Insurance form accompanying these notes, to be returned with the Entry form and Introductory Pages. The Association of British Philatelic Societies does not accept responsibility for their insurance, which is the responsibility of the owners or the Federation. Entry Fees 60.00 per federation entry: i.e. three frames at 20.00 each. Entry Forms Entry forms, Liability and Insurance forms, photocopies of the introductory page, cheques made payable to ABPS Exhibitions Ltd and queries are to be sent to exhibiting@abps.org.uk. When all entries have been accepted, Federations will receive a letter with future instructions regarding frame plans etc, and specific dates/times for handing in and receiving back entries. Exhibits Exhibits are to be mailed to ABPS Exhibitions InterFed, c/o Royal Philatelic Society London, 41 Devonshire Place, London W1G 6JY, to be posted next day delivery, on 4 th September 2017 for delivery at the RPSL on 5 th September 2017, or handed in at the Business Design Centre in accordance with instructions to be notified on acceptance of entry. Each Federation entry must be delivered by one person and collected by one person. Receipt and despatch arrangements Any exhibit which has not been received by the closing date for receipt of entries will not be accepted subsequently. A receipt will be issued for all exhibits. Please note: that when collecting an exhibit, it will not be returned unless the receipt is produced. The organisers take no responsibility for any folders or containers in which exhibits are delivered. ABPS InterFed National Competition 2017 3

The collection of exhibits is expected to take place at the close of the exhibition at times to be advised on Saturday 16 th September 2017. Exhibits not collected on the date specified on acceptance of your entry will be despatched by post within three days of the close of the exhibition. Traceable Delivery will be used to send any exhibit returned by post at a standard rate of 45, payable in advance with frame fees. Any special instructions regarding exhibit returns will be charged for. Where Federations cannot deliver or collect their exhibit in person, suitable arrangements must be made by the exhibitor and paid for in advance. The organisers will not be liable for any such costs or consequential loss. NOTE: We are unable to accept or hand back exhibits on an ad hoc basis outside of the arrangements outlined. RULES The Jury The Jury, whose decisions will be final, will consist of nationally accredited Judges and no correspondence on the judging will be entered into. Any attempt to influence Jury decisions by an exhibitor or other persons will result in removal of the exhibit(s) concerned from the exhibition. Exhibit Classes Traditional Class Traditional philately can embrace all aspects of philately. It is based on the collecting of postage stamps and related items, including items related to the production of postage stamps. It also includes Telegraph, Railway and Local stamps. Postal History Class This class includes studies of rates and routes, postal markings and marcophily. It is not normally advisable to include unused adhesives or unused postal stationery. Exhibits in the sub-class 2C, being Historical, Social and Special Studies exhibits, which include material developed by commerce and society for use in the postal system, may include nonphilatelic material where relevant to the subject of the exhibit. The non-philatelic material should be incorporated into the exhibit in a balanced and appropriate manner in such a way that it does not overwhelm the philatelic material. Non-philatelic items must relate directly to the Postal History material. Aerophilately Class This world-wide class is based on studies of the development and operation of airmail services and the material prepared for these services, both official and unofficial. It can also include exhibits of airmail stamps and their usage. Postal Stationery Class This is a world-wide class for exhibits of Postal Stationery. Exhibits can include proofs, essays and formula items where appropriate. Exhibits entirely comprising items without printed designations of face value or service are likely to be transferred to another class. Revenue Philately A Revenue exhibit comprises embossed, imprinted or adhesive tax, fee or credit stamps issued by or under the aegis of a Government Authority. Thematic Philately This class is for entries based on a theme or a subject which is developed to a logical plan by the use of the widest range of appropriate stamps and other philatelic material. Revenue stamps may be included where no other philatelic material will convey the intended message; however, such material should be used sparingly. ABPS InterFed National Competition 2017 8

Open Philately This class gives an exhibitor complete freedom to present an exhibit on any subject using up to 50% of non-philatelic items. The non-philatelic material must not be thicker than 5 mm so as to be able to fit into standard exhibition frames. Modern Philately Modern Philately has as its primary objective the encouragement of collectors of recent or modern philatelic material of the past 20 years, i.e., approximately 1991 to the present, containing philatelic material issued by postal authorities. Picture Postcard Class This class is now offered at exhibitions in many parts of the world. A qualification at Stampex may be recognised by other national exhibitions, and there are presently draft continental regulations for the European Federation (FEPA) which are on the ABPS website. Cinderella Class May include local stamps, telegraph stamps, railway stamps, revenues/fiscals, forgeries, bogus and phantom issues. Christmas, Red Cross, TB and other charity seals, registration labels, advertisement and exhibition labels etc. However, things such as trade, cigarette and telephone cards (unless the image of a stamp is incorporated in the design), matchbox or cheese labels, aerial propaganda leaflets, and other forms of ephemera are not considered as Cinderella items for this purpose.
