DISTINGUISHING CHARACTERISTICS This position is distinguished by overall responsibility for managing the office in the absence of the Treasurer and for supervision of staff. Assists in the development and implementation of administrative policies and procedures. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Elko County Treasurer. Exercises general supervision over Deputy Treasurer and part time clerks. Independently carries out an assortment of special and on-going projects. Facilitates and coordinates the work of others. EXAMPLES OF DUTIES The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Manage the Treasurer s office in the absence of the Treasurer. Supervise and train employees, including compliance with Elko County Policies, departmental procedures, general office practices and the operation of equipment. Plan, assign and oversee duties of personnel in the office, monitor progress and ensure all work assignments in the office are completed accurately and in a timely manner. Advise Treasurer of project / work. Assist the Treasurer with the investment portfolio, including short-term investments, transfer of funds, verifying collateral, posting transactions, calculating and disbursing funds to the appropriate accounts / entities and assisting in long-term investments. Be aware of investment policy and follow principals of investing public funds for the County. Comply with NRS for investment of public funds, keeping contact with various brokers and banks for best rates for investments. Maintain records and payments of County Bonds, authorizing wire transfer of funds. Post payments to the general ledger system to ensure credit to proper accounts. Review annual budget and record bond payment schedule for amounts and dates of payments.
Review County budget and schedules from Controller s Office for distribution of sales tax and gasoline tax distributions. Prepare tax rate schedule for distribution to County Departments and the Public. Prepare legal notices for local newspaper required by NRS of tax rates for the County and local entities. Assist the Treasurer with preparation of the department budget, ensuring that all expenditures are consistent with the County budget. Conduct month-end reconciliation of General Ledger. Reconcile bank statements. Reconcile general ledger to bank. Prepare and enter adjusting journal entries into general ledger. Authorize and prepare claims for payment to settle revenue for the State and local entities. Prepare monthly revenue reports where necessary. Approve accounts payable claims for office expenses. Use general ledger to compile queries for use in extracting pertinent information. Prepare monthly accounts receivable reports regarding monies collected for all entities within the County and State that have payment due to them. Prepare settlement claims to disburse payment to entities. Monitor County bank accounts, maintaining proper balances and transferring funds as needed for payroll and investments. Prepare daily deposits, often involving large amounts of cash. Reconcile and balance daily cash to daily receipts. Enter previous day receipts into the general ledger. Note all voided checks and hand issued checks for reconciling the system to the bank. Clear checks on the general ledger for bank reconciliation. Process returned checks, reversing tax payments and re-depositing checks that can be cleared. Notify taxpayers of any reversal of payment of their parcel number. Notify originating departments of checks that have not been honored, and assist with reversing any credit given. Process refunds for Taxpayers, preparing checks for distribution and maintaining a separate bank account for monies owed to taxpayers. Balance account and ensure accuracy. Oversee and participate in the collection of real property taxes for distribution within the County as prescribed by law. Ensure accuracy and proper documentation for records. Collect taxes from public, ascertaining solutions to tax billing problems when necessary. Respond to all complaints in writing or orally. Explain the laws and policies for collection of taxes as set forth by NRS. Batch and record tax payment into the computing in a timely manner. Prepare and deposit tax payment daily. Review for accuracy and balance system with deposit. Prepare for Trustee Property Auctions. Oversee compilation of necessary information for auction. Notify previous property owners of pending sale by certified mail per NRS. Prepare and advertise legal notices of pending sale per NRS. Work directly with an outside Internet Auction Company on handling the sales to ensure a larger buyer base. Maintain an email mailing list of perspective buyers for notification of sale. Prepare legal documents transferring ownership to new property owners once sale is completed. Maintain files regarding Operators Room Tax for Elko County Recreation Board. Issue licenses and produce monthly tax returns. Track room tax due to the County for each operator and process payments. Ensure accuracy and prepare reports regarding collections. Assign and enter CORTAC (4 digit number) for Tax Services and Mortgage Companies. Ensure all mortgage holders receive proper billing. Process electronic
payments from mortgage companies. Work with mortgage companies and provide any information pertaining to problems with payments (i.e. refund and/or rejects). Prepare legal documents as required by NRS, such as Certificates of Sale, Treasurer s Deeds, and Legal Notices. Notify taxpayers by certified mail of pending seizure of property by the County Treasurer for non-payment of taxes per NRS. Prepare and record deed transferring ownership of property from delinquent taxpayers to the County to be held in trust by the Treasurer. Prepare reports for the District Attorney s Office regarding taxpayers owing 1,000.00 or more. Assist the District Attorney in collecting delinquent taxes. Maintain an office record management program in accordance with the Local Governments Records Manual. Archive records as necessary and purge when needed. Ensure compliance with NRS. Research tax records on microfilm and microfiche when necessary. Provide general information and / or research problems for the general public in person or over the phone. Communicate clearly and concisely, both orally and in writing, with co-workers and the general public. Comply with Elko County Policies and Department Procedures. Accurately completes work assignments in a timely manner. Demonstrates regular, reliable, and punctual attendance. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. QUALIFICATIONS KNOWLEDGE OF: Generally accepted accounting principles and practices with 3-5 years general ledger accounting experience. Governmental accounting practices and principles including fund accounting, investing and banking. Knowledge of related outside agencies and County Departments and the services that they provide. Nevada Revised Statutes as they apply to the Treasurer s Department. Formal education, training and experience with Microsoft applications (Word, Excel, Outlook, etc.). Knowledge of legal documents; i.e., proper form, content, language and recording
requirements. Procedures, methods and techniques of record keeping. ABILITY TO: Supervise and evaluate the work of staff, directing others in their work. Handle nonroutine situations in the absence of the Treasurer. Tactfully resolve conflicts when necessary. Operate a Windows based computer terminal proficiently, administering and maintaining a Local Area Network. Must be able to work extensively with Microsoft Office Software, particularly Excel, Word, and Outlook. Handle large amounts of cash, counting, making change, and balancing daily. Work effectively under pressure of deadline. Operate a 10- key calculator with speed and accuracy. Apply business mathematical skills; adding, subtracting and figuring percentages. Type with speed and accuracy. Prepare clear, concise and grammatically correct correspondence and documents. Communicate effectively with the public and co-workers. Operate microfilm and microfiche machines.
