The grant-in-aid is subject to the following terms and conditions:- (i) The grant-in-aid should be utilized for the- purpose for which it has been sanctioned..' J..
-2-- (ii) The grant-in-aid is subject to the conditions and principles laid down in Rule 228 to 245 of the General Financial Rules, 2017 and instructions there under, modified from time to time as well as other specific conditions that may be circulated from time to time. (iii) The accounts of the grantee institution/organization shall be open to inspection by the sanctioning authority and audit both by the Comptroller and Auditor General ofindia under the provisions of the CAG (DPC) Act, 1971 and internal audit by Chief Controller of Accounts of the Ministry, whenever the institution is called upon to do so. (iv) The grantee institution is not authorized to divert the grants or entrust the execution of the scheme for which the grant is made for another purpose. In case of it not being in a position to execute or complete the assignment, it should forthwith refund to the Central Government the entire amount of the grant received by it. (v) Pooling of funds under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and the present scheme for the same project will not be permissible. (vi) The State Government would furnish utilization certificate to the Central Government of the installments and also ensure that it has released its share under the scheme. (vii) The State Government must ensure proper implementation of the Memorandum of Understanding (MoU) signed by it with the Central Government under the Scheme. 4. The amount of Rs.66,38,00,000/- (Rupees Sixty six crore thirty eight lakh shall be transferred to State Governments through Reserve Bank of India as per procedure laid down by Ministry of Finance, Department of Expenditure vide O.M.
