Request Request from 9/08/2016, positive reply on 7/09/2016 Follow up to the first peer review of the Bulgarian R&I system (March - October, 2015) Further implement the recommendations of the PR mainly on the allocation system for institutional funding calling to increasingly concentrate funding for institutions that perform research, so as to reward high quality and to attract young researchers into the Bulgarian public research organizations, and Improve the processes for the evaluation and funding of project proposals, and bring those processes to international standard" Page 3

Objectives The goal is to support the BG authorities in developing: research performance-based funding system, inspired by Member States best practices model for the evaluation and assessment of the public research institutions performances. Page 4

Scope of support Coverage of all elements that impact the funding of research on a performance-based basis: Different national models on performance-based funding system Design and implementation of performance-based funding system Institutional set-up and governance Evaluation of universities and research institutes, indicators and metrics for assessing research performance Page 5

Main outcome A report that includes: Assessment of the current situation important input from the Peer Review and Background document Analysis of main challenges Concrete and action based recommendations and measures to tackle the key barriers Report: focused, well-justified, policy relevant Case studies and country boxes Balance between documentation and interviews Page 6

Roles and responsibilities Page 7

Responsibilities: Chair Coordinates the conceptual work of the panel of experts and assign thematic responsibilities to the experts Coordinates the discussion on key questions/issues, Chair the meetings (internal, and with stakeholders) Make proposals for the structure, main policy messages and recommendations of the report and discuss it with the panel and the Commission services; Assesses the quality of the reports 8 Page 8

Responsibilities: Rapporteur Actively supports the chair: on structuring the report in moderating the meetings and acting as rapporteur writing the minutes Drafts the reports (draft, final, assessment) based on the written contributions of the experts 9 Page 9

Distribution of work within Expert Team Each expert is responsible for one or more thematic areas based on his/her expertise: Analyse evidences, studies and other documentation Provide input for issues/questions to be addressed to the national authorities and stakeholders during the interview phase Provide analytical input, Draft relevant sections of the analysis, conclusions and policy recommendation Moderates discussion in meetings in the area of his/her expertise 10 Page 10
