The City Council held a public meeting to discuss the Budget and Preliminary Budget for Fiscal-Years 2009/2010 through 2013/2014, at which time the Budget and Preliminary Budget were modified, revised, corrected, and amended PUBLIC COMMENT WAS RECEIVED FROM KEN HETGE, CITY BUSINESSMAN, INQUIRING ABOUT CITY S CONTINGENCY PLAN. MAYOR VERNON THANKED STAFF FOR THEIR DEDICATION AND WORK ON BUDGET. COUNCIL MEMBER GRIMES APPLAUDED STAFF FOR PLANNING AHEAD AND COMMENTED ON HOW MUCH SAFER THE CITY IS WITH ITS OWN POLICE DEPARTMENT. COUNCIL MEMBER BECKHAM COMMENTED ON THE ECONOMIC CRISIS AND WANTED MORE BUDGET MEETINGS. COUNCIL MEMBER SMITH COMMENTED ON HIRING FREEZE AND OUR CONTINGENCY PLAN. ADOPTED RESOLUTION NO. 21-09, APPROVING AND ADOPTING THE CITY OF TEHACHAPI S BUDGET (EXCEPT THE BUDGET FOR CAPITAL PROJECTS FUNDS) FOR THE FISCAL YEAR 2009/2010, THE PRELIMINARY BUDGET FOR FISCAL YEARS 2010/2011, 2011/2012, 2012/2013, AND 2013/2014, AND THE BUDGET FOR THE CAPITAL PROJECT FUNDS FOR FISCAL YEARS 2009/2010, 2010/2011, 2011/2012, 2012/2013, AND 2013/2014. 7. The Board of Directors of the Tehachapi Redevelopment Agency held a public meeting on the preliminary five-year Budget for Fiscal-Year 2009/2010 through 2013/2014, at which time said preliminary Budget was modified, revised, corrected, and amended ADOPTED RESOLUTION NO. 02-09, APPROVING AND ADOPTING THE BUDGET FOR THE FISCAL YEAR 2009/2010 AND PRELIMINARY BUDGET FOR FISCAL YEARS 2009/2010, 2010/2011, 2011/2012, 2012/2013, AND 2013/2014. (Per Gov t. Code 54954.2(a)) 1. Council Member Reed reported on progress for veterans memorial and should have something to present to Council soon. He has been

promoted and is now working in Lamont. 2. Council Member Grimes asked to go to Safety Committee meeting on June 25 and 26. 3. Mayor Vernon thought it was a great representation for our City to have Council Member Grimes attend meeting. Also reported on successful ground-breaking ceremony of Train Depot. On June 3 rd she was in Sacramento for League of Cities call-to-action for representatives from cities and how they are fighting on our behalf to make our voices heard in Sacramento. 4. Council Member Beckham inquired about log book for airport and directed staff to look into getting one. CLOSED SESSION 1. Approval of Minutes of Closed Session on June 1, 2009. 2. Conference with real property negotiator (City Manager) regarding price and terms of payment for purchase of property described as APN Nos. 040-520-01 through 040-520-12 per Government Code section 54956.8. 3.
